ATTACHMENT 1
What is your understanding of the role and responsibility of this board? Parks, Recreation, and Trees: It is an advisory role to the City Council regarding matters affecting parks, public and private lands, recreation and cultural activities, and also the city's urban tree canopy, protected trees, and other city programs. I believe it's a role that should look at the city holistically and analytically at current practices. Planning Commission: This is also an advisory role to the City Council regarding amendments to the General Plan and Zoning ordinances. It also is a decision-making body for CUPs and design review permits.

Have you ever attended a meeting of this board? If so, how many? No, but I have been to other towns' Planning Commission meetings What duties of this board are most interesting to you?
Parks, Recreation, and Trees: I'm passionate about the enrichment of public space, through an improved park system, urban tree canopy, and biodiversity. I would hope that this role has the opportunity to steer the city towards decisions that enhance people's lives through ecologically minded practices, building a more beautiful city, and providing equitable opportunities to safe public spaces. I'm also interested to learn more about how these decisions are made and the challenges that face our city in order to help overcome them in the future. Planning Commission: I'm invested in Napa and would like to be a part of steering it towards a more equitable, beautiful, and ecologically rich future. I'm interested in learning more about Napa's growth, the challenges it faces, and getting more involved in Napa's future.

What activities of this board are least interesting to you? N/A
What programs or projects would you like to see improved or implemented? Parks, Recreation, and Trees: I'd like to better understand the urban tree plantings and overall maintenance practices. I'd like to understand some of the drivers that affect decisions about urban trees. I think we could use better street trees in some areas and a city-wide tree plan. If one is already established, I think it could use some updating. I'd also like to see better access to parks, more park activities and better public outreach. I'd love to see a city- wide Park Master Plan with a range of programmatic and ecologically driven design.

Planning: I value much of the work that's helped transform Napa over the recent decades. I'd like to see more opportunities to enhance the identity of the city. This can be done with more attention to aesthetic cohesion, urban beautification via street trees, public space, and ecological design, access to the river, and creating more moments for historical and cultural appreciation.

How would you approach improving these project(s) or program(s)? I would bring a collaborative approach to understand current practices, attend park / public events, and get feedback from residents. I'd bring a sharp, analytical eye to all projects from my 10 years of experience as a design professional.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? Parks: No. Planning: I work for a landscape architecture office in Napa, but we have not done any public work in the City of Napa. I could see that there may be a small number of times where I'm reviewing plans from people I know in the industry.

Additional Questions
What is your understanding of the role and responsibility of this board? To serve the citizens of the City of Napa by providing planning guidance, critical feedback, commenting from time to time on issues and policies related to planning, land use regulation and community development. To review and vote on projects and their merits per their conformance with CEQA, the General Plan, zoning, and other development conditions of approval. To do the "heavy lifting" at times for the Council. Attending meetings with an objective point of view. Meeting with applicants to gain knowledge of their projects prior to meetings (when invited).

Have you ever attended a meeting of this board? If so, how many? Yes. More than the average bear.

Beverly Shotwell
ATTACHMENT 1
What duties of this board are most interesting to you?
The opportunity to work with staff, my fellow planning commissioners, property owners, developers and citizens of Napa. The opportunity to be connected to the community of Napa and to be part of the improvement and ongoing development of our city. I enjoy site visits with applicants and with staff. Reading EIR's and studying our General Plan and Housing Element is essential in being prepared for many of the items that come before the commission, and I take pride in being as prepared as possible prior to the meetings. I enjoy listening to my fellow commissioners on their points of view and I truly enjoy hearing from the public (and special interest groups) when they show up for meetings, or send in their letters prior to the meetings. It always astonishes me that more people within our community don't participate in the many hearings that make such an impact to our city (and county).

What activities of this board are least interesting to you? Cancelled meetings. Even without having official "agenda items" I believe that it would be beneficial to meet with staff and my fellow commissioners to discuss past projects and their status as well as recent developments in the city. Understanding that the City of Napa may not have the funds in the budget for extracurricular meetings.

What programs or projects would you like to see improved or implemented? Energy Efficiency seminars or workshops would be helpful to our commission to gain a better understanding of the "climate crisis" and our role as Planning Commissioners in analyzing projects. Programs or case studies on multi-modal options that might work in our city to be considered for future development. We have a railway and a river at our fingertips! Let's get creative.

How would you approach improving these project(s) or program(s)? Outreach to staff and the City Manager to see if we have funds in the budget for seminars and workshops based on the role of a Planning Commissioner.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No.

BEVERLY WILES SHOTWELL
Proud Resident, City of Napa

02 December 2025
City of Napa
955 School Street, Napa, CA 94559

Dear Mayor Sedgley and Esteemed Members of the City Council, I am writing to respectfully request reappointment to the Planning Commission.

Having served on the Commission for the past four years, I would be honored to continue contributing to the thoughtful development and long-term planning of our community.

During my tenure, I have worked diligently to evaluate projects with fairness, consistency, and attention to both regulatory requirements and community impact. I take seriously the responsibility of reviewing each project through the lens of our General Plan, Zoning Standards, and the long-term needs of our community. I have maintained a strong commitment to preparation, participation, and consistency- having only missed one meeting in four years.

It has been especially meaningful to be part of the General Plan update and the early stages of our Zoning Ordinance update. These foundational efforts will guide our city’s growth for years to come. I am very eager to be involved in the development of the former Harvest Middle School site that the City of Napa has recently acquired. That particular area of Napa is on the cusp of a true renaissance.

In the last four years, I have participated in the review and approval of several notable projects, including, HHS Housing Development, Vintage Farm Subdivision, Edenbridge Subdivision on Browns Valley Road, Harvest Village II, Le Petit Elephant Day Care, First Street Napa Phase II, and the Oxbow Hotel. Each of these projects required careful consideration of land-use compatibility, community benefit, design, and long- term planning objectives-responsibilities I approach with diligence and fairness. I pride myself on site visits with the applicants, and communication with staff in advance of the meetings.

As we continue navigating issues such as housing needs, sustainable development and economic growth, I am committed to supporting thoughtful, balanced decisions that reflect our shared values and goals.

I recognize that the role of a planning commissioner has evolved significantly. State Senate and Assembly bills have greatly impacted local land-use authority, requiring commissioners to stay informed and adapt quickly. I take pride in keeping up with these changes and understanding how the new laws shape our ability to make the types of decisions we feel are in the best interest of our community. Additionally, the frequency of appeals from community members has introduced new challenges.

Despite these shifts, I remain committed to transparency, professionalism, and collaborative efforts to maintain trust in our process.

As we continue to address issues such as housing, economic vitality, climate impact, and the preservation of community character, I believe my experience and steady approach will continue to be valuable to the Commission’s work. I would be absolutely delighted and honored to serve another term.

Thank you for your time and consideration.

Respectfully, Beverly

I take great pride in active participation in the community, in volunteering and dedicating time to its betterment, and enjoying the fruits of that labor as a resident here. I had stepped back from as much civic engagement as I once participated in around 2019 when our family was still growing and developing, but am eager to re-engage in these activities.

Additional Questions
Alexander Myers
ATTACHMENT 1
What is your understanding of the role and responsibility of this board? The current planning commission has an exceptional breadth and diversity of experience, making it one of the most balanced commissions I have seen, and I am proud to be a unique voice within the Commission. As the commissioner with the most years of service experience, and the only commissioner with a legal background, I provide an analytical approach that differs from the design, building, and planning backgrounds of my fellow commissioners and which has been an important contribution to the commission in its proceedings and decision making, particularly in the 2025 calendar. Combined with my institutional memory of commission meetings dating back to the beginning of 2017, I believe my contributions and role within the commission are a substantial value which I wish to continue to provide. In my recent and prior years on the Planning Commission (2017, 2018, 2019), I developed a deep understanding of the roles and responsibilities of the Planning Commission. I hvae learend that it is important to exercise careful, considered discretion in review of applications, public comment, informational and advisory meetings, and opinining on prospective legislative changes. In doing so, it is also critical to express my own independent voice on the Commission, while understanding that the Commission is in many respects a proxy of the City Council, and taking care to observe my understanding of the policy objectives of the City Council, and the best interests of our City residents in voting and making decisions as a Commissioner.

Have you ever attended a meeting of this board? If so, how many? Approx. 90
What duties of this board are most interesting to you?
I think the most interesting duty of the Planning Commission is the duty of stewardship to the future of our City. It is an incredible responsibility, but also a duty to be very proud of, in helping to carefully guide the shape of the physical landscape of the City of Napa, as well as to form the landscape of precedent each meeting, decision, and guidance is given. I am keenly interested in the future activities of the Planning Commission as I understand them, which include participation in the Zoning Ordinance, application of the new Housing Element, and working to help guide the future of downtown development including areas east of Soscol downtown.

What activities of this board are least interesting to you? It's never pleasant to upset people, and when a controversial subject comes before the Planning Commission, invariably there will be a group of people who are dissatisfied with the outcome, whatever the outcome may be. This is the least enjoyable, and therefore probably the least interesting part of the role. However, although an outcome may not be desirable to an applicant, proponent, opponent, or group of people, it is critical that in delivering such a determination, the effort is made to ensure that all participants appreciate that the process is transparent, fair, considerate of all voices, and that although an outcome may not have been the preference of that person or group, they were provided the opportunity to participate, to contribute, to make their voice heard, and receive due process in the procedure and decision making.

What programs or projects would you like to see improved or implemented? I am looking forward to participating in and helping to create the City's new objective design standards.

Alexander Myers
ATTACHMENT 1
How would you approach improving these project(s) or program(s)? I think that I would bring a unique voice to the Planning Commission, as I have a diverse background within the field of real estate, land use, and policy, and which includes considerable analysis and implementation of legislation, as well as practical application of the City of Napa's zoning rules, municipal code, general plan, and downtown specific plan.

An even-keeled, researched, and considerate basis of analysis, rooted in advocacy for the best interest of the residents of the City, the future of the City, and the near-term and long- term economic vitality of the City is my approach.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? I am a practicing real estate attorney with real estate and developer clients. In my prior three years on the Planning Commission this presented few occasions for a true conflict, perhaps once a year if that. Often I would decline to take on clients to prevent having to recuse from future Planning Commission activities, as I placed that duty as the high priority.

I also co-own a preschool and am working to open two additional locations in the City, however the planning and policy activities for those schools are effectively complete. I do not anticipate any changes in the future, any moves out of the City (which was the basis of my prior resignation, a house we purchased for the family was outside the City Limits), or any other causes for even infrequent recusals.

Additional Questions
What is your understanding of the role and responsibility of this board? This board serves as a vital link between the community and local government, helping guide decisions that impact public services, resources, and quality of life. Its responsibilities include reviewing proposals, advising on policy, and ensuring community needs are represented fairly and transparently.

Have you ever attended a meeting of this board? If so, how many? Yes. Twice.

Danielly Ludwig
ATTACHMENT 1
What duties of this board are most interesting to you?
I’m especially drawn to duties involving community outreach, resource allocation, and program development. I believe in strengthening access to food banks, childcare, and public services, and I’d love to contribute to initiatives that support those areas. It’s so important that the most vulnerable families know that Napa County is there, supporting them.

What activities of this board are least interesting to you? While I understand their importance, procedural reviews and administrative formalities are less engaging to me. I prefer hands-on involvement and direct community impact.

What programs or projects would you like to see improved or implemented? I’d love to see expanded emergency childcare options, improved coordination among food distribution sites, and more accessible legal aid for families navigating complex systems like divorce or housing. Programs that build resilience and equity in Napa are especially meaningful to me.

How would you approach improving these project(s) or program(s)? I’d begin by listening—gathering input from families, service providers, and underrepresented voices to understand gaps and opportunities. Then I’d collaborate with board members and local organizations to streamline access, reduce duplication, and ensure programs are responsive to real needs. I believe in data-informed decisions paired with community wisdom.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No, I am not currently involved in any organizations or activities that would present a conflict of interest.
