What activities of this board are least interesting to you? Any bureaucracy has a certain amount of paperwork and inertia which is unavoidable.

What programs or projects would you like to see improved or implemented? I am most interested in several of the key strategies listed in the Napa 2040 General Plan. A compact growth pattern is the fundamental prerequisite of a healthy city, and Napa has wisely enforced the Rural Urban Limit for 2 generations. There is ample space available within the city limits, and in particular I would like to see the current automobile-oriented commercial corridors of Trancas, Jefferson, and Soscol bloom into vibrant mixed-use corridors. I am an avid biker, commuting to San Francisco by bicycle, bus, and ferry, and I believe strongly in creating transportation networks which provide convenience, connectivity, and human contact for all citizens. The Napa River is currently an underappreciated resource, as are the many creeks and streams which traverse the city.

Providing vantage points for appreciating these waterways is key to bringing them into the consciousness of our community, as the excellent Oxbow Commons demonstrates.

Densifying the housing stock while maintaining the leafy, neighborhood character is not at all impossible, it simply requires attention to detail and proportion. Finally, providing economic growth opportunities for the City which branch out from the traditional agriculture and hospitality base will ensure the continued prosperity of the region. The addition of the La Onda festival to the lineup this year is a good example. Exceptional natural beauty and the recreational opportunities it affords should not be overlooked as a draw, either.

How would you approach improving these project(s) or program(s)? The role of Planning Commissioner is primarily advisory or approval-denial oriented. I would advise and approve or deny projects based on whether I judge that they comply closely with the vision set forth in the 2040 General Plan, a document with which I basically agree and appreciate.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? I work for an international design firm based in London. There is a small chance that one of our projects could one day come before the Planning Commission, in which case I would have to recuse myself.

As an appellate specialist, I review lengthy submissions in detail against established criteria.

I am able to pay attention to the details without losing sight of the big picture. My practice has included land use matters and CEQA. Attached to my resume is a copy of my article on CEQA that appeared in the Register. I served a term on the Napa Building & Fire Code Bd. of Appeals/Disability Access Bd. of Appeals.

Additional Questions
What is your understanding of the role and responsibility of this board? The Planning Commission acts in dual roles. It is advisory to the Council on matters related to land use and planning, particularly related to amendments to the City's General Plan policies and Zoning Ordinance. It also is a decision-making body for specified land use actions, including conditional use permits and design review permits Have you ever attended a meeting of this board? If so, how many? Yes, many

Page 6 of 31 ends

What duties of this board are most interesting to you?
Reviewing and approving specific land use actions, such as use permits.

What activities of this board are least interesting to you? I'm interested in everything.

What programs or projects would you like to see improved or implemented? The new General Plan Climate and Sustainability element provides (p. 6-7): "People who live within walking distance of everyday goods and services, such as grocery stores, daycares, and restaurants, are more likely to walk to these destinations instead of driving." This reduces greenhouse-gas emissions. I would like to see the Main Street closure project completed, and I would like to see a grocery store and other essential shopping downtown or on the east side.

How would you approach improving these project(s) or program(s)? I would encourage the City Council or other appropriate authority to reach out to potential developers of these sites. There is already a site at the corner of E. First St. and Silverado Trail. Existing land use restrictions could be modified or incentives provided.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No

What is your understanding of the role and responsibility of this board? Ultimately, the purpose of the planning commission is to advise the city council on land use and planning matters, providing recommendations and making decisions for certain uses, and, specifically right now, assist the city staff during the zoning ordinance update. Beyond those defined responsibilities, the planning commission ensures the general plan stays updated and relevant as the city grows and that the growth that happens is in line with that plan and any applicable codes or laws. This process is a balancing act that requires people who are willing to have the tough conversations and compromise with the community.

Have you ever attended a meeting of this board? If so, how many? Yes. I've attended 4 in person and watched a handful more via zoom.

Richard H Tippitt

What duties of this board are most interesting to you?
Interacting with the community, hands down. I love this town, truly.

What activities of this board are least interesting to you? I'm a nerd, so all of it is interesting. It's why I got my Congress of New Urbanism Accreditation and changed careers into real estate development.

What programs or projects would you like to see improved or implemented? I want to tackle public engagement as a process in order to involve more of the community.

How would you approach improving these project(s) or program(s)? First, the hispanic community seems to be on the outside of most community engagement, despite the dual language outreach. I am working on learning Spanish to help me engage personally, but beyond that, we have to find ways to meet the entire community where they are at. Many working professionals find it unreasonable to attend council or commission meetings; attendance self-selects a specific type of person. More of the community needs to be involved. Some ideas to address that issue which come to mind are assisting applicants with early community outreach before submitting to the city or holding commission meetings at or near sites under review, but whatever approach we take, we have to continuously learn and adapt our approach.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No

Additional Questions
What is your understanding of the role and responsibility of this board? To review applications in regards to land use and planning, and advis the City Council as needed. These are related to the City's General Plan and Zoning Ordinance, possibly granting zoning variances, planned developments, use permits, etc.

Have you ever attended a meeting of this board? If so, how many? Unfortunately I have not. My career has mainly been in the East Bay, however now that I have relocated my family and profession to the City of Napa, I hope to move my projects to this area as well. I was planning to sit in on a couple in preparation for applying for the PC, but this vacancy came upon quicker than I was anticipating. That said, I have reviewed past meetings and minutes on the City's Website.

Lindsay Owen Page 2 of 3

What duties of this board are most interesting to you?
Most Interesting will be anything related to new projects and developments, especially those that improve the existing fabric of the City. One of the main reasons we fell in love with Napa was getting to have both: a nice quiet neighborhood to raise my family, but also the walkability and being able to walk to local establishments. It could be as small as walking to Ranch Market or Il Posto, but then having the luxury of going downtown and immersing yourself in an urban fabric of some of the worlds best restaurants and small boutique shopping. There are many areas we can improve the pedestrian experience, as well as infill neighborhoods.

What activities of this board are least interesting to you? I am not used to putting myself out there for public opinion, so this will be a new role for me.

That said, I see the benefit of really getting to immerse myself in the community and getting to know more people within it, whom I may not otherwise meet.

What programs or projects would you like to see improved or implemented? I am very intrigued by the development of the Jefferson Corridor, and would love to be involved in the success of this project for our community. I have seen how the fabric of Napa has changed so much over the past couple decades, and I look forward to providing whatever value I can to bring the various projects to realization.

How would you approach improving these project(s) or program(s)? There are a number of establishments on Jefferson that I like to frequent, but I never find myself parking and walking along Jefferson. I merely drive and park at my destinations which does not allow me to stumble upon new spaces. If Jefferson was a more enjoyable pedestrian experience, more people would stroll along, frequent the shops and services, and further enhance this area and the business that line the streets.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? There may come a time I have a client project or personal spec build that may need to be presented to the Commision for zoning variances or use permits.

What duties of this board are most interesting to you?
The most interesting duties of the Planning Commission to me would be the hearings to ensure inclusive representation, advising on land use and development to promote equitable growth, evaluating development proposals to meet community goals and zoning regulations, ensuring there is a comprehensive plan with a focus on diversity, and recommending zoning changes to support inclusive and equitable development.

What activities of this board are least interesting to you? The activities of the Planning Commission that would likely least interest me include handling administrative tasks such as record-keeping and meeting minute documentation, processing routine permits, and applications that do not involve significant community impact.

To improve these projects or programs, I would develop targeted outreach strategies and encourage more inclusive public forums to enhance community engagement and collaborate with developers and policymakers to create incentives for affordable housing.
