I wish good tidings and great fortune to you all. As we the fortunate segue from this year to the next, I am imparting spanking new coinage of a word, and a phrase. Here we go. I offer unto you the following phrase, which I hope to employ heavily in our semisenquinteenial year, 2026: " It is better for me ,to give to thee ". Authored by Jarvis William Peay. Also this old man has now produced the newly coined word, " overdote ", as in. " I can admit that I have been overdoting when it comes to my favorite great niece ". You get the drift. Peace, Joy, and happiness in Paradise Napa. Jarvis William Peeay

Subject: Inquiry regarding Agenda Item 6.B. – Streets Paving Program
Dear City Clerk,
Please include these comments in the Council Agenda packets for the January 6th meeting.
I am interested in how our in-house paving program coordinates with our broader traffic safety goals. I have a few questions about traffic calming and speed management strategies in residential neighborhoods and I hope staff can address a few of these points during the presentation.
NTCP Mapping: Is there a public GIS map that overlays the paving schedule with pending NTCP applications? This would help residents track improvements and understand the pattern of work.
Quick Builds: Can we implement NTCP Tier One safety
features while paving crews are already on-site by identifying "Quick Build" opportunities, such as high-visibility striping and enhanced crosswalks.
Data: When a street is scheduled for paving, does staff review previous neighbor complaints or speed radar trailer data to evaluate traffic calming needs?
E&TS Mapping: Can staff provide a simple "overlap report" showing which of the 41 street segments on the current paving schedule are also among the 55 segments awaiting final E&TS (Engineering & Traffic Survey) review for speed limit
adjustments? Addressing these simultaneously is a prime opportunity to integrate traffic safety and traffic calming measures into routine maintenance work.
Sensitive Zones: With Oak and Laurel planned for repaving can we consider a test to lower the speed limit to 20mph in the Shearer Elementary School Zone? With Third Street already at 20mph from Jefferson to Soscol, lowering the Oak and Laurel streets from Jefferson to Riverside Drive could address persistent speeding concerns from Fuller Park residents.
South Jefferson from Imola to South City Limit is 30mph. Speed limits were reduced to 25mph on the Jefferson segments north of Imola in 2022. Since the city is already developing a
Comprehensive Traffic Safety Plan for Jefferson, we probably have all the data needed to lower to 25mph. Coordinating an important safety measure like this with the paving would be a visible show of support for concerned and vocal neighbors in the Yacht Club, at The Meadows, and along Cabot Way.
Thank you for the hard work on these programs. I hope to attend the meeting, but I appreciate these questions being considered for the record.
With appreciation,
Maureen Trippe
