,
Please see the attached letter I am submitting in connection with the Planning Commission hearing on the 3VG plan for the former Kohl’s site on Thursday.
Thank you for your work Ricky.
That report and all the related documents
were a beast.
This project is very important for our community
.
I would love to see this project over the goal line of fully permitted and ready to build ASAP.
It is clear to me that 3VG has the capital to build as
soon as they are able, unlike the many pre

our downtown.

I view the application and pending public hearings as significant steps forward.
I have met with the 3VG principals. They are focused on moving expeditiously, and have the local capital already secured to complete the project
–
meanwhile many of our pre
-
entitled hospitality projects in Downtown
Napa remain sitting dormant.
In simple terms, having this transformational project come out of the ground depends on the City of Napa doing what it needs to do quickly to green light the entitlement, design and building permits for the project.
As a community, we have known for a long time that the tired building formerly housing a Kohl’s store (and being razed for a new mixed
-
use hotel/housing/retail development) and the poorly executed 1980s era public plaza on 1st Street would be replaced by a
dynamic additional hotel and downtown living space in an adjacent multi
-
family building.
Rebuilding this block is just like a renovation in your own home. You will have some demo and construction messiness before the vision of what you are building is realized.
I believe the 3VG principals have been responsive to the Downtown Association affiliated retailers and restaurants to figure out how to make the renovation period as smooth as possible.
Sincerely,
Joe Fische

Equally important is the construction of the Pearl Street parking garage. As downtown continues to grow, additional parking is essential to accommodate both visitors and workers.
As a business owner operating in the heart of downtown for over 12 years, I fully endorse both initiatives and believe they are vital to the continued success and vibrancy of our city center.

Ristorante Allegria Patio Area
[EXTERNAL]
Dear City of Napa Planning Department,
I’m reaching out with deep concern on behalf of Ristorante Allegria , a small business that has proudly been part of the Napa community for 23 years. Over the years, we’ve supported countless nonprofit efforts from fire relief to local organizations like t
he
often quietly, schools without seeking recognition.
We’ve always believed in doing our part for the community we love.
Communication hasn’t been the best between us, City and the developer with the details till recently where we had to reach out. I believe after our recent meetings with both city and developer we will have better communication. We want to work both with ci
ty
and developer to make this easy for everyone and
minimize the damage to our business.
We are a small business employing over 60 people. If we lose our patio, it will drastically affect our operations and force us to let go of a significant number of our staff. In addition, this decision impacts key aspects of our business something needs to
be done where we can keep our patio area.
-
We have a side door facing the plaza that we rely on for all deliveries.
-
We also have an emergency exit door from the patio that is critical for fire safety and guest security.
These doors are not just functional
they are essential. Blocking or losing access to them could create code violations under fire and safety regulations.
We respectfully ask the napa City to consider the following:
•
We request to keep our patio in place. Based on our understanding, the hotel next door will not be using that area, so we do not see a reason to dismantle it. The bricks can still be replaced without removing the structure.
•
We are open to temporarily closing the patio during the off season to allow construction work.
•
The patio accounts for approximately 40% of our business during peak season. It is also a key space for private events, many of which are booked months and sometimes even a year in advance. Not being able to offer outdoor seating guest will choose
other restaurants to dine.
•
We recently invested significantly in improvements to the patio area, as required by the City, and removing it now would result in a substantial loss.
•
Ideally, we would like the opportunity to purchase the patio area.
•
If the work must be done we ask that any work affecting our patio be scheduled at the end of the project. This would help us retain employees and minimize the negative impact on our business. We are willing to work with developer.
We feel strongly that small businesses like ours
which have supported this community in so many
ways
should not be sidelined when major decisions are made that directly threaten our livelihood.

As our local hotel occupancies continue to drop

This sp

I
acknowledge the idea of the developers
making a
significant payment
to help m
ove the

forward.
On the face of it, the payment sounds
pretty reasonable. Ultimately, it would be $2,037,000 plus 198,000 s.f. of residential x $2.00/s.f. = $2,433,000. Plus
,
they are going to provide development consulting services, which add
value.
Y
et,
t
he
above isn’t
much
different than what they would be paying as an ‘in lieu” fee to the City. If it were fully
calculated as
a
161 room hotel and
a
78 room hotel, it would probably be higher. Deep in the documents, the residential
units are
noted as being serviced by the hotel. As such,
the residen

really work
overall as
a hotel
with room service, etc
, being done by hot
e
l staff.
The good news is that the funds are going directly to an approved project. My hope, though, is that money is enough to get the housing built combined with other needed funds. If all those funds do is
languish, we
haven’t gotten anywhere. Same with the First and Soscol Hotel. All they had to do is pay the in

2 with the hope that one day in that mythical future, the Silverado Trail housing project (for which they had limited involvement) will actually be built.
As you might remember, the City had a 2018 study that included employment generated by new hotels.
That BAE study showed that approximately half of hotel employees qualified for affordable housing at or below 80% of AMI.
As an exercise
, I made the following estimate of what a married couple might make at the hotel using the hourly rates in the
St

R
eport:
Presume husband (engineer

) plus wife (front office
-

) = Annual income of $96,000.
Per the City’s 2025 Annual Income Limits, for a family of four they would be at approximately 65% of AMI. Using the
City
’
s
“Affordable Rents” document, they could
affor
d
to
pay approximately
$2,500
per
month for a three bedroom apartment or about $2,200 / month for a two bedroom apartment. Unless they somehow were able to get into an existing affordable complex, good luck finding a place to live in Napa at those rates.
As
optimistic as the Staff

being realistic about
employment housing and
where
these

I understand th

Public Access Easement tradeoff:
I question the way in which the 0.18

being offset.
T

public is losing a truly p

the 0.18 acres is
being shown as the walkway area between the hotel building and the residence building with retail uses on the ground floor. T

that
they

I

I
sug

be added to the Brown Street corridor
for true

Speaking of Brown Street,
I
am all in favor of
the full redesign they suggest including an inte

As noted earlier, however,
please include the public in design

Support for First Street Napa project
[EXTERNAL]
Planning Commissioners Myers, Shotwell, Owen, Massaro and Ebach –
I am wri ng this email to you this morning to express my support for the First Street Napa (Kohl’s) project.
I’ve been
tracking this project for many years and am excited to see that it may poten ally move forward.
In these uncertain
economic mes, we
are very fortunate to be in a region where forward
-
thinking, though ul development is being
proposed, with financial backers to make these projects a reality.
These types of projects help our local economy, from
the jobs they create during construc on
but also post project comple on by way of addi onal hospitality jobs, development fees and beau fica on and revitaliza on of red areas and buildings.
I currently have no affilia on with this project from a professional standpoint but feel this is a key project for Napa.
We
need to move these types of projects expedi ously through the en tlement process.
Por ons of downtown Napa are
aging but recen
t development is helping create a more vibrant City hub.
This project is an important cog in the wheel
that is downtown.
We are fortunate that Napa, it’s current and past leaders, and City staff have implemented standards and historic guidelines to allow
these types of projects to follow and move expedi ously through the en tlement process.
I know many promises have been made previously by projects that once they are en tled that they will hopefully move forward and then stalling out due to lack of funding.
In my talks with the development team this project appears poised and ready to break
ground and provide a project that posi vely impacts locals and tourists.
I would urge the
Commission to swi ly approve the Development Agreement in front of you today to allow this important project to con nue on its track.
I look forward to seeing t
he design progress, especially the Dwight Murray Plaza area and I know this Planning Commission will have a steady hand in ensuring the design is one Napa and its visitors will be able to use and appreciate.
Sincerely,
Jeremy Sill, P.E.

I believe this project represents a
meaningful investment in the continued revitalization and economic health of our downtown area
. The
proposed development aligns with the city’s vision for a vibrant, walkable, and economically diverse downtown
.
The redevelopment will generate new business opportunities, increase foot traffic, and contribute to the long
-
term
success
of local shops, restaurants, and
services. The
project promotes high
-
quality, mixed
-
use
development that enhances the
downtowns
architectural character and
acknowledges
Napa’s past
.
I appreciate the opportunity to provide input and request that my comments be made part of the public record for this item.
Sincerely,

First Street Napa Hotel Project
[EXTERNAL]
I
am writing to express my strong support for the proposed hotel project at First Street Napa and to respectfully urge the Commission to move forward with this process as expediently as possible.
The development team has made clear their commitment to creating a property that is not only architecturally and culturally in tune with our downtown, but one that aspires to feel like it has always belonged here. This is a rare opportunity to bring a gene rational asset to Napa
—
one that can support
our local economy, attract quality visitors, and further energize our downtown core for
years to
come.
Give this proposal the thorough, responsible consideration it requires —
but let’s also move with
purpose and urgency to bring it to life.
We have seen the challenges of stalled projects before. Let’s not
risk
another key downtown site becoming a long
-
term
crater or a drain on the success of existing
businesses.
This project deserves momentum, and our city deserves progress.
Thank you for your dedication to Napa’s future.

Dear Planning Commission,
I am the owner of Napa Cigars on First Street, across
the street from the proposed project site. I am
writing to ask you to approve this project with a sense of
urgency so they can stay on schedule and
open by late summer 2027.
First Street Napa hotels and condos will benefit all local businesses with more bodies downtown year round. It will also enhance and beautify the pedestrian experience and will connect businesses north of First Street to the rest of downtown. It is a beaut
iful
project that Napans can be proud of for
generations.
I recommend that move to approve this project tonight. Thank you for your time.
Sincerely,
Eric Smaldino
