RESOLUTION R2024-___
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, APPROVING A BUDGET TRANSFER IN THE AMOUNT OF $150,000 FROM WATER CIP FUND FOR THE Repair and Rehabilitation of 36-inch Water Main Crossing Redwood Creek Project CIP ACCOUNT 53160139-63WT24UTRR AS DOCUMENTED IN COUNCIL BUDGET AMENDMENT NO. 64 AND DETERMINE THAT THE ACTIONS AUTHORIZED BY THIS RESOLUTION ARE EXEMPT FROM CEQA PURSUANT TO CEQA GUIDELINE 15301 WHEREAS, the City’s primary feed of potable water from the Barwick Jamieson Water Treatment Plant to the City of Napa service area is a 36-inch asbestos-cement pipe (“36-inch pipe”) installed in 1967; and WHEREAS, the section of transmission main on Linda Vista Ave from Robinson Lane to West Pueblo Ave has been isolated from the system due to leak near Redwood Creek; and WHEREAS, having the transmission main temporarily out-of-service removes critical redundancy from the City’s potable water supply network.

WHEREAS, a capital improvement project (CIP) to repair the leak and install a 300 foot section of 20-inch liner inside the 36-inch AC pipe was conducted in June 2024 from Kingston Ave to Lone Oak Ave; and WHEREAS, associated construction activities on the 36-inch pipeline for tie-ins, sampling ports, flushing locations and wing walls have nearly exhausted the budget available in the Repair and Rehabilitation of 36-inch Water Main Crossing Redwood Creek Project CIP Account 53160139-63WT24UTRR; and WHEREAS, due to the 3,200 ft long transmission being out of service for over a year, the main requires additional disinfection and flushing as a precaution prior to returning the main to service and various street excavations require final paving; and WHEREAS, additional budget of $150,000 is needed for disinfection, flushing, paving and other services necessary to bring the 36-inch water main back on-line; and WHEREAS, Water CIP Undesignated Fund Balance in the amount of $2,086,272.63 exist for the purpose of water system capital improvement projects; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:

1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
