City of Napa
City Fees and Charges
LEGEND FOR IMPLEMENTING THE FEE SCHEDULE SPREADSHEET:
Each row of the Fee Schedule Spreadsheet identifies a separate fee, with a column for:
the Fee Description, the Fee Amount, the Fee Type, the Fee Category, and the Authority. The Fee Description columns identify a fee number and a narrative description for the fee.
The Fee Amount column (or columns) identifies how the amount of the fee is calculated. (See “Key to Fee Amounts,” set forth below.) The Fee Type column identifies one of five Fee Types (“A” through “E”), which generally identifies the processes by which the fee will be imposed. (See “Key to Fee Types,” below.)
The Fee Category column identifies one or more of seven Fee Categories (“1” through “7”), which identifies the relevant subsection of California Constitution Article XIII C, Section 1(e) establishing that the fee is exempt from the constitutional definition of a tax. (See “Key to Fee Categories,” below.) The Authority column identifies the legal authority for the imposition of the fee.
Key to Fee Amounts
In the Fee Amount columns of the Fee Schedule Spreadsheet, the following defined terms are used:
Direct Cost - Direct cost is defined as the direct cost incurred by the City in performing a service, including the direct wages and benefits calculated as the productive hourly rate for employee(s) providing the service, actual equipment cost directly attributable to the service provided, and any actual discrete costs incurred by the City in performing the service (e.g., payment to vendor for services provided).
Full Cost - Full Cost is defined as the full cost incurred by the City in performing a service including, but not limited to, the fully burdened rate (defined below) for staff time, fully burdened overtime rate (defined below) for staff services performed after normal working hours, the cost for materials, vehicles, equipment, and contracts.
Material costs include any supplies used (i.e. paper, water meter, pipe, etc.).
Vehicle costs are based on hourly vehicle rates that include operations and maintenance costs, replacement cost of vehicle, overhead/administrative costs, insurance, accident repair costs, and fuel. Contract costs is the cost for a contractor to perform work on behalf of the City.
o Full Costs are subject to a minimum of 1/2 hour of the Fully Burdened Rate for positions performing service.
o Fully Burdened Rate - a billable rate that captures all costs associated with employees, over and above gross compensation or payroll costs. Typical costs associated with the burdened rate include payroll taxes, worker's compensation, health insurance, paid time off, pension contributions, other
EXHIBIT A
Effective 7/1/25
benefits, and indirect costs including departmental and citywide administrative overhead allocations.
o Fully Burdened Overtime Rate - a billable rate that includes only those benefits applied to overtime (unemployment, workers’ compensation) and direct departmental and citywide overhead/administrative costs. Updates to Standard Direct Costs and Full Costs. Fully burdened rates and fully burdened overtime rates are updated from time to time when City employee salaries, benefits and/or overhead rates (cost allocation plan) are updated. Vehicle and equipment rates are generally updated bi-annually as part of the budget cycle.
A listing of current “Direct Costs” and “Full Costs” is maintained at the City Clerk’s Office and may be requested from the City Clerk at [email protected] or 707-257-9503.
Key to Fee Types
For each fee on the Fee Schedule, the “Fee Type” column identifies a letter (“A” through “E”) which corresponds to the relevant “Fee Type” process by which the fee will be imposed, as set forth below:
A. The charge must be paid to the City prior to, and as a condition of, the City providing the requested service or product, and as a condition of the City issuing a license, entitlement, or permit. Any Fee Type “A” is non- refundable.
i. NOTE: Fee Type “A” for Building Permit Fees (2.1.1 - 2.1.36) include Building Plan Review and Inspection. Building Plan Review amounts equal 33% of the total Building Permit Fee and must be paid at time of plan check submittal. The balance must be paid prior to Inspection.
B. The charge must be paid to the City as a deposit prior to, and as a condition of, the City providing the requested service (including the issuance of a license, entitlement, or permit). The City’s authorized representative will establish the deposit amount based on a written estimate of the City’s Full Costs. If the City’s authorized representative determines that a supplemental deposit is required to cover the estimate of the City’s Full Costs, the supplemental deposit must be paid no later than 30 days after the City provides a written invoice of the amount owed, and as a condition of the City providing the requested service. Within 30 days after completion of the requested service, the City will refund any amount deposited that exceeds the City’s Full Costs.
C. The charge may be paid to the City after the City has provided the requested service. The charge must be paid no later than 30 days after the City provides a written invoice of the amount owed. Any Fee Type “C” is non- refundable.
D. The charge is a fine or penalty that must be paid in accordance with the applicable provisions of the Napa Municipal Code, such as NMC Sections
1.16.050 and 1.24.060.
E. The charge must be paid to the City as a refundable deposit prior to, and as
EXHIBIT A
Effective 7/1/25
a condition of, the City providing the requested service or product, and as a condition of the City issuing a license, entitlement, or permit . The City will refund the deposit within 30 days of reconciliation, if all conditions of the refundable deposit are met.
Key to Fee Categories
For each fee on the Fee Schedule, the “Fee Category” column identifies a number (“1” through “7”) which corresponds to a subsection of Constitution Article XIII C, Section 1(e) establishing that the fee is exempt from the constitutional definition of a tax, for the reason set forth below:
1. Article XIII C, Section 1(e)(1) A charge imposed for a specific benefit conferred or privilege granted directly to the payor that is not
provided to those not charged, and which does not
exceed the reasonable costs to the local government
of conferring the benefit or granting the privilege.
2. Article XIII C, Section 1(e)(2) A charge imposed for a specific government service or product provided directly to the payor that is not
provided to those not charged, and which does not
exceed the reasonable costs to the local
government of providing the service or product.

government, as a result of a violation of law.
6. Article XIII C, Section 1(e)(6) A charge imposed as a condition of property development.

If additional tests or inspections are required due to non-compliance or other reasons, payment shall be required for the Full Costs of the additional inspections. The fire inspector shall document all additional tests, inspections, associated fees and ensure payment of said fees before final fire clearance is granted. Definition of standpipe system as per NFPA 14 Standard – An arrangement of piping, valves, hose connections, and associated equipment installed in a building or structure, with the hose connections located in such a manner that water can be discharged in streams or spray patterns through attached hose and nozzles, for the purpose of extinguishing a fire, thereby protecting a building or structure and its contents in addition to protecting the occupants. NFPA 14 Section 7.4 – Separate standpipes shall be provided in each required exit stairway. [10] - Services related to this fee include (1) inspection to flush and flow test individual hydrants on a system. If additional inspections are required due to non-compliance or other reasons, payment shall be required for the Full Costs of the additional inspections. The fire inspector shall document all additional inspections, associated fees and ensure payment of said fees before final fire clearance is granted. [5] - Fire alarm inspections related to this fee shall include (1) initial inspection to confirm device locations, test system function, communication and any other test required by the applicable NFPA design standard and to verify that the installation is in conformance with the approved plan,. This fee also includes (1) final inspection to complete additional tests required by the applicable NFPA design standard (i.e. 24 hr. battery test). If additional inspections are required due to non-compliance or other reasons, payment shall be required for the Full Costs of the additional inspections. The fire inspector shall document all additional inspections, associated fees and ensure payment of said fees before final fire clearance is granted.
[6] - Underground piping inspections related to this fee are per system (see definition below) and are required for public and/or private systems serving overhead fire sprinkler and/or fire hydrant systems. Inspections included with this fee are (1) Pre-pour inspection; (1) Thrust block inspection; (1) Hydrostatic test; (1) Flush inspection and (1) Final inspection. (2) between a source of water and inlets to foam-making systems (3) between a source of water and the base of elbow of private hydrants or monitor nozzles and (4) used as fire pump suction and discharge piping, (5) beginning at the inlet side of the check valve on a gravity or pressure tank. [7] - This inspection shall only be conducted after a request in the form of an (STD 850 Form) from the California Department of Social Services (DSS) has been received. After receiving the required form from DSS, the Fire Inspector shall schedule the inspection. The results of the inspection (granted or denied) shall be documented by the Fire Inspector on the form and the form then returned to DSS for processing. If the inspection result is “Fire Clearance Granted” then NO inspection fee shall be charged. If the inspection result is “Fire Clearance Denied” the results shall be documented on the STD 850 form and the form returned to DSS. No further inspections will be conducted until a new request in the form of a new STD 850 form from DSS has been received. The applicant shall be advised of the option to pay for a “Fire Clearance Pre-Inspection” to mitigate issues that may result in fire clearance being denied.
