Dear Napa City Council Members,
My name is Sophie Wassef and I am a senior at Justin-Siena High School. For the past two years, I have been a leader of an incredible climate organization, Napa Schools for Climate Action. Our motto is “No School Should be a Silent Witness to Climate Injustice,” and we take that message seriously with every project we initiate. Similarly, I ask you to take the issue of climate pollution – which continues to increase global warming, setting into motion devastating feedback loops that are accelerating the change – with a sense of urgency, seriousness, and dedication.

The World Meteorological Organization has officially confirmed 2024 to be the warmest year on record, with it being 1.55 degrees Celsius above pre-industrial levels. It is now critical more than ever before that we, as a community, shift our dependence on fossil fuels to clean energy. Our group champions this as a part of our Fossil-Free Future Project, which has the goal of reaching net-zero greenhouse gas emissions by or before the year 2030.

Napa's General Plan explicitly commits to achieving this goal, stating:

CCS 1-1 Implement immediate and sustained actions
in support of achieving net zero climate
pollutants from public and private operations
within the City by 2030.

Thus, in accordance with the City of Napa's General Plan, the RCAAP should clearly state the 2030 net zero goal and provide a roadmap to achieve it.

A first step in this transition away from the dirty energy system is implementing a city-wide prohibition on the building of new gas stations, and the expansion of existing ones. The RCAAP includes the ban as one of its action items. We call on the City of Napa to issue an unambiguous ban on new and expanded gas stations. Below is a list of recent local bans - including staff reports and media reports - in every city and town in the county - Calistoga, American Canyon, Napa, Yountville, and St. Helena.
· Calistoga 12/21/21- ordinance
· City of Calistoga approves gas station ban
· American Canyon 1/18/22 - ordinance (moratorium in March 2021) · American Canyon wrapping up ban on new gas stations · This town is the first in America to ban new gas stations – tide turning? · No-new-gas-station activists accelerate efforts in Napa, Sonoma counties · Napa 4/18/23 – staff report - urgency ordinance ban on new gas stations · Napa City Council moves forward with interim zoning, temporary ban on new gas stations
· Yountville 8/8/23 – ZDRB staff report and draft ordinance · Yountville 9/19/23 – Town Council staff report and ordinance · Yountville could be next to ban new gas stations · Yountville council approves ban on new gas stations · St. Helena 11/28/23 – Staff Report and resolution recommending initiation of Zoning Code amendment to ban new gas stations
· St. Helena set to ban new gas stations
Thus, as recommended in the RCAAP, new and expanded gas stations should be prohibited throughout the City of Napa.

My team and I would like to thank all of you for your efforts in raising awareness about the climate emergency and promoting the emergency-level action needed in response. We hope you take our message seriously. Your brave climate leadership is what will secure a safe future for all of Napa’s inhabitants.

Thank you so much,
Sophie Wassef (she/her/hers)
