CITY OF NAPA

PROCLAMATION
“Imagine a Day Without Water” ~ October 17, 2024
WHEREAS, “Imagine a Day Without Water” is a National Day of Action that raises awareness about and appreciation for our most essential resource; and WHEREAS, every day we use water without worrying whether it will be available when we turn on the tap, rarely considering the extensive system that delivers that drinking water to us; and a day without water would be a public health and safety crisis, limiting the functionality of firefighters, hospitals, businesses, and homes; and WHEREAS, the City of Napa maintains an extensive network of facilities throughout Napa County, including two local watersheds, dams, and reservoirs, three water treatment plants, nine pump stations, 12 storage tanks, and 360 miles of pipe; in addition to having 68 dedicated City employees operate and manage this infrastructure 24/7 to ensure low cost, high quality, reliable water service for more than 85,000 people in the City and unincorporated County area; and WHEREAS, the City has proactively invested in water supplies, treatment plants, and the distribution system to ensure the uninterrupted delivery of water during extreme events such as drought, wildfire, and earthquake; and WHEREAS, approximately 140 miles of the City’s water mains are over 60 years old, critical transmission mains are subject to catastrophic failure, and the Hennessey Treatment Plant is over 40 years old, all of which will require a prudent investment of capital funds to address; the City will have increased annual capital improvement program investments from $1 million in 2010 to $8 million by 2028 while continuing to provide service at some of the lowest water rates in the Bay Area; and an ongoing Water Master Plan has identified more than $300 million in needed capital improvements over the next 10 years; and WHEREAS, our water infrastructure is the lifeline of our communities yet faces great challenges, and investing in our drinking water systems will secure a bright and prosperous future for generations to come so that no one will ever have to imagine a day when they wake up to brush their teeth and nothing comes out of the faucet.

NOW, THEREFORE, BE IT RESOLVED that I, Scott Sedgley, Mayor of the City of Napa, along with the Napa City Council do hereby proclaim October 17, 2024 as “Imagine a Day Without Water” in support of educating the public about the value of reliable access to clean drinking water as essential to our quality of life.
