ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER OR PUBLIC WORKS DIRECTOR TO EXECUTE CONTRACTS AND AGREEMENTS ON BEHALF OF THE CITY FOR THE PURCHASE OF VEHICLES AND EQUIPMENT BASED ON THE DESCRIPTIONS AND DOLLAR AMOUNTS IDENTIFIED ON THE FLEET REPLACEMENT SCHEDULE (APPENDIX H) of the Fiscal Years 2025/26 & 2026/27 Budget in the total amount of $4,167,500 in FY 2025/26 and $3,480,000 in FY 2026/27 WHEREAS, the City Council approved the City of Napa Fiscal Years 2025/26 & 2026/27 Operating & Capital Budget on June 17, 2025; and WHEREAS, this approved budget includes the Fiscal Years 2025/26 & 2026/27 Fleet Replacement Schedule as Appendix H; and WHEREAS, in recent years equipment and vehicle procurement has been impacted by limited availability, high demand, and external economic factors; and WHEREAS, delays during the purchasing process for fleet vehicles and equipment can result in increased costs and missed availability of inventory; and WHEREAS, delegation of authority will eliminate weeks of processing time that is required for City Council approval of individual units; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby authorizes the City Manager or Public Works Director to procure in accordance with NMC Chapter 2.91 and execute contracts on behalf of the City for the purchases of vehicles and equipment identified in Appendix H Fleet Replacements and Purchases of the City of Napa Operating and Capital Budget for Fiscal Years 2025/26 and 2026/27 (attached as Exhibit A) in an amount not to exceed that shown in the “Estimated Cost” column for each unit.
This resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 24th day of June 2025, by the following vote:
