FY 20
24/25

Summary

The City’s
two
-
year

biennial
budget for fiscal years
2023/24

and
2024/25
was adopted by
the City
Council on June
20 ,
20 23
.

The FY
20 23
/
24 budget as originally adopted
estimated revenues of $
122.3

million to fund expenditures of $
122.1

million, resulting in
a balanced General Fund budget.

Council approved appropriation increases
over the
course of the year
result in an adjusted budget of $
124.7

million in revenues and $
131.6

million

in expend
iture
s
.

$.9 million of budget carried forward

from FY 2022/23 and an
additional
$6.3 million of FY 2022/23
’s ending fund balance
was utilized to balance the
budget resulting in a
projected
$

0. 3

million surplus

after

reserve contributions. We
currently project that the actual surplus for
FY 2023/24

will
be $
2 .
8 million,

with $
1 .
2 million remaining
after t
he reserve contributions of $1.
6 million have been made
as
budgeted and
in accordance with

the fiscal policy
.

The
City of Napa continues to realize
moderate
growth in
two of
its major
revenue
sources,
P
roperty

and
S
ales
T
ax.

T
ransient Occupancy Tax

(TOT)
growth,
however,
has
recently declin
ed with FY 2023/24
monthly
revenue received yet to
reach FY 2022/23’s
monthly totals.

Several other
revenue sources ha
ve
seen growth
–

Business License Tax
,
Licenses and Permits, Investment Earnings, and Other Taxes.

The housing market is
strong

and

median house
values

continue to rise.

Sales Tax should remain stable with
new business opening in
FY 2024/25. To address the
elasticity, t
he hotel in
dustry
continues to adjust average nightly rates
to maintain
declining
occupancy levels.

Despite
a
st
able

economy, the City

must continue to be cautious to ensure

we balance the

need
for
increased

services
with the need to remain
financially
sustainable
.

The Mid
-
Cycle budget review packet presents the current status and proposed adjustments to the FY
20 24
/

Description of Budget Request:

In the FY 24 budget, the CMO was provided with $240,000 in Climate Action/Sustainability funding. This funding was requested as one-time dollars but there was an acknowledgement that as the program was in its forming phase, it was likely it would need to transition to ongoing funding for the variety of activities the CMO is now taking on related to Climate Action. The funding was included in our General Fund Division, not non-recurring, so there was an assumption that this would be replicated in FY 25.

Why is this needed, and how does it align with Council and/or Department priorities?

Climate Action/Sustainability is one of the 5 priority areas. This funding is directly related to the activities led by our Mgmt Analyst tasked with leading the Climate Action/Sustainability efforts including our participation in the regional Climate Action Committee, equipment purchases, special projects, grant matches, etc.

What are the consequences of not funding this request?

The City would not be able to continue Participation in the Regional CAC, continue seeking grants that require matches and generally not be able to move forward with the variety of requested projects.

What alternatives were considered when creating this request?

Requesting additional one-time money.

How will success be measured?

Council priorities are reported on annually.

Description of Budget Request:

The Civic Plus contract for maintenance and fees for the website has been renegotiated. In addition, fees for ongoing contracts for Tripepi Smith and our annual Community Climate Survey are increasing. The budget for Community Relations was increased partially in FY 22 to address bringing Tripepi Smith Contract on but with increases across the board, additional ongoing funds are required to continue providing these services.

Why is this needed, and how does it align with Council and/or Department priorities?

Community relations, including the website and contracts for assistance with public information/social media are critical to all five priority areas, as well as being a baseline requirement for City activities.

What are the consequences of not funding this request?

It is likely we would have to reduce the amount of external communication efforts.

What alternatives were considered when creating this request?

Continuing to absorb the cost, which would lead to reduced services.

How will success be measured?

Council priorities are reported annually.

The Police Department currently has 17 Flock Safety Automated License Plate Reader (ALPR) cameras in-service at various locations around the City of Napa. Flock ALPR’s are an infrastructure- free license plate reader camera that utilizes Vehicle Fingerprint technology to capture vehicular attributes and license plates. Flock ALPR’s are an essential tool used by the Napa Police Department to help solve crimes and identify suspects. Previously, the Flock ALPR camera program was funded by a grant obtained by Napa County OES. The grant funding has been exhausted and the Napa Police Department is requesting a budget expenditure adjustment to cover the annual software subscription cost to keep the Flock ALPR cameras operable.

The Flock ALPR’s camera software subscription contract price is $255,000.00; to be billed annually in the amount of $51,000.00 (per year) for the contract term of 5 years.

Why is this needed, and how does it align with Council and/or Department priorities? Automated License Plate Reader (ALPR) technology has been used by police agencies to locate stolen vehicles and solve other crimes where a vehicle has been used. ALPR technology has continued to evolve to become less cost prohibitive and more privacy minded. On 12-02-22, the City of Napa approved the use of ALPR’s within the city. Flock Safety was utilized and 17 Flock Safety ALPR’s were installed throughout the City. Since that time, the use of ALPR’s has been extensive throughout the Napa Police Department, which has led investigators to identify involved parties in numerous crimes, including theft, assaults, and homicide. The Flock ALPR camera program has been an essential tool in meeting the Police Department’s priorities of promoting public safety and addressing crime.

City of Napa Mid-Cycle Budget Adjustment
Request Form for FY 2024/25

INSTRUCTIONS: Complete the form for any changes to the FY 2024/25 Adopted Budget as presented 6/20/2023. If the adjustment is reallocating between objects within the same fund with no net impact, please identify as ongoing or one-time, provide a brief description and the account coding in the Financial Information section. If the request is for a new program, service or other, please fill out all sections of the form.

What are the consequences of not funding this request?
The Flock Safety ALPR system is a deployment of low cost, leased, fixed location cameras installed in strategic locations throughout a city. Flock’s cameras capture date, time, location, license plate (state, partial, paper, and no plate), vehicle details (type and color), as well as unique vehicle identifiers (bike racks, bumper stickers, roof racks). Unlike other fixed or mobile ALPR devices, the Flock system provides the ability to cover areas of the city with system maintenance provided by the vendor rather than City Staff.

Other local communities including Napa Sheriff’s Office, Vallejo Police and Calistoga Police have chosen the Flock system. Additionally, Flock Safety sells ALPR systems to local homeowner’s associations and with approval from the homeowner, limited access can be granted to Napa Police.

Currently, multiple businesses and residents within Napa County have purchased Flock Safety systems and allow limited access to Napa Police Department.

The Flock Safety ALPR system is a vital tool used by the Napa Police Department and in collaboration with other surrounding police agencies to solve crimes in a timely manner and ensure community safety. The use of ALPR systems for criminal investigations is a proven method to develop leads and identify associated vehicles. The addition of these tools makes the Napa Police Department more effective by utilizing modern technology to assist in successful arrests and prosecution of criminals.

Staff recommends the use of the product in the City of Napa. Without access to this vital tool, criminal investigations, arrests, and public safety could potentially be impacted.

What alternatives were considered when creating this request? The alternative to not having the Flock ALPR’s system operable would create a negative impact on community safety and the Napa Police Department’s ability to successfully investigate and solve crimes. The risk and impact of not having this essential tool was deemed too great of a liability to the community and Napa Police Department.

How will success be measured?

Community Safety

Number of cases cleared by arrest or charges filed using Flock ALPR’s system. 
Number of cases that were investigated with the use of Flock ALPR’s system. 
Response times to calls with the aid of Flock ALPR’s system in locating suspects and vehicles of interest.

Successful collaboration with neighboring agencies in solving crimes and arrests.

Description of Budget Request:

The Police Department is requesting an increase in the non-recurring Patrol budget in the amount of $35,000.00 for police training ammunition. The Police Department has seen a substantial increase in the cost of ammunition over the past few years. Further impacting the Police Department’s operating budget, the department implemented the use of frangible ammunition to lessen the environmental impact at the PD’s Range while Range improvements continue. It is anticipated the cost for frangible and regular ammunition to continue to rise. Though a one-time request, the Department will look at ways to budget for this in the future.

Why is this needed, and how does it align with Council and/or Department priorities? The City and Police Department are making great efforts to implement sustainable practices at the PD’s Range including using frangible ammunition and installing new bullet traps to lessen the environmental impacts of use.

What are the consequences of not funding this request?
Firearms training is a legislative mandated training that is an essential part of the Police Department’s officers’ training and safety. All active police officers are required to qualify and train at the PD’s Range on a regular basis. The Police Department must be able to supply the police officers with the needed ammunition to complete their training. If the Police Department doesn’t have the funding to provide the needed resources, then the police officers’ training requirements and safety could be impacted.

Description of Budget Request:

The Utilities Water Division has a budgeted position Asset Management Systems Coordinator that has been vacant while management focused on filling numerous other vacancies over the last two fiscal years. At this point, the position is more appropriately filled at the level of Senior Civil Engineer.

Why is this needed, and how does it align with Council and/or Department priorities?

Due to increased investment in water infrastructure and water system development associated with implementation of the General Plan, the Senior Civil Engineer position is critical to maintain focus on completing water infrastructure capital improvement projects. Pipeline project improvements support sustainability by reducing losses due to leaks and failing infrastructure.

What are the consequences of not funding this request?

Staff must focus on project implementation, so capital improvement construction and system investments stay on schedule with City Council priorities and the Water Master Plan as discussed with rate adjustments as adopted in November 2023.

What alternatives were considered when creating this request?

Deferral of the rate of project implementation is not sustainable to keep up with aging water infrastructure.

How will success be measured?

Increased investment in water infrastructure through annual capital improvement program and sustained implementation of new development.

Description of Budget Request:

Ongoing environmental consulting, including follow up air quality sampling for the Housing Authority Building and Community Services Building related to contamination previously found in Clay Street and related legal services costs.

Why is this needed, and how does it align with Council and/or Department priorities?

In March and August of 2023, the City brought in an environmental consulting firm to have air quality sampling conducted in the Housing Authority Building and Community Services Building. The testing was conducted because the City learned of the presence of dry-cleaning chemicals within the soil vapors under Seminary Street through the work on the Blue Oak Middle School project.

All of the testing conducted has found no safety concerns with the indoor air quality for both buildings.

However, additional testing was recommended by the environmental consulting firm to continue to verify there are no changes in the results of the air quality. Additionally, legal and technical services are currently on-going to address the contamination source.

What are the consequences of not funding this request?

Air quality testing and related legal services would not be funded.

What alternatives were considered when creating this request?

During FY24, this work was funded through one-time Risk Management Funds. However, an ongoing funding source is needed to continue ongoing testing and related legal services.

How will success be measured?

Air quality testing is completed within the recommended timeframe and frequency and related legal services are funded.

Replace the current HVAC on the Police and Fire Administration Building due to deteriorating conditions and ongoing costly repairs. Installation will include all new materials including the chiller unit.

Project #
FC20PW03
Justification
Existing HVAC has out lived its useful life. Unit has been repaired a number of times over the years averaging $50,000 per repair. Replacement is crucial as the existing unit’s end of life is eminent.

Budget Impact/Other
Replacement costs would pull from the General Fund Building Reserves. Replacement would alleviate the strain placed on the Facility Maintenance's operating budget which has been impacted multiple times for costly repairs for the current unit.

Description
This project will remove the two (2) outdated combination locks controlling access to the PD’s secure back lot and replace them with prox locks, RFID readers and RFID vehicle tags. Project is similar to Corp Yard's recent upgrade to gate access controls.

Project #
FC24PD01
Justification
Napa PD (PD) secures its patrol vehicles, Lenco Bearcat, Crime Scene Investigation (CSI) van and several police trucks and motorcycles in the secure back lot of the PD. The Patrol vehicles are often equipped with rifles, less lethal weaponry, mobile digital computers (MDCs), and other sensitive equipment. The PD’s secure back lot is accessible to vehicles using one of 2 vehicle gates. Both gates are controlled with outdated

combination locks with no audit capabilities. This is problematic for three reasons: 1. It is not feasible to re-program both gates’ combination

locks every time a PD employ (sworn or professional staff) separates employment. 2. We have no ability to audit access to the secure back

lot. 3. Current City vehicle access is either granted by someone manually entering the gate code or clicking decade old (or more) battery operated remote openers that few vehicles in the Fleet are equipped with. Most of the limited number of gate openers are in poor shape and some

are operable. Again, there is no audit access related to the old garage door-style remote gate openers. Having updated gate access controls to include prox lock pads, RFID readers and vehicle tags will enhance security to a restricted area and make accessing the parking lot easier and more efficient for employees coming and going several times throughout their 10- or 12.5-hour work shifts. Moreover, it will allow an audit trail for those individuals and/or vehicles accessing the secured area.

Budget Impact/Other
Once installed, project should be cost, maintenance, and personnel neutral while enhancing security and minimizing ergonomic impacts to employees with vehicle tag readers.

Water main replacement of existing 12-inch cast iron pipe as part of the water utility's annual water main replacement program.

The existing pipeline has exhibited multiple leaks and has ripped, creating damage to the roadway and washed out decorative rock on adjacent private properties. Replacement of this line will increase reliability of flow from the BV pump station nearby.

Project #
WD22UT08
Justification
The water system consists of aged water mains that have shown multiple failures and need to be replaced, as part of the water utility's annual water main replacement program.

To the extent possible, water main replacement projects are conducted in conjunction with other City capital improvement projects such as Measure T, street beautifications, etc.

Budget Impact/Other
Installation of new mains as part of the water utility's annual main replacement program helps reduce maintenance costs resulting from unplanned or emergency work.

Description
The treatment plant contains sedimentation basins (one phase in the water treatment process) that houses flights mounted on two parallel strands of chains that scrape the settled solids along the tank floor which delivers sediment to sludge hoppers. CIP reduced from $700K to $300K due to project being done in-house.

Project #
WQ24UT06
Justification
The chain and scraper systems were installed as major treatment plant upgrades completed in 2009. The useful life of chain and flight systems are 10 years.

Budget Impact/Other
Installation of new chains as part of a routine replacement program helps reduce maintenance costs resulting from keeping an asset in service past its normal useful life.

Description
Construction of treatment and process improvements to the existing direct filtration treatment plant that is due for upgrades and replacements.

Construction is based on design and assessment of new treatment trains to treat raw water source beyond the summer season: green sand filter and/or conventional treatment process.

Project #
WQ25UT09
Justification
The latest major upgrades to the Lake Milliken Water Treatment Plant were completed over forty years ago. The plant requires additional upgrades requiring significant capital improvement. Along with addressing operational requirements to effectively and efficiently conduct treatment operations, the City is mandated to comply with certain pollutant discharge elimination and DPB requirements.

Budget Impact/Other
Treatment process improvements are necessary at this aging facility and increased capabilities could lengthen the annual season when source water can be treated.
