RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, (1) APPROVING AND AUTHORIZING THE PUBLIC WORKS DIRECTOR TO AWARD A CONSTRUCTION CONTRACT TO, AND EXECUTE A CONSTRUCTION CONTRACT WITH, AMERICAN ASPHALT REPAIR & RESURFACING COMPANY, INC. FOR STREET PREVENTIVE MAINTENANCE AND PREPARATION OF PUBLIC ART – SECOND STREET PROJECT IN THE BID AMOUNT OF $220,547.50; (2) AUTHORIZING THE PUBLIC WORKS DIRECTOR TO APPROVE CHANGE ORDERS UP TO $22,054.00 FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $242,601.50; AND (3) DETERMINING THAT THE ACTIONS AUTHORIZED BY THIS RESOLUTION ARE EXEMPT FROM CEQA WHEREAS, five (5) bids were received, opened, and read on April 1st, 2025, for the Street Preventive Maintenance – Second Street Project (ST24PW05) (“Project”); and WHEREAS, the lowest responsible bidder submitting a responsive bid was American Asphalt Repair and Resurfacing Co., for a total bid amount of $220,547.50; and WHEREAS, the total construction contract shall not exceed $242,601.50 which includes the original bid amount of $220,547.50 plus 10% contingency of $24,054.00); and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby determines that the actions authorized by this Resolution are exempt from CEQA pursuant to CEQA Guidelines Section 15301(c), which exempts the repair and minor alteration of existing streets, sidewalks, gutters, and similar facilities with negligible or no expansion of use.
The City Council hereby approves and authorizes the Public Works Director to award a construction contract to, and execute a construction contract with, the lowest responsible bidder submitting a responsive bid, American Asphalt Repair and Resurfacing Co., for Street Preventive Maintenance and Preparation of Public Art – Second Street project in the amount of $220,547.50.
The City Council hereby authorizes the Public Works Director to execute construction contract change orders in the amount up to $24,054.00 for a total construction contract not to exceed $242,601.50.
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 6th day of May 2025, by the following vote:
