RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, (1) AUTHORIZING THE PUBLIC WORKS DIRECTOR TO EXECUTE ON BEHALF OF THE CITY A REIMBURSEMENT AGREEMENT WITH NAPA COUNTY IN AN AMOUNT OF UP TO $210,000 TO REIMBURSE THE COUNTY FOR A PORTION OF THE DESIGN COST TO DEVELOP PLANS AND SPECIFICATIONS FOR THE PUEBLO AREA PAVING PROJECT IN THE CITY OF NAPA; AND (2) DETERMINING THAT THE ACTIONS AUTHORIZED BY THIS RESOLUTION ARE EXEMPT FROM CEQA WHEREAS, the Napa Sanitation District is planning a sanitary sewer rehabilitation project in the West Pueblo neighborhood which includes improvements located in both the City of Napa and Napa County jurisdictions; and WHEREAS, the Napa Sanitation District is willing to include roadway paving and associated infrastructure improvements with funding contributions from Napa County and the City of Napa; and WHEREAS, the collaborative project will reduce cost and disruptions for the community; and WHEREAS, Napa County will take the lead for design of the roadway paving design work; and WHEREAS, a reimbursement agreement between the City of Napa and Napa County obligates the City of Napa to pay a proportional cost of the Pueblo Area Paving Project design work for street improvements within the City limits in the amount of up to $210,000; and WHEREAS, on June 17, 2025, City Council approved appropriations of $500,000 for the Pueblo Area Paving Project with the adoption of the FY2025/26 budget effective July 1, 2025; and WHEREAS, the Pueblo Area Paving Project will comply with the requirements under the California Environmental Quality Act (California Code Sections 21000 et seq.; as implemented through California Regulations Title 14, Chapter 3, Sections 15000 et seq.); and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby authorizes the Public Works Director to execute on behalf of the City a Reimbursement Agreement with Napa County in the amount of up to $210,000 for the Pueblo Area Paving Project.
3. This Resolution shall take effect immediately upon its adoption.
