What is your understanding of the role and responsibility of this board? This board serves as a vital link between residents and the City, ensuring transparency and accountability in the use of Measure G funds. While it is not an authorizing or decision- making body, its role is to provide transparency, offer feedback to city officials, and help ensure that funds are allocated in alignment with the measure’s intended purpose.
Additionally, board members play a key role in communicating with the public, helping residents understand how these funds are being used and why the tax measure was necessary. It's crucial that trust is built and maintained between the public and the City in the use of these funds, and that's where this board is intended to serve. Maintaining resident involvement in the oversight process is essential to ensuring a balanced and community- focused approach to spending decisions.
Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
As a member of the inaugural board, I am particularly excited about the opportunity to help shape its direction and establish a strong foundation for its mission. I am eager to engage with city staff and council members to better understand their priorities and how they envision using these funds to address the community’s needs. Through meaningful discussions and regular board meetings, I look forward to contributing to a strategic, long- term approach that maximizes the impact of this tax measure. Additionally, serving as a trusted liaison between the public and city officials is especially important to me, ensuring transparency, accountability, and community engagement in the decision-making process.
What activities of this board are least interesting to you? Since this board is newly forming, there aren’t yet established activities to evaluate.
However, based on the available materials, I anticipate that certain aspects of the annual audit and financial reporting may be the least engaging for me. While I fully recognize the importance of ensuring transparency and accountability in the use of public funds, some portions of the audit process—particularly those that involve repackaging existing financial data in a highly technical format—may be less engaging. That said, I remain committed to fulfilling all responsibilities of the board, as even the less dynamic aspects play a crucial role in maintaining public trust and sound fiscal management.
What programs or projects would you like to see improved or implemented? Napa is a fantastic place to live and visit, but there are always opportunities to enhance its offerings, particularly for new families. The recent investments in playgrounds and public spaces that foster family-friendly activities have been wonderful to see, and I hope Measure G funding will continue to support these efforts. Additionally, long-term investment in infrastructure that sustains both business and tourism is essential to Napa’s economic future, ensuring it remains a thriving destination for visitors and a strong hub for local businesses. Lastly, I’m excited about the potential of the Harvest Middle School property as a valuable city asset. Its redevelopment could serve a variety of community needs, from public gathering spaces to potential housing solutions, making it an important opportunity for thoughtful planning and investment.
Jonathan C Schellin
ATTACHMENT 1
How would you approach improving these project(s) or program(s)? I would continue what the City has already started doing with its partnerships with local organizations, NVUSD, nonprofits, and community members. Building a community that families can thrive in doesn't need to rest entirely on the local government, but the City can build financial partnerships, such as through grants or other financial incentives as a result of this additional funding source, that help support other organization's carry out their missions. Additionally, investing with a long term focus, especially on less splashy items, like improving road and infrastructure maintenance, doesn't grab headlines. But improved maintenance reduces the need for building new or replacing worn out assets. Investing now to reduce long term costs is what builds structure surpluses in budgets, that in turn allows for improved services down the line that can really make a difference.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No.

Additional Questions
What is your understanding of the role and responsibility of this board? I think the responsibility of this board is to make sure the 1% sales tax revenue is being spent on the projects approved by City Council. Reviewing the projects to make sure they are staying within budget. Also paying attention to what is working, and what isn't, to help City Council make more informed decisions. With this board keeping project expenses in check hopefully that will allow City Council to expand the amount and type of projects they are able to do for the community.

What is your understanding of the role and responsibility of this board? This is an oversight board and it's responsibility is to see that the funds the council spends out of the Measure G account are consistent with Measure G. It is a commitment to the community that there are extra eye's on this funding to be sure it is spent within the frame work of Measure G.
Have you ever attended a meeting of this board? If so, how many? No. It hasn't been formed yet
What duties of this board are most interesting to you?
Communicating with the public and focusing on the Measure G guidelines. Being sure that the Measure G funds are separate and can be tracked as separate. Seeing that reports on the committees work are designed to give information to the public in different formats, charts, spread sheets, etc. Design reports to be readable and understandable.
What activities of this board are least interesting to you? I am invested in seeing what the citizens voted for is what is being delivered. I see all the activities that help us do that as interesting.
What programs or projects would you like to see improved or implemented? Since this is a new committee I want to see that the Measure G funds are kept separate and trackable from the general fund. When the funds are spent it should be noted that the funding source is Measure G. I will be looking to see that the city is tracking VLF funds and what the status of them is and to be sure there are funds in the Measure G account to cover the loss of VLF when and if it happens.
How would you approach improving these project(s) or program(s)? When the committee gets together we need to agree on what materials we will need (data, reports, financials) to do our job. I would ask staff to present the committee with reports that oversight committees have done in different communities so we can provide direction on materials we would like included and style and formatting options Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No I am retired. I am currently a member of the Kiwanis Club of Napa and NEWS board. The measure G oversight board does not make decisions on how funds are spent so it should not be a conflict.

Community Service Experience:
As mentioned on my resume, I have consistently worked to be an advocate and asset to my community since moving here 10 years ago. I am someone with credibility and have productive relationships with many City and County leaders. I attended the fall class of Citizen's Academy when we first moved here as a way to learn about Napa and how it operates. Because I am keenly interested in the welfare and enhancement of the City, I have attended numerous Planning Commission and City Council meetings to listen, get educated on an issue, and at times voice both support and opposition on a range of issues.
Education:
B.S. Psychology, A.A. Mental Health Counseling, University of Southern Colorado (now Colorado State University Pueblo) Interior Design - Saddleback Community College Other relevant experience or expertise:
Property manager including Co-Owner of a property management company in Minnesota that specialized in newly constructed, upscale apartment buildings across the metro area.
Responsibilities included hiring, training, retaining and managing a sales staff. Realtor for a custom home builder (Minnesota). PTA Board member (at times as President) for 13 years, both in Minnesota and Southern California.

What is your understanding of the role and responsibility of this board? As part of a 5 member committee serving for two years, we would be responsible for auditing all transactions related to the revenue spent, making sure those revenues are only for City-wide projects, initiatives and operations. We would attend presentations regarding proposed projects and review financial reports as they arise. We would interface with the City Council on these issues and transactions.
Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
I am interested in all aspects of the board. I am excited to learn what new initiatives and projects would be proposed for the City, what the costs would be and making sure the funds are spent as they were intended.
What activities of this board are least interesting to you? As mentioned, I'm interested in all aspects of the board activities. They are all important in order to have a successful interface between the City and its Residents.
What programs or projects would you like to see improved or implemented? I would like more money spent on roadway and sidewalk repair. These funds could really help fast track the schedule already in place. I would like more clearly marked bicycle lanes, lighted pedestrian crosswalks and traffic calming utilized throughout the City. I am hoping the City is able to purchase the Harvest Middle School site to develop both housing and world-class community assets such as an aquatic center, and playing fields for various sports that would benefit all Napa residents.
How would you approach improving these project(s) or program(s)? Transparency with residents is key. I would invite as many interested parties as possible to give feedback via in-person and survey questionnaires. I would do ongoing outreach events for project and initiative updates and get feedback in order to involve the community as the process unfolds. Having a robust, multi-pronged approach to get buy-in and feedback from as many community groups and residents as possible would help make projects more transparent and hopefully more successful if residents are confident money is being spent wisely and responsibly.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No

Vineyard Owner
Moved to Napa in 2015 to a 1.7 acre property. Over the course of five years, hired Mike Nunez Vineyard Management and Lauren Pesch of Leeds & Pesch Vineyard Consulting to establish a half acre of organic, dry-farmed Cabernet Sauvignon. The vineyard is now managed by Graham Shelton who is both vineyardist and winemaker. Owning and operating this vineyard alongside past and present vineyard professionals has given me first-hand experience in what is necessary to produce an excellent crop for winemaking.
Professional Experience
Community Leader 2016 – Present
Key Organizer/Leader of a grass roots organization called Stop Napa Oaks. The mission of our group was to oppose a proposal by a developer to build 50+ homes on the Southwest Hills of Napa. We succeeded in that the land is currently zoned “Greenbelt” in the updated Napa General Plan.
Political Volunteer 2016 - Present
Mayor of Napa, Scott Sedgley, Beth Painter, District 2 City Council and currently for Suzanne Truchard, who is running for District 1 County Board of Supervisors.
Personal Stylist & Sales 2009 – 2015
cabi is a women’s direct-to-consumer outer wear brand that originated in Los Angeles in 2001. cabi operates in all 50 states, as well as the U.K. and Canada. As an Independent cabi Personal Stylist, developed my own clientele. I also recruited and managed a sales team providing training, coaching and goal setting. Together with a team, realized $200k in annual sales.
Additional Experience
Co-owned a property management company that specialized in newly constructed, upscale apartment buildings. Duties included hiring, training and managing a sales staff.
Education
B.S. Psychology, A.A. Mental Health Counseling, University of Southern Colorado Certificate of Interior Design, Saddleback Community College Graduate, Fall Class of Napa’s Citizen’s Academy 2016

Other relevant experience or expertise:
Working with city staff and community representatives on Napa's BPAC has been a phenomenal experience. The Commission has provided input on new city streets, crossings, signals and bike lanes. We're working to move the city's biking status from bronze to silver by implementing safety improvements around the city including separated bike lanes as the city improves road conditions. We have worked to implement safer crossings for pedestrians and added HAWK (High-Intensity Activated cross Walk) signals near schools. I chair the Maintenance Committee for the Napa Valley Vine Trail working with engineering staff for county and valley communities; I am an avid cyclist and concerned about cycling safety on city streets and improving bike lanes. I have cycled all around the SF Bay Area and been on cycling trips throughout Europe.. I have hosted cycling events in Napa for cycling guests. I was a former Deputy Director of Public Works in Modesto and I have often presented projects to the EPA, state officials, city councils, planning commissions, and public works departments.

Question applies to Measure G Citizen Oversight Committee • If you’re applying as a member who demonstrates professional experience in municipal operations or capital project delivery, please describe your experience below.
I was an elected Director for the Union Sanitary District in Fremont, CA, for 22 years, serving as Chairperson for several terms. We had 120 employees and a capital plan of over $150 million/year. I was a full-time Deputy Public Works Director for the City of Modesto, CA, responsible for 2 wastewater treatment plants, pump stations, sewers and storm drains, 140 employees, and a construction plan of $240 million. I worked directly with the Public Works Director, City Manager and City Council. I am on the City of Napa Bicycle and Pedestrian Advisory Commission. I am a Registered Professional Civil Engineer in CA with over 30 years experience. If I don't qualify as your municipal operations committee member, I would be interested in one of the other seats.
Additional Questions
What is your understanding of the role and responsibility of this board? The voters in Napa approved a sales tax to improve infrastructure including city streets and parks. Funds may also be used to assist affordable housing and public safety. Residents trust the City of Napa to carryout the conditions of their vote. As a member of the Citizen Oversight Committee I will see that their trust is documented and visible. I have both municipal and industrial experience in managing large capital projects and overseeing professional audits for funded projects.
Have you ever attended a meeting of this board? If so, how many? No, this board is just being created
What duties of this board are most interesting to you?
I am interested in safeguarding the trust that the City of Napa and its voters expect from the Oversight Committee. I believe that public workshops in affected neighborhoods will encourage support for the community of projects that are being forecast. Designs may be offered to city officials with a semblance of outcomes. I have a history of comprehending the overstatements and making relevant inquiries of the presenter. As a member of the city's BPAC, I have worked closely with city staff to provide suggestions on planning and street improvements.
What activities of this board are least interesting to you? The Citizens Oversight Committee must be reliable from the very beginning. Board members must be true to the expectations of the voters. I don't believe this board should be seen as a political stepping-stone. I have no political ambitions.
What programs or projects would you like to see improved or implemented? At the top of the list for enactment are improvements in city infrastructure, such as paving, curbs and gutters. I also see the need for additional recreational facilities in city parks, maybe add some "park-lets" in commercial areas. Traffic safety improvements can help alleviate the snarl of traffic entering and exiting the city, especially during rush hours. I would like to improve bicycle corridors as an alternative to vehicle trips for school, work and shopping.
Daniel I Wilkowsky
ATTACHMENT 1
How would you approach improving these project(s) or program(s)? I'm an engineer so I am accustomed to reviewing data. I will look at the details of project proposals and cost estimates. I will listen to other board members and seek a consensus in moving forward. I will assist city staff to prepare for public workshops and newsletters.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? I am currently on the city's BPAC. I would resign from that commission to prevent any conflicts between the commission and the new Oversight Committee.

Question applies to Measure G Citizen Oversight Committee • If you’re applying as a member who demonstrates professional experience in municipal operations or capital project delivery, please describe your experience below.
See my answer to the question above regarding accounting and finance responsibilities in public agencies. In my roles as Business Operations Manager, Deputy City Manager, and Assistant City Manager, I oversaw municipal operations and capital project delivery.
Municipal operations included parks and recreation programs, refuse, fleet and gas programs, health, fire and police services. I was also responsible for oversight of performance management programs including tracking capital projects, contracting of services, and the procurement process.
Additional Questions
What is your understanding of the role and responsibility of this board? The Measure G Oversight Committee's role is to ensure funds generated by the new sales tax measure ($22 million annually) are spent on projects and initiatives intended by the Napa voters when they approved the measure in November 2024. The committee will provide accountability for the expenditure of these funds and transparent information to the residents of Napa.
Have you ever attended a meeting of this board? If so, how many? This is a new Committee so I have not attended a meeting; I have attended City Council meetings and Civil Service Commission meetings.
What duties of this board are most interesting to you?
As a former city administrator, I understand the importance of transparency. I was supportive of Measure G prior to it's passage, but encountered many residents who were skeptical as to how the money would be spent. I shared that there would be an oversight committee to ensure the funds would be spent as intended and in line with the community's priorities. Serving on this committee is important to me in showing my neighbors that their support of this measure has appropriate oversight.
What activities of this board are least interesting to you? None.
What programs or projects would you like to see improved or implemented? I look forward to reviewing planned capital projects intended to improve our City's infrastructure and seeing them implemented in the coming years. Our facilities are outdated and falling apart; our streets are in dire need of repair and replacement; and we need to ensure our community is resilient as we face the impacts of climate change.
Suzanne R Mason

How would you approach improving these project(s) or program(s)? By serving on the Measure G Oversight Committee, I hope to support staff and provide input for consideration as the City Council makes decisions about investing these new funds in years to come to ensure the projects are consistent with the Community's priorities and the intent of the tax measure.
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No.

Question applies to Measure G Citizen Oversight Committee If you’re applying as a member who demonstrates professional experience in accounting or finance, preferably for public agencies, please describe your experience below
I am a certified public accountant in the District of Columbia, and have a range of experience in public and corporate accounting. While a member of the audit practice with KPMG LLP, I had extensive experience auditing the financials and internal controls of federal agencies, as well as audits of publicly traded companies. Following my time with KPMG, I held a variety of roles with experience in technical accounting, financial analysis, contract analysis, and general accounting responsibilities as well as preparing and filing sales tax returns. I still take continuing professional education to maintain my active CPA license and would be happy to focus this on whatever standards or regulations may be relevant for the work of the Committee.

What is your understanding of the role and responsibility of this board? The responsibility of this board is to provide oversight of the use of funds raised by the recently passed sales tax increase, Measure G. Although Measure G revenue goes to the general fund rather than being earmarked for a set purpose, it will review reports from the city on the plans and results from the incremental investment in our community made possible by Measure G.
Have you ever attended a meeting of this board? If so, how many? No
What duties of this board are most interesting to you?
Reviewing the proposed and actual uses of the funds raised by Measure G, and developing a deeper understanding of how the city views and priorities the needs of our community. I enjoy living in a world with roads, fire departments, libraries, universities, parks, etc. All of these take resources and taxes are the process by which we as a community decide how to raise those resources to fill those needs. We live in a wonderful city and I would like to make sure that we can maintain public confidence in our tax system so we can ensure the resources we need to keep Napa a vibrant place to live for future generations.
What activities of this board are least interesting to you? Not really sure, this seems like a pretty interesting exercise! However, whenever dealing with tax issues and the public, my experience in public service (legislative staff for Congressman Mike Thompson) is that sometimes tempers can run a little hot. In my professional life, I strive to always be a calming presence in such situations, to help people feel heard, communicate common ground, and try to focus everyone on moving forward.
What programs or projects would you like to see improved or implemented? I don't have a particular programs in mind, the nature of this particular increase is to support the general fund. I'm curious to see how the city approaches prioritizing identified needs, both for new programs and expanding funding for existing programs.
How would you approach improving these project(s) or program(s)? It's always important to establish the goal or vision at the start to frame an understanding of the issue, and to be able to define the problem we're addressing as the gap between where we are now and where we'd like to be. After that, I would want to understand what is stopping us from achieving these goals now, and how does the project or program address those blockers? At that point, we can then zoom out a bit and evaluate whether the resources required would be a good use relative to other opportunities available. Can we achieve a material improvement with the resources we have or would we need more? What time horizon are we committing to? Is it a one and done expense, does it require significant ongoing support or somewhere in the middle? Then, after running the program for a while, was our understanding correct? Did the program actual remove those blockers? If it did and the gap didn't close, what did we miss? Is there a way to address that problem within our current scope? What can we do differently to achieve a different result? Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? I work in the wine industry, but we have no business operations within the city limits. We have vineyard land near, but not within, the city limits (Oak Knoll near the Laird Estates). I am unaware of any conflict of interests or business pending before the city, and my role within the company would not involve such dealings.
