Planning Commission

Greetings Beth,

As you know this coming December will be the end of my 20 years of service on the Planning Commission. I’m proud of my service and contributions to the evolution of our beloved City and it’s time to pass the reins.

And then of course there is the sad passing of our friend and colleague, fellow Planning Commissioner Bob Massaro who was on the same appointment cycle as myself.

There is the appointing of someone to finish Bob’s term, I believe next month and in December there will be two seats up for appointment.

I’ve been diligently looking around for someone who could carry forward both Bob’s and my legacy as Planning Commissioners and by way of this e mail introducing you to an associate and friend Andrew MacLaggan who you’ve met once when we were planning your event at the River Haus.

Andrew lives in old town with his young family, is an architect who works for a prominent architectural firm Foster and Partners.
https://www.fosterandpartners.com/people/all/norman-foster .

I’ve attached Andrew’s application and hope you can take a few minutes to read it … impressive and exactly the kind of Planning Commissioner we need. You will see that Andrew is passionate about sustainability, smart urban planning , our Napa River, housing and our General Plan.

I’ve copied Andrew here and hope that you might be able to sit with Andrew and I to learn more about him to better prepare you for your upcoming Planning Commission appointments.

We’re happy to meet wherever you’d like and offer our River Haus as a possibility.

Have a wonderful 4
th
of July holiday and see you soon.

Hi Mary

I hope you and your family are doing well. I am writing in support of Alonso Corona to join the Planning Commission. Alonso has been a part of the Napa community for many years. He is a business owner and recently has dedicated his time to ensuring all businesses thrive in our community. He has a very good understanding of the housing issues facing Napa. When it comes to development, his knowledge and ability to analyze any situation and be objective will serve him well.

His involvement on the Executive Board of the Napa Chamber of Commerce as well as the Executive Director of the Napa County Hispanic Chamber of Commerce shows his commitment to our Napa community. He would be a great addition to the Planning Commission. I hope you will consider Alonso Corona for the Planning Commission when making your decision. Have a great rest of your week.

Take care

Dear Councilmember Painter,
I am writing to reiterate my interest in the position of Planning Commissioner for the City of Napa, in hope that you will agree that my skill set and dedication are well suited for the role. Primarily, my interest is simple – to serve my community and the landscape of this beautiful valley we all call home. I have roots here dating back to the early 20
th
century, when my great grandmother Ida Rossi called Saint Helena home, and I have lived in the city of Napa on and off since the early 1990s.

As a licensed architect in the State of California with a lifelong commitment to sustainability, I am accredited by the Living Future Institute to design buildings which meet the Living Building Challenge, which is widely recognized as the most rigorous green building standard in the world. As a Planning Commissioner I would use this framework to promote a sustainable and prosperous future for the benefit of our entire community. I believe that the principles of sustainability can only be realized by simultaneously promoting human well-being as well as environmental protection, and that the benefits of prosperity must be shared by all members of a community, including those in the most precarious situations. Obviously, our collective future holds many challenges, from housing and medical affordability, to ground water depletion, a climate which grows hotter and drier each year, and a society in which anger and confusion seem to overtake all of our best natures. We cannot afford to shrink from these challenges, and we must look for solutions in which there is a common benefit.

I am no stranger to complex, urban-scale design problems, and have appeared in front of planning commissions and similar bodies during my two decades of professional experience in America, Europe, and Asia.

For the past seven years I have worked at Foster + Partners, the firm of Lord Norman Foster, the Pritzker Prize winning architect. We work on [EXTERNAL]

some of the most challenging projects in the world, and the results speak for themselves – Apple Park in Cupertino, the Gherkin in London, Hearst Tower in New York, and many more. The theme is always respect for the individual and the community, elegance but not extravagance, and an efficient application of resources to the design solution.

It would be an honor to serve this beautiful city, and I look forward to meeting you in person on Tuesday.

Very truly yours,
Andrew MacLaggan

Brief Introduction for PC Interview

Good Morning Mr. Mayor and Council Members, Bccd here.

I am looking forward to my interview for Planning Commissioner tomorrow.

I
would have reached out sooner - and ideally in person, but I have been traveling abroad the last few weeks with my family.

Knowing your schedules are busy, I
wanted to share a few things about myself prior to introducing myself tomorrow.

If you have any additional questions for me, please don't hesitate to reach out, I will make myself available as needed.

My husband and I decided to move our family here 7 years ago and plant our roots

here for the

long

term.

My children have gone through Nursery School
here, and now are both enrolled in Northwood Elementary.

Soon after relocating
here, we moved my parents here as well, from Arizona.

We are three generations
living together, and having their support to help with the kids so my husband and I can pursue

our careers - has been such a blessing.

My kids are fortunate to have
these special

relationships

with their grandparents.

My background is in architectural design for housing of all types, and after many years I pivoted

into the construction world doing project management,
entitlements and land acquisition.

Forever a student, my next career move, I
joined a contractor to perform

all of the design and permitting needs for spec
builds, as well as contract work.

This led me to starting my own company almost
three years ago, here in the City of Napa.

I provide full-service design for
architectural design and permitting, through interior design specifying all of the hard finishes, and finally through to furniture and decor.

Being able to help
shephard my clients

through the entire process - including

the construction - has
afforded

me to build lasting relationships with my clients.

Napa is at a critical juncture in its planning era, with the newly adopted General Plan, and the following updates to the Zoning Element

and

Design

Guidelines
that are to

follow.

Not to mention the continuously-newly adopted bills and legislature imposed by the state for us to implement.

I would be honored to add
[EXTERNAL]

my value to help build Napa for many years to come, and as stated in the City's Vision Statement;
"ensure that the community remains attainable and inclusive, family-friendly, and appealing to an increasingly diverse population of residents, workers, and visitors."
All my best,
Lindsay Owen

Mary,
Just a quick note to ask for your consideration for Richard Tippitt’s candidacy for Planning Commission. I believe in him. Bob Massaro believed in him, and he has many, many Downtown Napa and Alta Heights supporters who believe in him.

He was one of the first guys to step up for Slow Down Napa. His research and problem solving skills were invaluable. He was always accessible to take a meeting and he shows up prepared and on time.

I think his military education is a factor in his ability to create strategy and stay the course, and his IT experience means that he understands how systems and process works. His skill set is different than most of the candidates and for that reason, I think he is a stand out.

And, he’s already engaged in the community. He’s attended Council meetings, BPAC meetings, and community workshops and hearings. He knows the Community Develooment staff and he knows how a Commission functions. He may also be the only guy who’s read the LRSP, the NTCP, the NNSSP, the

DNSP, the Oxbow TAP and the General Plan :)
Thanks for your consideration. I have the day off (from grandparent duty), so I’ll see you later. There are some good candidates, but you need to hear all of the presentations to get the full measure of the slate.

Best for now and all thanks,
Maureen
