RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, REJECTING ALL BIDS FOR THE CAPITAL IMPROVEMENT PROJECT - STORM DRAIN REHABILITATION PROJECT WHEREAS, in 2021, the City was awarded funding from the American Rescue Plan Act of 2021 (ARPA) and $4.5 million was budgeted by the City Council to conduct the storm drain assessments and complete a rehabilitation project; and WHEREAS, a new Capital Improvement Program (CIP) project was approved to complete the Storm Drain Rehabilitation Project (Project); and WHEREAS, the inspections of the storm drain system was completed in 2022; and WHEREAS, The City hired an engineering firm with experience in multiple rehabilitation and repair methods for underground piping systems and developed a storm drain rehabilitation project for the City; and WHEREAS, three bids were received, opened, and read on August 30, 2024, for the Project; and WHEREAS, the lowest and best bid was submitted by SAK Construction, LLC, for a total bid amount of $4,788,872; and WHEREAS, the engineer’s estimate for the construction is $2,872,796 and the bids exceed the Project budget; and WHEREAS, staff recommends that the current bids be rejected and that the Project be re-advertised after a review of the project design to seek value engineering opportunities; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby rejects all bids for the Storm Drain Rehabilitation Project.
3. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 17th day of September, 2024, by the following vote:
