RESOLUTION NO. R2024-XX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, APPROVING THE REMOVAL OF THE LISTED RESOURCE DESIGNATION FROM 1112-1126 GEORGE STREET (APN: 001-144-010) AND DETERMINING THAT THE ACTIONS AUTHORIZED BY THIS RESOLUTION ARE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).
WHEREAS, on September 16, 2024, Alfonso Garibay (“Applicant”) submitted an application (File No. PL24-0111) to the City of Napa for the removal of the designation of Listed Resource from 1112-1126 Randolph Street (APN: 001-144-010) (“Site”) pursuant to Napa Municipal Code (“NMC”) Section 15.52.060 (collectively, the “Project”), and WHEREAS, the Cultural Heritage Commission held a duly noticed public hearing on November 14, 2024, on the application for the removal of the Listed Resource designation, where it considered all written and oral testimony submitted to it including a presentation by Staff and made a recommendation to the City Council that the designation of Listed Resource be removed.
WHEREAS, the City Council held a duly noticed public hearing on December 17, 2024, on the application for the removal of the Listed Resource designation, where it considered all written and oral testimony submitted, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Napa as follows:
Section 1. The City Council hereby determines that the Project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), the Common Sense Exemption, because it can be seen with certainty that there is no possibility that the activity in question, removal of the Resource from the HRI, may have a significant effect on the environment.
Section 2. The City Council hereby approves the removal of the Listed Resource designation from 1112-1126 George Street (APN: 001-144-010) removing the Site from the Historic Resources Inventory and makes the following findings in support thereof in accordance with NMC Section 15.52.060(C):
New information is avaliable that demonstrates that the significance of the resource has been compromised:
The Site was first added to the City’s Historic Resources Inventory in 1997 with Resolution No. 97-015. The Resolution did not include any specific findings as to why particular properties were added and did not specify why the 1112-1126 George Street property was included. A detailed, property-level study of the Site had not occurred until now. An in-depth Historic Analysis of the Site was prepared by a qualified historian who meets the Secretary of the Interior Professional Qualification Standards to perform identification and registration of historic properties, this Analysis has been included as Attachment 3, of the November 14, 2024, Staff Report. The Analysis concludes that the Site does not meet the criteria for designation on either the National Register of Historic Places or the California Register of Historical Resources. It describes the ways the property has been altered since its original construction, removing or obscuring original historic features on both structures. These alterations make the Site ineligible for designation based on architecture or methods of construction. In addition, the Analysis outlines a history of residents of the property illustrating that the Site is not associated with patterns of local or national history or associated with the life of a significant person. Based on this evidence the Site does not meet the criteria for the Listed Resource designation which requires a resource has special historic, aesthetic, educational, cultural, or architectural importance.
Section 3. This resolution shall become effective immediately upon adoption.
I HEREBY CERTIFY that the foregoing resolution was duly and regularly adopted by the City Council of the City of Napa at a regular meeting of said City Council held on the 17th day of December 2024 by the following roll call vote:
