RESOLUTION R2025-XX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA (1) authorizing the city manager to EXECUTE PETITIONS AND BALLOTS grantING property owner approval for city owned property to renew the downtown napa property and business improvement district for a seven-year term, from january 1, 2026 through december 31, 2032; and (2) AUTHORIZING THE city manager to EXECUTE FUTURE PETITIONS AND BALLOTS grantING property owner approval for city owned property TO RENEW the downtown napa property and business improvement district in FUTURE YEARS WHEREAS, the owners of property in Downtown Napa propose to renew the Downtown Napa Property and Business Improvement District (Downtown Napa PBID) under the Property and Business Improvement District Law of 1994, which is codified as part 7 (beginning with section 36600) of division 18 in the Streets and Highways Code; and
WHEREAS, 25 properties within the proposed Downtown Napa PBID are owned by the City of Napa and identified by assessor’s parcel numbers:
003-134-003-000 003-137-004-000 003-137-008-000 003-164-017-000 003-166-011-000 003-167-020-000 003-172-009-000 003-195-001-000 003-198-002-000 003-198-003-000 003-198-004-000 003-198-021-000 003-198-022-000 003-199-013-000 003-199-014-000 003-205-001-000 003-211-006-000 003-212-001-000 003-214-013-000 003-231-003-000 003-231-005-000 003-231-006-000 006-132-001-000 006-132-002-000 006-132-006-000; and
WHEREAS, the City of Napa City Council has determined that the public interest will be served by having those properties participate in the proposed Downtown Napa PBID; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager, or his designee, to sign any documents necessary to grant property owner approval for the City-owned parcels identified in the recitals of the resolution, to renew the Downtown Napa PBID for seven years from January 1, 2026 to December 31, 2032, and any subsequent terms, in a manner substantially the same as the draft Management District Plan submitted to the City Council at the public meeting on April 1, 2025. The documents for which the City Manager or his designee is authorizing to sign on behalf of the City include:
A property owners’ petition to initiate proceedings to renew the Downtown Napa PBID.
A property owners’ assessment ballot (or ballots) indicating City approval of the assessment of City property, and that the City does not protest the renewal of the PBID.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 1st day of April, 2025, by the following vote:
