Just for your info ------ the night time disturbances that are becoming evermore routine around the area of our home are continuing unabated. Your good law-abiding residents, of all ethnicities, deserve some occasional peace and quiet. The area of Hickory and Aspen is now the homeport of our troublemakers. Most people here are either afraid to report it, or like myself, know it is futile dialing the NPD non-emergency line or attempting to play the Napa Service Center computer game. I felt compelled to express these thoughts in writing this morning, since I'd be unable to express myself calmly directly in front of you this afternoon.
Have a great meeting and a most peaceful evening in your homes.
Jim McNamara
Leigh Ann Harmon City Council Speech October 21, 2025
In April of 2023 and again last month, the Moose Lodge at 3275 Browns Valley Road were notified in writing that there are no records with the City of Napa authorizing their RS7 Single Family Residential parcels to be operated as a club or lodge or for the outdoor use of sound amplification or loudspeakers From 2021 until their first notification, they held live outdoor band concerts and many loudspeaker and amplification events. Many of their events started on Thursday afternoons with subsequent events through Sunday afternoon.
Two weeks after recently receiving their second notification they hosted yet another event, at least the 4
th in 2025, including live outdoor amplified music,
advertised to the public with alcoholic beverages.
City of Napa code 17.08.020, clubs & lodges are a conditional use that requires a “Use Permit” which they do not have.
Code 8.08.010 states it is unlawful for any person as part of a commercial use to operate a loudspeaker or amplification system that can be heard outside any building unless a “Use Permit” has been obtained.
The Moose Lodge were also notified last month, “that the City is aware of substantial grading & use since September of 2024 of an access road, on a continuing landslide location, which to date has no permits, or improvement plans have been issued reestablishing a safe vehicular path to their property.
As such the Moos Lodge shall cease utilizing the access path, which they continue to use daily.
The solutions already exist; Code 17.52.320 uses that do not conform to the regulations of the zoning district (RS7), which they are located in, while controlling, reducing, or eliminating conflicts arising from the presence of non-conforming uses and proving for the gradual elimination of the incompatible or nuisance uses.
Simple solution is to enact code 17.52.320, the Moose Lodge sells their two Single Family Residentially zoned parcels to a housing developer for an obscene amount of money and purchase land in the county that legally conforms to their activities.
