Community Service Experience:

Volunteer Firefighter/EMT, 2009-2011, Napa County Fire Department DCL 16 Current member of the Napa Valley Transportation Authority Citizens Advisory Committee Education:

AA, Napa Valley College, 2005 BAs, UCLA, 2008 MBA, UC Davis, 2018 Other relevant experience or expertise:

For the past eight years, my career has been creating commercial and industrial renewable energy projects - ground mounts, rooftops, solar canopies, and batteries, in the public and private sector. My most local project has been at Sutter Home Winery, in St. Helena. Key elements include creating a project specific business case, finding funds and financing methods, and providing thorough diligence to ensure project success - both economically and environmentally.

I have provided expert witness services to the CA DOT for commercial renewable energy litigation and have spoken in front of the CA PUC regarding CA renewable energy policy.

Additional Questions
What is your understanding of the role and responsibility of this board? Public Financing Authority is the governing body that oversees and implements the infrastructure financing plan for the Napa Enhanced Infrastructure Financing District. It is responsible for managing the EIFD and making key decisions about the projects and financing. The Napa EIFD encompasses approximately 837 acres of land, accounting for approximately 7.2% of land within the city, including much of Downtown and the Oxbow neighborhood, the Jefferson Street Corridor, the Napa Pipe area, and multiple river-adjacent and development opportunity site areas. The critical role of the PFA is to oversee public funding for, specifically, infrastructure and affordable housing within the EFID and for the ultimate benefit of city residents. As income streams are still being established, no specific projects are under consideration.

Have you ever attended a meeting of this board?
If so, how many?
No.

What duties of this board are most interesting to you?
The EIFD is still in it's early phases of generating & collecting revenue, funding future projects. Being a part of this funding oversight process, the policy angels, and ensuring sustainable practices (both fiscal and environmental) is very appealing. I enjoy financially engineering capital projects, creating ways to deploy infrastructure benefiting generations to come.

What activities of this board are least interesting to you? N/A

What programs or projects would you like to see improved or implemented? I would like to see affordable housing, such that those working within our community do not need to commute 30+ minutes each way. I would like projects to have positive benefit for all Napa residents, be it economic or simply quality of life. I would like economic diversity within Downtown and the Oxbow Neighborhood, such that high paying local jobs are available to local residents. I want to ensure that the Napa Pipe development project creates benefit for those already living in the city, not just for those who would move to the area. I want Napa to be even more bike friendly, a place where residents can leave their cars behind and walk/ride safely where they need to go.

How would you approach improving these project(s) or program(s)? One area of concern is the notion of borrowing against future EIFD revenues. I would want to ensure any borrowing is conservative, such that project outlived the borrowing period and repayment revenues were well understood.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No
