A Special Meeting for the City Council of the City of Napa was called on Thursday, January 9, 2025 at 3:30 p.m. to be held at City Hall Council Chambers, 955 School Street, Napa, California, for the purpose identified on this Agenda. This Special Meeting was called in accordance with California Government Code Section 54956.
1. CALL TO ORDER: 3:30 P.M.

2. AGENDA REVIEW AND SUPPLEMENTAL REPORTS:
City Clerk Carranza announced the following supplemental documents:
Item 4.A.
- Emails from applicants Jeff Zajas and Michael Pramuk withdrawing their applications.
- Email with PowerPoint from applicant Will Marcencia.
- 22 submitted emails.

3. PUBLIC COMMENT:
Lee W. Miller - shared support for applicant Will Marcencia.
Debbie - shared support for applicant Chris DeNatale.
T. Williams - shared support for applicant Ifonia Gelin.

4.A. 452-2024 Appointment to fill Vacancy on City Council Mayor Sedgley outlined the interview process.
Applicants were given five minutes to provide a presentation. City Clerk Carranza randomly drew names to determine the order of the presentations, which were given in the following order:
1. Emilio Dorame-Martinez
2. Christopher DeNatale
3. Kelley Thompson
4. Juliana Hart
5. Michael Baldini
City Clerk called the names of Chris Lundstom and Jose Llamas. Neither applicant was in attendance and therefore would not be considered.
6. Wilfred "Will" Marcencia
7. Anthony "Tony" Norris
8. Betsy Cooper
9. Ifonia Gelin
10. Louis Calli III
Mayor Sedgley thanked all applicants. Mayor and Councilmembers voted on the applicants that would ask to move forward in the interview process.
The votes were tallied as follows:
Sedgley: Baldini, DeNatale, Hart and Marcencia.
Luros: Cooper, DeNatale, Hart and Marcencia.
Narvaez:Cooper, DeNatale, Hart and Marcencia.
Painter: Baldini, DeNatale, Hart and Marcencia.
The following applicants moved to the interview process: Baldini, Cooper, DeNatale, Hart and Marcencia.
Mayor called for a break at 4:41 P.M. The meeting reconvened at 5:15 P.M.
Council Agreed on 20 minute timed interviews.
City Clerk Carranza randomly drew names to determine the order of the interviews, which were given in the following order:

Mayor and Councilmembers voted for two applicants for appointment to determine a clear majority.
Votes were tallied as follows:
Sedgley: DeNatale and Hart
Luros: DeNatale and Marcencia
Narvaez: DeNatale and Marcencia
Painter: DeNatale and Marcencia
Totals:
Baldini: 0
Cooper: 0
DeNatale: 4
Hart: 1
Marcencia: 3
It was noted that Christopher DeNatale had a majority vote.
A motion was made by Vice Mayor Luros, seconded by Councilmember Painter, to adopt Resolution R2025-003 appointing Christopher DeNatale to fill the vacancy on the City Council for Councilmember - District 1 for the unexpired term ending in 2026. The motion carried by the following vote:
Aye: 4 - Narvaez, Painter, Luros and Sedgley
Following the appointment Councilmembers provided comments thanking applicants.
The City Clerk delivered to new appointed Councilmember Christopher DeNatale his Oath of Office, which would be filed with the City Clerk.

5. COMMENTS BY COUNCIL OR CITY MANAGER: None.
6. ADJOURNMENT: 6:50 P.M.
The next regularly scheduled meeting for the City Council of the City of Napa is January 21, 2025.
