This document is the Phase 1A feasibility study for a new downtown parking structure in Napa, California. It evaluates current and projected parking conditions, potential sites for a new parking garage, preliminary design concepts, community and stakeholder feedback, financial analysis, and provides a final site recommendation along with funding considerations and next steps.
Parking in Downtown Napa
Downtown Napa’s economy is growing, with visitor
spending reaching $9.4 million in 2025, driven by over
2.2 million visitors 1. Since 2012, Downtown Napa has on average increased its sales tax revenue by eight per -
cent year over year, rising from a total of $1.42 million in 2012 to $2.87 million in 20252. Access remains critical, with driving as the dominant mode despite efforts to
diversify transportation options.
The city operates a Parking Exempt Overlay District
where commercial developments may pay fees instead
of providing on-site parking. There is also a Downtown
Parking and Business Improvement Area (PBIA) that
funds parking maintenance, but is not self-sustaining
and would not cover new garage maintenance.
The effective public parking supply in Downtown Napa is 1,775 spaces during the peak parking time. An effective supply utilization rate of 85% on-street and 90% off-street parking utilization is a widely used industry standard established by parking economist Donald Shoup that represents the “sweet spot” for parking systems. This thresh - old leaves a few spaces available per block and in off-street facilities so that drivers can find legal parking with minimal searching.
Figure 1 shows the Downtown parking supply baseline conditions. The total public supply during the peak parking demand (weekday at 1pm) is 2,003 on and off-street parking spaces. The effective public parking supply is 1,775 spaces, which accounts for the 85% on-street and 90% off-street parking utilization thresholds.
Figure 1: Downtown Parking Supply Baseline Conditions
Figure 2 shows that parking occupancy in downtown Napa is approaching the 1,775 space effective supply limit, with 1,769 spaces occupied at the peak. This includes the existing demand and the future parking lease agreement with the First Street Phase 2 hotel development.

Oxbow District Parking Supply and Demand
In the Oxbow District, the total effective parking supply across all public and private facilities is 1,046 spaces. Most parking is provided in private off-street facilities. The effective supply of the public parking in the Oxbow district is 226 spaces, of which just 156 are on-street spaces.
Parking demand peaks in the Oxbow District on a typical weekend at 7pm, with 835 spaces occupied. On-street parking during the peak is overutilized, at 106% utilization, meaning there are likely some vehicles parked in no parking areas.
While the Oxbow District’s public and private parking supply meets overall demand, the City controls only the publicly acces - sible spaces, which make up just 15% of the total parking in the Oxbow District. This means private property owners must accom - modate most of the parking demand. Unlike downtown, most of the parking in the Oxbow district is not shared. This is inefficient, and demand is unbalanced, as some facilities are underutilized (such as the Umpqua Bank, River Terrace Inn, and the Napa Wine Train), while demand at destinations such as the Oxbow Public Market and the CIA at Copia exceeds the supply. This imbalance creates spillover and strain on the public supply.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 9 Downtown Growth and Future Conditions
Downtown Napa is diversifying and evolving, with several major hospitality, retail, and housing development projects underway. These developments will bring more visitors, residents, and employees, further straining the shared parking supply. The non-residential downtown developments within the Parking Exempt District will pay the city to share the public parking supply. Some of these developments may also pay a fee to lease additional parking spaces.
Figure 3 shows a projected net parking deficit of 90 spaces based on current demand and active development projects that require spaces in public facilities (e.g., First Street Phase 2 and Franklin Station). There are several future development projects, including a potential Cinedome redevelopment project, several additional hotels, the current County sale of 1127 First Street, and the potential removal and redevelopment of the Second Street Garage, which will create additional parking needs.

Parking Structure Feasibility Study Project Basis
The shared downtown parking supply is a vital asset, but projected demand growth necessitates expansion. The City Council approved this feasibility study in November 2024, building on previous studies that highlighted the need for improved parking management and eventually structured parking.
This document, Phase 1A of the study, evaluated four potential sites based on criteria including parking supply, cost efficiency, location, site availability, community input, and redevelopment potential. The next phase, Phase 1B, will refine designs, cost models, delivery methods, and funding strategies.
Potential New Parking Garage Site Options
The study considered four sites. Each site was assessed for design feasibility, parking capacity, access, cost, and community impact.
› Napa Sanitation Pump Station (West Street between Clinton and Pearl Streets) › Parking Lot X and X West (the old Cinedome site at Pearl and West Streets) › Napa County Owned Parking Lot K (Sullivan Lot, Third Street between Randolph and Coombs) › Parking Lot A (2nd Street between Randolph and Coombs) Total Downtown Parking Supply 2,003 spaces

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 10 Figure 4: Sites Vetted for a Potential New Parking Garage in Downtown Napa Design Concepts and Preliminary Comparative Evaluation
Napa Sanitation Pump Station
This site emerged as the most beneficial option,
offering over 390 net new parking spaces without
displacing existing parking. It is located near north-end destinations and the Oxbow Market, with good access
from Soscol Avenue. The Napa Sanitation District owns
the site and is open to discussing a sale. Considerations include neighborhood sensitivity, floodway constraints, and relocation of recreational facilities. The site sup - ports central and north downtown, as well as potential
Cinedome redevelopment. Lot X and X West (Cinedome) Site Owned partly by the City and a private owner, this
site can provide 320 to 410 net new spaces, but would
displace 60-170 existing spaces depending on the
design option. It has good access and proximity to key
destinations, but raises concerns about the displace -
ment of the farmers’ market and the visual impact
of a parking structure on the gateway to downtown.
Floodway constraints apply here as well. The site offers flexibility in design and redevelopment potential.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 11 City-Owned Parking Lot A
Lot A is the most constrained site with the smallest
footprint, yielding 170-230 net new spaces while
displacing 77 existing ones. Its parking layout is less efficient, requiring angled one-way circulation and a
speed ramp, increasing construction costs by about
30%. It has good downtown core access and potential
for ground-floor commercial activation, but received
the lowest favorability due to low parking yield and
higher cost per space. County Owned Parking Lot K (Sullivan Lot) Owned by Napa County, this site could provide 290-370
net new spaces after replacing 120 existing ones. It has strong access and serves the southern downtown area.
However, County ownership introduces uncertainty
into the acquisition, and the site may affect views of
the historic Presbyterian Church. It offers redevel -
opment opportunities tied to County properties and
potential future replacement of the 2nd Street Garage,
if it were to be redeveloped.
Preliminary Design and Evaluation Findings
The Napa Sanitation site offers the best balance of cost, efficiency, and implementation feasibility, notably avoid - ing displacement of existing parking during construction. The Cinedome and Sullivan Lot sites are feasible but have trade-offs in site use and community concerns. Lot A ranks lowest due to constrained size, lower efficiency, and higher costs.
Stakeholder and Community Outreach Summary
Extensive outreach included focus groups, meetings with business and property owner groups, a community survey with 546 responses, mailers to over 700 nearby addresses, and a community open house.
The Napa Sanitation site received moderate to strong preference across groups for its location and parking yield.
There was support for traditional architectural styles and sustainability features. Some dissent favored investment in active mobility and transit over new parking. Concerns were raised about farmers’ market displacement at Lot X and visual impacts at other sites. Lot A’s low parking yield was noted as a drawback despite its central location.
Financial Analysis
As shown in Figure 5 the preliminary estimated cost to build a new parking structure in Downtown Napa is between $25 million and $35 million, depending on the site. The Napa Sanitation site has the lowest cost per net new space, at $73,300. Lot A has the highest cost per net new space at $143,400. The estimated annual operations and maintenance costs are approximately $560 per space.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 12 Figure 5: Preliminary Estimated Parking Structure Cost Estimate by Site* *Totals may not add to 100 due to rounding.
Final Site Evaluation and Recommendation
The Napa Sanitation Site is the recommended preferred site to more forward to Phase 1B.
Napa Sanitation Site
Recommended as the preferred site due to the highest
parking yield (390-460 net new spaces), the lowest
cost per space ($73,300), strong community support,
and proximity to downtown and Oxbow destinations.
It does not displace existing parking and can support
broader downtown objectives, including meeting park -
ing obligations for the First Street hotel and comple - menting the Napa Farmers Market. Challenges include
property acquisition (Napa Sanitation is open to a sale), neighborhood compatibility, floodway constraints, and
relocating recreational facilities.
Lot X and X West (Cinedome) Site
Offers 320-410 net new spaces at $98,300 per space.
The City owns part of the site, but acquisition of private portions (Lot X) from Sywest is uncertain. Community
concerns include farmers’ market displacement and
the visual impact of a parking garage on the gateway to downtown. Floodway constraints apply, and site design
must accommodate access easements. The site sup -
ports redevelopment potential but faces higher costs
and mixed community feedback.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 13 City-Owned Parking Lot A
Yields 170-230 net new spaces at the highest cost per
space ($143,400). While the site is centrally located and city-owned, it has the lowest parking efficiency and
community concerns about low yield. It could replace
the 2nd Street Garage if redeveloped and support hotel
valet parking, but it does not fully address long-term
parking needs.
Napa County-Owned Parking Lot K (Sullivan)
Provides 290-370 net new spaces at $95,100 per space.
The site is strategically located for southern downtown but requires County cooperation for acquisition. It
has moderate community support but potential visual
impacts, and is less suitable for the First Street hotel.
It offers redevelopment opportunities linked to County properties and replacement parking.
Funding Sources and Gap
While there are available funds to pay for the parking structure, a substantial funding gap remains. Figure 6 shows the current available funding sources. Known funding sources include the $13.5 million balance of the Parking Exempt Overlay District and additional Parking Funds related to the Parking Impact Fee.
Given the estimated cost of a parking structure on the Napa Sanitation site ranges from $25 million to $35 million, the City expects to need between $16 million and $21 million in additional funding/financing to fill the gap in capital costs.
Estimated ongoing operations and maintenance costs are expected to be an estimated $260,000 per year, based on the cost to currently support the City’s public parking facilities.
Figure 6: Available Funding Sources and Projected Funding Gap Available Potential Funding Sources
Currently available funds include approximately $13.5 million from the Parking Exempt Overlay District and Park - ing Impact Fee funds.
Potential funding sources to close the gap include developer parking license agreements, paid parking revenue, Enhanced Infrastructure Financing District (EIFD), New Market Tax Credits (if part of larger development), General Fund transfers, General Obligation Bonds, Revenue Bonds, and Infill Infrastructure Grant Program (IIG).
Next Steps
Phase 1B will proceed based on City Council direction to develop schematic designs, engineering details, refined cost modeling, and a funding strategy for the preferred site.

Parking in Downtown Napa
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 15 Introduction: Parking in Downtown Napa
3 City of Napa, Economic Development Division Annual Report, FY 24/25. Placer Labs, Inc. Visitors are defined by out of market visi - tors who stayed at least 10 minutes in the downtown area.
Downtown Napa’s economy remains resilient and continues to grow. Key downtown developments are moving forward, new businesses have opened, and visitor spending reached an all-time high of $447 million in 2025, driven by over 2.5 million visitors to Downtown Napa 3.
Access is key to supporting this momentum and continuing to build downtown’s economy. While the City and the Napa Valley Transportation Authority work to provide a range of transportation options, driving remains the most common way for residents, visitors and employees to reach downtown Napa.
Current Parking Conditions
For the most part, parking is shared in Downtown Napa, providing a range of parking options well connected to destinations. The City operates a Parking Exempt Overlay District in which commercial properties are not required to provide on-site parking. Instead, new non-residential developments may pay a $23,000-per-space fee to the city based on their expected parking demand.
Funding for parking maintenance comes from taxes generated from Downtown Napa’s Parking and Business Improvement Area (PBIA). The assessment on businesses located in the PBIA is equal to 70% of their business license fee. The PBIA is not self-sustaining; the City transfers funding from the General Fund to make up any gap between PBIA revenue and the parking system costs. The PBIA boundary is not expanding and would not support maintenance of a new parking structure. Figure 7 shows the boundaries of the Downtown Parking Exempt District.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 16 Downtown Parking Supply and Demand
The effective public parking supply in Downtown Napa
is 1,775 spaces during the peak parking time, using an
effective parking supply of 85% for on-street spaces
and 90% for off-street spaces. An effective supply of
85% on-street and 90% off-street parking utilization
is a widely used industry standard established by

the “sweet spot” for parking systems. This threshold
leaves a few spaces available per block and in off-
street facilities so that drivers can find legal parking with minimal searching.
Figure 8 shows that parking utilization in downtown
Napa is approaching the effective supply limit, with
1,769 spaces occupied at the peak. This includes the
existing demand and the future parking lease agree -
ment with the First Street Phase 2 hotel development.

While the Oxbow District’s public and private parking supply meets overall demand, the City controls only the publicly accessible spaces, which make up just 15% of the total parking in the Oxbow District. This means private property owners must accommodate most of the parking demand. Unlike downtown, most of the parking in the Oxbow District is not shared. Parking Structure Feasibility
Study Project Basis
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 21 Parking Structure Feasibility Study Project Basis
The shared downtown parking supply is an important asset. It provides a range of parking options connected to many destinations, and a revenue source from several parking permit types the City sells, and fees paid by new developments. Given the projected strain on the shared supply from existing demands and future development, and downtown’s growth projections, the City has been proactively addressing concerns about downtown parking and transportation access.
More recently, in November 2024, the City Council approved a Parking Garage Feasibility Study to assess options for expanding parking in Downtown.
Parking garage options for Downtown have been discussed since the early 2000s. These studies have continuously shown the growth in parking demand, challenges with the PBIA revenue failing to keep up with costs, and the need for new supply. These studies have also recommended a range of parking management strategies, and the City has taken implementation action to make the most efficient use of the parking supply by implementing the recom- mendations, including the following:
Enforcement
› Expanding enforcement resources with additional staff and technology (license plate recognition vehicles) › Increased citation fees
› Updated the municipal code to address violations
› Increase amount of enforcement vehicles in parking enforcement’s fleet › Hired an additional parking enforcement officer to the team Wayfinding to Parking
› Improved signage and wayfinding
› Lighted parking garage availability indicators
The City has studied paid parking, which is the most effective way to manage parking demand, but this option has not moved forward.
Figure 12 summarizes the existing and past studies the City has completed to inform this study.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 22 In summary, ongoing downtown growth is diversifying parking needs across residents, businesses, employees, and visitors. Parking utilization is approaching the 85% threshold, and demand is expected to continue increasing as new development is built out. Given the shared parking supply and available parking impact fee funds, it is the right time to study building a new parking structure in downtown.

study
The study recommended that the city update municipal
parking codes, increase enforcement, improve wayfinding, and source a vendor with License Plate Recognition (LPR) for parking enforcement.
Found existing garages and long-term parking remained
underutilized, while on-street spaces were heavily used.
Recommended better management, enforcement, technology, and wayfinding before adding parking supply. Acknowledged the City’s Cinedome concept for a 300+ space garage, but did not recommend building one.

Design Concepts and Preliminary
Comparative Evaluation
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 27 Design Concepts and Preliminary Comparative
Evaluation
The design component of the City of Napa Downtown Parking Garage Feasibility Study evaluated conceptual parking structure options at four potential sites: the Napa Sanitation Site, Lot X (the Cinedome Site), Lot A, and Lot K (the Sullivan Site).
Each option was reviewed for its ability to provide efficient parking layouts, intuitive circulation, practical vertical access, and relative cost implications. The intent of this effort, detailed on the following pages, was to identify feasible garage configurations and compare the design tradeoffs associated with each site before advancing a preferred direction.
See Appendix B for design concept drawings.
Napa Sanitation Pump Station
The Napa Sanitation Site emerged as the most beneficial option from a design and implementation standpoint. It is close to north end des - tinations and Oxbow Market. The site can accommodate a functional parking structure without displacing existing public parking, which is an important advantage compared with the other alternatives.
This eliminates disruption to downtown parking supply while also supporting a more straightforward construction approach. Based on the preliminary findings, the Napa Sanitation Site is expected to offer the strongest overall balance of cost, constructability, and parking benefit. Napa San owns the site and is open to discussing a sale.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 29 Lot X and X West (Cinedome) Site
The City and a private owner own portions of Lot X and
X West (Cinedome Site). The site is close to key desti - nations, including Oxbow Market and the north end
of downtown. Three options were studied, each using
90-degree parking with two-way circulation to support
clear wayfinding and efficient operations. Option 1 is a two-bay garage concept that provides a more compact
structure. Option 2 is a larger three-bay concept that
utilizes most of the available site area to maximize park - ing capacity. Option 3 focuses development on the west
parcel and uses a taller two-bay garage configuration to respond to the smaller footprint. Overall, the Cinedome Site offers flexibility for multiple garage configurations, with the primary trade-off being the relationship
among site coverage, building height, and parking yield. Important considerations for the Cinedome Site include the impact on the Farmer’s Market events, future development opportunities, and prominent location along the Oxbow Commons and Napa River.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 31 City of Napa Parking Lot A
Parking Lot A, owned by the City, has good access to
key destinations. It is the most constrained of the sites studied due to its small dimensions and close adjacencies to surrounding buildings. Two options were evaluated,
both using angled parking with one-way circulation. This configuration was driven by the limited site dimensions, which do not support a more efficient 90-degree parking layout with two-way circulation. While the one-way angled layouts help fit parking within the constrained footprint, they are less intuitive for users and provide lower overall parking efficiency than the other sites studied. A speed ramp would also be needed to provide vertical circulation, increasing construction cost and further reducing efficiency. As a result, Lot A ranked lowest in parking efficiency and is estimated to cost approximately 30% more to construct than more efficient alternatives.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 33 County Owned Parking Lot K
(Sullivan Lot)
Parking Lot K (Sullivan Lot) is owned by Napa County. It is unclear if the County is willing to sell the property. Two options were studied, both using 90-degree parking with two-way circulation. The primary difference between the options is the orientation of the parking bays. Option 1 is organized with the bays running north-south, while
Option 2 is organized with the bays running east-west.
For both options, the building height was reduced where possible to help protect views toward the Presbyterian
Church located across the street near the northwest
corner. The Sullivan Lot options generally provide work - able parking layouts, with the key design consideration being how the structure’s orientation and height relate to the surrounding context. The site is close to the downtown core and could support redevelopment. It yields a high space count but displaces existing parking.

City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 35 Preliminary Design and Evaluation Findings
Based on the conceptual design and site evaluation, the Napa Sanitation Site appears to offer the most favorable combination of design efficiency, cost-effectiveness, and implementation feasibility. Its ability to support a new garage without displacing existing parking during construction is a significant advantage. It is also close to key north-end Downtown destinations and the Oxbow District, and the owner is willing to discuss a sale of the prop - erty.
The Cinedome and Sullivan Lot sites also offer feasible design options and access to key destinations, but entail trade-offs related to site utilization, building height, and surrounding context.
Lot A is the least favorable option due to its constrained dimensions, lower parking efficiency, need for a speed ramp, and higher relative construction cost.
Stakeholder and Community
Outreach Summary
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 37 Stakeholder and Community Outreach Summary
4 Note that the outreach material did not include cost estimations or information about potential funding sources, which would potentially be influential factors.
The City greatly values stakeholder and community
input in informing the evaluation of the four sites
and design options. To that end, the project team
conducted outreach with various participants at
several key junctures of the project, which included:
› Two focus group meetings for the business,
major property owners, and active transporta -
tion community;
› Meetings with the Downtown Association Board
and the Chamber of Commerce Policy Committee
› An interactive, online community survey which
received 546 responses;
› A mailer sent to over 700 addresses of people within 500 feet of each of the four study sites describing the project and links to the survey and open house; and
› A community open house held at the Senior Center in May 2026, which was attended by around 50 people.
Key points of all the outreach activities include:
› A moderate to strong preference from various groups for the Napa Sanitation site, based on its location to serve downtown, Riverfront, and the Oxbow; and ability to produce the highest quantity of next parking spaces.
› Preference for traditional and contextual design features that blend into the overall Napa environment. › Majority support building a new parking supply in downtown 4, though with some strong dissenting voices that would prefer more investment in active mobility and transit. › Some support for Lot X (Cinedome) as a convenient location but also concerns about displacing the farm - ers’ market and visual impact from Soscol as a gateway into downtown. › Some support for Napa County Lot K (Sullivans) as a suitable location to serve growing southern downtown destinations but also concerns about precluding the option to use this site for housing or other develop- ment and impact of increased traffic along Coombs Street. › Some support for Parking Lot A due to its central location downtown, but also concerns about the low yield of new parking spaces, small lot configuration, and visual impact to the historic Goodman Library.
Full outreach material, including survey results, stakeholder meeting materials, and open house boards and dot voting outcomes are included in Appendix C: Stakeholder and Community Outreach Materials.
Financial Analysis
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 39 Financial Analysis
Parking infrastructure costs money, whether on-street or off-street, in surface lots or in multi-level parking struc - tures. Free parking may be provided for consumers; however, it is not without cost. The City is paying for public parking infrastructure to be built and maintained over time.
The following high-level cost and funding estimates provide a sense of the cost per space of the four sites. The cost estimate will be refined during Phase 1B, when the City Council directs staff to further evaluate a final site.
Cost Estimates
As shown in Figure 29 the preliminary estimated cost to build a new parking structure in Downtown Napa is between $25 million and $35 million, depending on the site. The Napa Sanitation site has the lowest cost per net new space, at $73,300. Lot A has the highest cost per net new space at $143,400. The estimated annual operations and maintenance costs are approximately $560 per space. .
Construction costs for parking structures have risen dramatically over the past decade, with today’s costs often reaching nearly twice those of 10 years ago. The 2015 City of Napa Parking Management Plan estimated a parking garage at $12 million to $15 million, Since then Inflation, higher labor expenses, and increased material costs have made new parking garages significantly more expensive, substantially increasing the financial investment required for new parking facilities.

Final Site Evaluation and
Recommendation
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 42 Final Site Evaluation and Recommendation
The following presents the final evaluation of benefits and considerations for each site.
Napa Sanitation Site
Benefits
The Napa Sanitation site presents a strong opportunity to expand the downtown parking supply, with the poten - tial to add approximately 390 to 460 net new public parking spaces at an estimated cost of approximately $34.2 million, or roughly $73,300 per net new space. Because the site does not currently have public parking, a new garage would not displace existing parking inventory.
Its location near Main Street, First Street, and The Oxbow places it within a 10 minute walking distance of major downtown destinations, allowing the facility to function as a shared parking resource that encourages visitors to park once and explore the surrounding area on foot. Community outreach also identified this location as the preferred site, receiving the strongest support through surveys, open houses, and stakeholder meetings.
In addition to increasing parking capacity, the site could help address several broader downtown objectives. A garage at this location could satisfy the City’s parking obligation associated with the First Street hotel while sup - porting nearby commercial activity and public destinations. The project could also complement the Napa Farmers Market by providing convenient parking, potential ground-floor space for market-related uses such as offices or storage, and improved access to public restrooms. If coordinated with future redevelopment of the adjacent Cinedome property, the garage could support additional housing and mixed-use development while replacing parking that may be lost through redevelopment. Opportunities also exist to redevelop excess land adjacent to the garage for townhomes, mixed-use buildings, or replacement park and recreation facilities.
Considerations
Several considerations would need to be addressed during project planning. The City would need to acquire the Napa San property, which would increase overall project costs. Napa San is open to discussing the sale of the property and City Council directed staff to enter negotiations to potentially acquire the site in February 2026.
The surrounding neighborhood is primarily two-story residential, and the site’s “DT Transition” zoning allows lower building heights and floor area than other downtown locations, creating potential compatibility and design challenges for a large parking structure. Development would also require relocating or replacing the existing play structure and skatepark, although replacement facilities could be incorporated into the site or an adjacent redevel - opment project.
The site is also subject to flood-related constraints. A portion of the eastern edge of the property remains within the regulatory floodway until planned flood protection improvements are completed and the floodway designation is formally revised. As a result, the parking structure would likely need to be set back from Yajome Street to mini - mize flood impacts, which could influence the garage layout and overall site design.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 43 Lot X and X West (Cinedome) Site
Benefits
The Lot X and X West site offers the potential to add approximately 410 net new parking spaces if both properties are developed, or approximately 320 net new spaces if only Lot X or X West is developed. However, the latter option would displace an estimated 70 to 120 existing parking spaces. The estimated project cost is approximately $31.6 million, or about $98,300 per net new space.
Located near Main Street, First Street, and The Oxbow, the site is well-positioned to serve downtown destinations and supports a “park once” strategy that encourages visitors to explore the area on foot. The City already owns the X West property, and a garage at this location could satisfy the City’s parking obligation associated with the First Street hotel. Like other downtown sites, the project could also catalyze economic activity by improving access to nearby businesses and destinations.
The site also presents several opportunities to support broader redevelopment objectives. The garage could provide parking to support the redevelopment of the adjacent Napa San property for housing or other uses. Alter - natively, development scenarios that include both Lot X and X West could accommodate a permanent, year-round location for the Napa Farmers Market by integrating market space into the remaining site or the garage’s ground floor. If only X West is developed, Lot X could remain in its current use as surface parking until future redevelop- ment occurs, providing additional flexibility as downtown development evolves.
NAPA SANITATION SITE
Benefits Considerations
PARKING GAIN: ~390-460 net new (no existing parking, no displacement) COST ESTIMATE: ~$34.2M, ~73.3K/space (net new)
LOCATION
› Near Main Street, First Street, and The Oxbow.
› A public parking garage could help “anchor” this part of town to attract more foot traffic through people
parking once and walking around.
COMMUNITY INPUT
› Strong support from community outreach – first choice in survey, open house, and stakeholder meetings.
DISTRICT PARKING OBLIGATION
› The City needs to meet approximately 129 spaces for
the First Street hotel. A garage at this location could meet this requirement.
DOWNTOWN CATALYST
› Would not disrupt the Napa Farmer’s Market and
could support market operations through parking,
possible ground-floor offices/storage for the NFM, and restroom access. A public parking garage could help
“anchor” this part of town and attract more foot traffic by encouraging people to park once and walk around.
SITE AVAILABILITY
› The City would need to purchase the Napa San
property, thus increasing the cost of the garage.
SITE CONTEXT
› Surrounding neighborhood character is 2-story
residential. A large parking garage would seem out of
character.
› Zoned “DT transition” and lower FAR and heights than
other sites.
DISPLACEMENT
› Loss of play structure and loss of skatepark (at
the end of life, with a replacement already built at
Kennedy). New facilities could be relocated on site
or to an adjacent location as part of a Cinedome
redevelopment.
FLOOD
› The east edge of the lot is within the floodway until the north floodwall is completed and a Letter of Map
Revision is sent to FEMA to remove the area. The
garage would need to be set back from Yajome St to
mitigate the impact.
Redevelopment Play #1: If the City moves forward with a Cinedome site redevelopment, it could bring more housing and public use downtown. The garage would help offset the parking spaces that would be displaced.
Redevelopment Play #2: There is extra land on the north side of the garage along Clinton Street. This could be redeveloped into townhomes, a mixed-use building like Main Street West, or a replacement park-and-play structure.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 44 Considerations
Several considerations would need to be addressed during project planning. Options requiring Lot X would depend on the acquisition of the Sywest property, and no purchase negotiations are currently underway. In addition, development of Options 1 and 2 would significantly limit redevelopment opportunities on much of the site, whereas Option 3 would preserve the potential for future development along Soscol Avenue and the riverfront, however it is adjacent to historical buildings, which present a potential design conflict.
Community outreach identified concerns regarding the potential displacement of the Napa Farmers Market and the visual and urban design impacts of locating a parking structure at a prominent gateway into downtown and along the river corridor.
Flood-related constraints would also influence project design. Access to the existing floodwall easement must be maintained, and a portion of the site along Yajome Street remains within the regulatory floodway until planned flood protection improvements are completed and FEMA updates the floodway designation. These factors would need to be incorporated into the garage layout and site planning.
LOT X AND X WEST (CINEDOME SITE)
Benefits Considerations
PARKING GAIN: X and Xw ~410 net new; X or Xw alone ~320 net new (displaces 70-120) COST ESTIMATE: ~$31.6M, ~98.3K/space (net new)
LOCATION
› Near Main Street, First Street, and The Oxbow.
SITE AVAILABILITY
› City owns X west - Option 3
COMMUNITY INPUT
› Favorable input about location, but concerns about
displacing the Farmers Market and the impact of a
parking structure on this gateway entry to downtown.
DISTRICT PARKING OBLIGATION
› The City needs to meet approximately 129 spaces for
the First Street hotel. A garage at this location could meet this requirement.
DOWNTOWN CATALYST
› A public parking garage could help “anchor” this part of town and attract more foot traffic by encouraging
people to park once and walk around.
SITE AVAILABILITY
› The City would need to purchase the Sywest property
for Options 1 or 2 to work; no negotiations are active
(City owns Xw Option 3)
SITE DESIGN
› Options 1 and 2 would preclude development on most
of the Cinedome site, while Option 3 would still allow
development along Soscol/the river.
COMMUNITY INPUT
› Community concern about the potential loss of the
Farmer’s Market.
› Concerns about the lot being used as a parking garage since it’s a gateway into downtown and a key location
along the river.
FLOOD
› 15 foot access easement to the floodwall would need
to remain.
› Part of the site along Yajome Street is still within a floodway until the north floodwall is completed and a Letter of Map Revision is sent to FEMA to remove area.
Redevelopment Play #1: The City does not purchase the NapaSan property. Since it is exempt from SLA, it could be sold and used for other types of development, such as housing or mixed-use, where a new garage could support this redevelopment.
Redevelopment Play #2: Option 1 or 2 could provide a permanent, year-round location for the Napa Farmer’s market using the remaining space of Lot X/Xwest plus the ground floor of the garage.
Redevelopment Play #3: Option 3 (Lot Xw) would allow Lot X to remain as-is, and no purchase of other property would be necessary. Lot X would remain a surface parking lot until further development.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 45 City-Owned Parking Lot A Site
Benefits
Lot A offers a centrally located opportunity to expand downtown public parking supply, with the potential to provide approximately 170-230 net new parking spaces while displacing 77 existing spaces. The estimated project cost is approximately $24.6 million, resulting in the highest cost per net new space among the sites evaluated at roughly $143,400 per space.
Because the property is already City-owned and located in the downtown core, it is readily available for develop - ment and received favorable community input regarding its central location. A new garage with active ground-floor commercial uses could also enhance the pedestrian environment along Second Street by replacing an existing stretch of surface parking with more active street frontage. Depending on the selected design, the project could also support activation of the adjacent outdoor courtyard and alleyway behind the Goodman Library.
The site could also help advance several redevelopment and parking management objectives. If the County rede - velops the property at 1127 First Street, Lot A could replace the existing Second Street Garage as part of a broader redevelopment strategy. The garage could also support future hotel development by accommodating valet parking for Franklin Station or by helping the City meet its parking obligation for the First Street hotel. In addition, if the existing Second Street Garage is used to meet hotel parking needs, a new structure at Lot A could replace the public parking capacity that would otherwise be lost.
Considerations
Several considerations would need to be addressed during project planning. The site represents the most space constrained alternative, requiring the tightest parking layout and offering the fewest net new parking spaces of the sites evaluated. As a result, it also has the highest cost per net new parking space, raising questions about overall cost-effectiveness despite its central location. Community outreach reflected these concerns, with participants noting the relatively low parking yield compared to other alternatives. Moreover, any redevelopment such as replacing Second Steet garage or hotel usage would nullify net new parking yields.
The project would also need to be coordinated with other planned City investments. The City is currently pursuing the installation of electric vehicle charging infrastructure at Lot A, and construction of a parking structure could affect or delay that project. Careful coordination would therefore be needed to minimize disruption to planned infrastructure improvements while advancing the garage project.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 46 Napa County-Owned Parking Lot K (Sullivan) Site
Benefits
Napa County-owned Parking Lot K (Sullivans) has the potential to provide approximately 330 to 370 net new parking spaces (after replacing 120 existing spaces) at an estimated cost of $35 million or approximately $95,000 per net new space. The site is well positioned along Third Street, providing convenient access to key destinations and serving the southern portion of downtown.
Community outreach indicated moderate support for the location, and the site could satisfy the parking require - ments for the proposed Franklin Station Hotel while avoiding disruption to the Napa Farmers’ Market. The prop - erty also presents longer-term redevelopment opportunities, including supporting redevelopment of the adjacent County-owned jail site or serving as a replacement parking facility if the 2nd Street Garage were redeveloped.
Considerations
Key considerations include that the site is owned by Napa County, requiring County support for acquisition or development, and that land purchase costs could increase the overall project cost. The County is still working on its own long-term development plans, which are in flux. While the site’s visibility and accessibility are advantages, a parking structure could affect the character of this prominent corridor and impact views of the historic Presbyte - rian Church, raising potential community concerns. Additionally, the site is not well suited to serve the First Street hotel due to distance, and its proximity to the existing 5th Street Garage reduces the need for additional parking capacity in this area.
PARKING LOT A
Benefits Considerations
PARKING GAIN: ~170-230 net new (displaces 77)
COST ESTIMATE: ~$24.6M, ~143.4K/space (net new)
LOCATION
› Centrally located in Downtown.
SITE AVAILABILITY
› City-owned
COMMUNITY INPUT
› Favorability of central location
DOWNTOWN CATALYST
› With ground-floor commercial, the new garage could
help better activate 2nd street and fill in a gap that has a significant amount of dead parking frontage.
› With option 2, the back patio could be part of the
outdoor courtyard/alleyway activation.
SITE DESIGN
› The most space-contained option and the tightest
parking fit.
COMMUNITY INPUT
› Unfavourability of low parking space yield.
COST
› Highest cost per space return.
PARKING YIELD
› Fewest new parking spaces
INTERFERENCE
› The City is working on new charging stations at Lot A; the garage could disrupt this grant.
Redevelopment Play #1: If the County sells 1127 1st St, the 2nd St Garage could be a part of the redevelopment deal. Lot A could replace this garage.
Redevelopment Play #2: If Franklin Station is developed into a hotel, the City could enter into an agreement for valet services for approximately 125 spaces. Lot A could meet this requirement and help spur the hotel’s development.
Redevelopment Play #3: The City needs to meet approximately 129 spaces for the First Street hotel. Lot A is close enough to meet this requirement.
edevelopment Play #4: The 2nd Street garage (177 spaces) could accommodate some or all of the hotel’s parking needs.
Lot A would replace the truly “public” parking.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 47 Overall, Lot K represents a strong long-term redevelopment opportunity with good parking capacity and strategic location. Still, it faces notable ownership and urban design considerations that would need to be addressed through site and building design.
NAPA COUNTY OWNED PARKING LOT K (SULLIVAN)
Benefits Considerations
PARKING GAIN: ~290-370 net new (displaces 120)
COST ESTIMATE: ~$35.0M, ~95.1K/space (net new)
LOCATION
› Located on Third Street, which is a main entryway into downtown Napa, and near major destinations like the
Riverfront building.
COMMUNITY OUTREACH
› Medium support from community outreach, citing
location well-suited to serve the south end of
downtown.
DISTRICT PARKING OPTIONS
› The City could meet the required number of spaces
for the Franklin Station hotel at this site (There is no commitment at this time).
DOWNTOWN CATALYST
› Would support and activate 2nd and 3rd Street
activation
SITE AVAILABILITY
› Napa County currently owns land. Would need strong
political support from County Supervisors to sell/
develop into a garage.
› Land purchase would increase cost of the garage. A
land swap for 2nd St parking garage may be possible.
SITE CONTEXT
› High visibility along 3rd Street, pro for parking access, con for streetscape character and land use in a
prominent location.
› Visual impacts on the historic Presbyterian Church
could affect political and community support.
DISTRICT PARKING OPTIONS
› Distance likely is too far to provide parking for the First Street hotel.
› Proximity to 5th Street Garage, which already meets
the parking demand for this area.
Redevelopment Play #1: The County could redevelop the vacated jail on the adjacent parcel, and the garage could help expand the parking supply.
Redevelopment Play #2: This site could be a viable replacement if the 2nd Street Garage were sold off for redevelopment instead of Lot A, to supply the displaced parking.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 48 Final Comparative Evaluation and Recommendation
The four potential parking structure sites each offer distinct advantages and tradeoffs when evaluated across parking capacity, cost, site availability, community support, and redevelopment potential.
Overall, the evaluation suggests that the Napa Sanitation Site provides the most favorable balance of parking capacity, cost efficiency, site availability, community support, and redevelopment potential. It is recommended for further evaluation.
The Napa Sanitation site is the strongest overall alternative, providing the highest parking yield (approximately 390–460 net new spaces) at the lowest cost per net new space (approximately $73,300). The site is considered likely to be purchasable, received strong community support, is near key destinations, and can serve both down - town and Oxbow, and offers significant opportunities to catalyze future downtown redevelopment, including the Cinedome site.
Lot X and X West also perform well, generating 320–410 net new spaces with good access to downtown and Oxbow. However, its higher cost per space (approximately $98,300), ownership and sale challenges, prominent location along the river corridor, and mixed community feedback add to the implementation challenges.
Lot A is the least favorable alternative due to its lower parking yield and higher cost despite its City ownership. It has a limited parking yield (170–230 net new spaces) and the highest estimated cost per net new space (approxi - mately $143,400). While the property is City-owned, which simplifies implementation, community feedback raised concerns about the relatively low parking benefit relative to the investment. The site’s primary value lies in sup- porting redevelopment by replacing the existing 2nd Street Garage if that property were redeveloped, but does not solve the long-term parking supply concerns.
Lot K (Sullivan) provides a moderate parking yield (330–370 net new spaces) at an estimated $95,100 per net new space and is strategically located to serve the southern portion of downtown. However, the site is County-owned, requiring coordination with Napa County, and the certainty of a sale to the City is unclear. It received only general community support. Its greatest strength is its redevelopment potential, including supporting redevelopment of County-owned properties and serving as a replacement parking facility if the 2nd Street Garage were redeveloped.
Figure 30 compares how each site scores against the evaluation criteria, and Figure 31 provides the supporting factors for recommending the Napa Sanitation site for future evaluation.

Available and Potential
Funding Sources
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 51 Available and Potential Funding Sources
While there are available funds to pay for the parking structure, a substantial funding gap remains. Figure 32 shows the current available funding sources. Known funding sources include the $13.5 million balance of the Park - ing Exempt Overlay District and additional Parking Funds related to the Parking Impact Fee. Given the estimated cost of a parking structure on the Napa Sanitation site ranges from $29.6k to $34.2k, the City expects to need between $16 million and $21 million in additional funding/financing to fill the gap in capital costs.
Estimated ongoing operations and maintenance costs are expected to be an estimated $260,000 per year, based on the cost to currently support the City’s public parking facilities.
Figure 32: Available Funding Sources and Projected Funding Gap The following funding/financing sources could close the capital cost gap. › Parking License Agreements: Developers pay a per-space fee to lease parking in city-owned garages. The City has entered into long-term parking agreements for several existing downtown developments, and will enter into a parking license agreement with the First Street Phase 2 Hotel project, adding additional monies to the fund.
› Paid Parking Revenue: Paid parking is a sustainable funding source to support the capital, operations, and long-term maintenance of the parking structure. By charging reasonable parking rates, the City would gener - ate a dedicated revenue stream to help offset capital costs, repay construction financing, and cover ongoing expenses. This approach allows users who directly benefit from the parking structure to help cover its costs, reducing the financial burden on taxpayers or other funding sources. Additionally, well-managed paid parking encourages more efficient use of available spaces by discouraging long-term parking and increasing turnover, thereby improving access for businesses, residents, and visitors while ensuring the garage remains financially viable over time.
› Enhanced Infrastructure Financing District (EIFD): EIFD is a State of California financing tool to help local governments fund infrastructure and economic development projects. Similar to a tax increment financing district, EIFDs work by freezing the property tax revenues from a designated project or area at a base level.
In future years, the increment is diverted to pay for infrastructure improvements or to cover debt service on bonds used to finance the infrastructure. EIFDs are currently approved to fund housing, economic develop - ment, transportation infrastructure, sewage treatment, and climate adaptation projects. The City of Napa adopted an EIFD in 2022. Additional information on the City’s EIFD may be found at the City’s website. › New Market Tax Credits (NMTC): These credits work by attracting private investors to provide upfront capital for a project in exchange for a credit against their federal tax obligation. It typically does not make sense to use NMTC for a standalone garage. If the City were to pursue private investment to finance the parking structure, it could leverage federal New Market Tax Credits if the parking structure were part of a larger development project.
› General Fund Transfer: A direct lump sum transfer from the City’s General Fund which could be fully or partially offset by Measure G sales tax intake.
Available Funding Source* Projection*
Parking Impact Fee & Existing Funds $13,500,010
Estimated Capital Cost (Napa Sanitation Site) $29.6k to $34.2k Estimated Ongoing Ops & Maintenance Costs $260,000/year City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 52 › General Obligation Bonds: General obligation bonds will obtain the lowest possible interest rate or cost of borrowing, because the full faith and credit of the City is pledged to repay the bond. California law requires that cities bond no more than 3.75% of their total property tax assessed value. Traditional general obligation bonds require a two-thirds supermajority vote. General obligation bonds count towards the City’s outstanding statutory debt. Therefore, before issuing general obligation bonds for the parking structure, the City must determine whether the available bonding capacity is sufficient to fund the parking project and support any outstanding bonding requirements.
› Revenue Bonds: Revenue Bonds are municipal bonds repaid solely from the income generated by the project.
Parking revenue bonds secured solely by the revenues from a single, stand−alone, municipality−owned park - ing facility must have a stable revenue source to cover debt service. Revenue bonds also differ from general obligation bonds in that the City does not have to pledge its full faith and credit, user fees (typically parking payments) back revenue bonds, and they typically carry higher interest rates. › Infill Infrastructure Grant Program (IIG): The California Department of Housing and Community Develop - ment (HCD) has programs available that are used to promote infill housing. The objective of the IIG program is to promote infill housing development by providing financial assistance for Capital Improvement Projects that are an integral part of, or necessary to facilitate the development of affordable and mixed income housing.
The City could position the garage as a replacement parking solution to open the Cinedome for infill housing development, in which the IIG program could help fund the new garage and predevelopment work for the Cinedome. Additional correspondence with HCD would be needed to evaluate this option. The current grant application window is closed and is a competitive process.
Next Steps
Based on City Council direction, Phase 1B of the study will develop schematic design and engineering, and refine the cost model and funding strategy.

Engagement Overview
Stakeholder Outreach
On April 22, 2026, the project team, comprising city staff and consultants, met in person with two separate focus groups: a developers and property owners group of 11 participants and a business and transportation group of 14 participants. The project team presented the basics of the project to both groups and facilitated a conversation using Mentimeter, a live, interactive online polling tool that displayed results on screen during the meetings. Both groups expressed a deep interest in expanding parking supply and options available to a variety of downtown users. Respondents in both groups cited that a new parking garage would help achieve several benefits for down - town, including:
› Make it easier for visitors and employees in downtown to find parking, to “park once”, and then walk to places instead of driving short distances.
› Be a sound investment in downtown that will be used for decades. › Make it easier for other sites downtown to be redeveloped into retail housing, open space, and other uses. › Reduced street congestion caused by people circling around trying to find a parking space.
Figure 33: Project team members presented the garage study to stakeholder in April 2026 and received valuable feedback about downtown access and parking
The Napa Sanitation site emerged as a preferred location with both groups, with participants citing the large quantity of new spaces that would be available to create the convenience of the location and the lack of displacing existing parking or disturbing sites that might otherwise be used for other development projects. At the develop - ers and property owners group meeting, seven participants voted for the Napa sanitation site, two for the Sullivan lot, and one for lot X as their preferred location. In the business owners and transportation group, 7 respondents preferred Napa sanitation, and one each preferred the Sullivan lot and lot X. In neither group did anyone prefer Lot A.
On May 12, 2026, several city staff members presented the project to the downtown association and gathered their feedback. This group offered similar input, preferring the Napa sanitation site and noting that location and the design option could best serve the widest variety of downtown users and yield the greatest new parking supply.
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 56 Community-wide Outreach
Also in April, City staff sent physical mailers to over 700 addresses of people within 500 feet of each of the four study sites. The mailers provided recipients with a link to an online survey and an invitation to a community open house conducted in person in late May 2026.
546 people responded to the community survey, which was available from April 9th through June 5th. Key feed - back from the survey includes:
› An overall preference for the Napa sanitation site, but also moderate favorability towards Sullivan’s lot and lot A.
› Lower favorability for the lot X Cinedome site, with many respondents citing the potential displacement of the Napa farmers market as a risk.
› Solar panels and other sustainability features, electric vehicle charge aid stations, bicycle parking, and tech - nology to provide wayfinding and guidance to available parking spaces are all features of a new garage that respondents rated favorably.
› Respondents had a strong preference for contextual or traditional architectural styles that blend with the surrounding historic Napa architecture and make use of brick, stone, and classic detailing. › Some survey respondents in the open text field question noted that they would prefer the city not invest in new parking supply and instead focus on building out transit and active mobility routes and facilities. › Respondents were weighted towards frequent downtown users, with 25% saying they come downtown five or more days per week, and 38% coming 2-4 days per week. This indicates strong familiarity with parking options.
Figure 34 displays the survey results for a question asking people to rank the four sites based on their likelihood to be “a site that efficiently provides additional parking, is convenient for people visiting or working in downtown, the Oxbow, and riverfront destinations, and can serve downtown’s redevelopment areas.” The Napa sanitation site, with 162 first-place votes, significantly exceeded the first-place tallies of Lot A, Lot K, and Lot X.
Figure 34: Online survey results showed a moderate preference for the Napa Sanitation site
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 57 Figure 35: Open house voting shows a moderate preference for the Napa Sanitation site Lot X and Lot K were also rated positively, and Lot A received no votes
Figure 36: Project staff and community members discuss parking structure options at the May 27, 2026 open house
City of Napa | Downtown Parking Structure Feasibility Study Phase 1A 58 The city and consultant project team held an in-person community open house on the early evening of May 27, 2026, at the Napa Senior Center. Over 50 people attended. The event was organized as a drop-in, with participants able to visit at any time during the several-hour open house to view exhibit boards on the four design concepts and the initial pros and cons of each option. City and consultant staff were available to answer questions and walk people through the exhibits. Participants were given voting dots to place on several boards, allowing them to share their preferences for site locations, design options, and potential garage features.
Outcomes from the open house community outreach include:
› A moderate voting preference for the Napa sanitation site, based on its location, provision of new parking spaces, and the suitability of its site for garage development. › An overall preference by participants for traditional and contextual architectural design features, and a strong preference for sustainability elements, including rooftop solar and planted green walls. › In conversation, many participants noted the convenient location of Lot A, but had concerns about the low yield of new parking spaces.
› Some participants question the need for new parking spaces in downtown. And would prefer the city invest in other non-driving modes of transportation and facilities. › Numerous participants expressed an interest in creating more parking dedicated to employees of down - town businesses. Also, the city should prioritize safety in the environmental design of a new parking struc - ture.

Make it easier for visitors and employees in downtown to find parking, to "park once" and then walk to places instead of driving short distances
Reduce street congestion caused by people circling around trying to find a parking space Be a sound investment in downtown that will be used for decades Make it easier for other sites in downtown to be redeveloped into retail, housing, open space, and other uses Promote sustainability by providing electric vehicle charging, secure bicycle parking, transit stops, and other mobility services
Strongly disagree Strongly agree

The City is not evaluating overall downtown parking management as part of this study.
These are simply ideas to discuss, since we’re talking about parking today anyway. • Offer a range of parking options, locations, and time limits • Use parking efficienctly and don’t oversupply parking • Enforce parking to improve choices and user experience • Promote equitable access to mobility and parking

The City of Napa is considering four sites for a new parking garage, as shown on the map below. The City wants to select a site that efficiently provides additional parking, is convenient for people visiting or working in downtown, the Oxbow, and riverfront destinations, and can serve downtown’s redevelopment areas. The four sites are shown on the map below, along with the approximate net new number of parking spaces each site may provide. (Net new = New spaces minus any removed existing spaces from surface parking lots.) (The space counts range because of small variations to the garage site design and the number of levels in the garage.)Please rank the four sites as most likely to least likely to fulfill those objectives.

# OTHER (PLEASE SPECIFY) DATE
1 Ensure the location of the Napa Farmers Market remains in Downtown Napa and is prioritized and incorporated into any future development of Downtown Napa. We need to encourage walkability and prioritize community spaces, particularly around the river for gathering. Parking should not be on the riverfront.
6/5/2026 4:02 PM
2 That the building doesn't look like a parking garage like the other parking garages on Second and by the Hatt Building.
6/5/2026 2:27 PM
3 Ease of entry into/out of lot itself; spatial size/access (no super tiny spots nor tight corners like in the Second Street garage - a nightmare!)
6/5/2026 10:42 AM
4 Maake it safe and simple. DONT make us pay..Please 6/4/2026 11:34 PM 5 Trees and green spaces integrated around parking. Also what about more trolleys with outer perimeter parking
6/4/2026 5:38 PM
6 Not affect the farmers market unless another site like Safeway can be used. 6/4/2026 12:00 PM 7 Don’t displace the Napa Farmers Market. No to Parking Lot X!!! 6/4/2026 11:43 AM 8 We NEED to keep the farmer's market at the current location!!!! Please choose any lot BUT the former Cinedome lot!!!
6/4/2026 11:41 AM
9 Elevator for handicapped access, security cameras, well-lit stairways 6/4/2026 11:29 AM 10 camera/security 6/4/2026 10:20 AM
11 It's very important to me to find/preserve a permanent location for our Farmers Market. 6/4/2026 10:09 AM 12 not taking away current Farmers Market space. the current location is walkable to most people east of the river.
6/4/2026 9:17 AM
13 Free 3-hour parking is good for downtown economy without being excessive. 6/3/2026 6:16 PM 14 why dont you use the old Safeway land for parking? 6/3/2026 2:36 PM 15 Parking on the sanitation pump lot would encourage people to walk into the main Downtown area, past shops and restaurants they may not have seen if they parked right at their destination. Having the parking be slightly off of the main drags also helps keep traffic and pedestrians apart. Using the sanitation pump lot will also provide the most spaces. 6/2/2026 1:44 PM
16 Safety. As a single female with 2 young adult daughters, safety is key. 6/2/2026 11:56 AM 17 please consider replacing the existing terrible 2nd street garage before building a new one.
There will be far fewer cars requiring parking spaces over the next 20 years. 6/2/2026 11:03 AM
18 Allocated FREE parking for employees (maybe FREE parking passes) certified as working nearby. As bicycle scooter parking it needs to be secure. Entire structure needs security and good lighting.
6/2/2026 7:54 AM
19 Make parking lots easily usable - not cramped and with small compact spaces. These cramped lots can show lots of space counts on a spreadsheet, but are not very functional. 6/2/2026 7:18 AM
20 I would prefer the City of Napa NOT to pursue more parking and instead put their dollars towards building for families, housing, commuter lots, bike lanes; etc. 6/1/2026 5:22 PM
21 ground floor parking, full size vehicles 6/1/2026 4:31 PM 22 Ensure the location of the Napa Farmers Market remains in Downtown Napa and is prioritized and incorporated into any future development of Downtown Napa 5/31/2026 3:17 PM

26 Do not take away the Napa Farmer's Market location, it is an essential community hub that helps the downtown area thrive as both an added easy-access activity for visitors and an important food-access hub for locals.
5/29/2026 10:55 AM
27 no compact spaces 5/29/2026 10:39 AM
28 I do not want a new parking garage, let's be clear. You could repurpose one of the other sites and tear down and build up more parking.
5/29/2026 8:46 AM
29 It is important that the garage is not next to many residential homes, nor takes away a local park..
5/29/2026 8:05 AM
30 It is imperative to not disrupt active community areas, making projected sites A and K the only viable options.
5/29/2026 8:05 AM
31 Adaptable for alternative future use 5/29/2026 6:26 AM 32 Facility for the Farmers Market is very important 5/28/2026 8:17 PM 33 Handicap parking ground floor 5/28/2026 8:14 PM

37 I am very AGAINST making Napa "tall".....too many buildings that are more than 3 stories. 5/28/2026 9:32 AM 38 Farmer market usage on base ground 5/27/2026 11:22 PM 39 downtown employee reserved/permitted spaces / all day parking permits for napa downtown industry employees
5/27/2026 9:46 PM
40 Keeping the Napa Farmers Market 5/27/2026 7:53 PM
41 Provides location for Napa Farmers Market 5/27/2026 5:05 PM 42 No charging for parking garages. We pay enough in taxes. 5/27/2026 4:49 PM 43 Automated Parking takes up less space and is not a burden to the community later (easily removed compared to a concrete parking garage).
5/27/2026 4:14 PM
44 Napa has a limited downtown footprint with some significant buildout already accomplished. I think it is critical to stretch the downtown area to the southwest where hospitality, and office uses bring daily users to the downtown area. Additionally wherever a new structure is constructed there should be ability for downtown parcels to increase their use intensity by mitigating parking offsite through funding some appropriate number of stalls. 5/27/2026 2:43 PM
45 Plenty of Handicap parking spaces ! 5/27/2026 4:33 AM 46 The old Cinedome lot should never be used for a garage. Blocks views and looking at it from the oxbow are you’ll just look at a bunker style building.lived in Napa 30 years and always find a parking spot. It doesn’t hurt most people to walk a block or two to where they have to go. 5/26/2026 7:09 PM
47 Parking specifically for downtown employees would be very important or employee permits for people who work most days.
5/26/2026 6:52 PM
48 Please do no build shelters for our cars, build homes for people. See the recommendations from GenerationHousing

51 good lighting 5/26/2026 12:52 PM
52 Alternate location(s) which require people to walk to downtown should also be considered. All these large square buildings in Downtown Napa are a sad sight and all for the tourists not the locals.
5/26/2026 12:12 PM
53 Need Permits for people who work in downtown or have specific spots for workers we all get tickets when we park but there is never any parking because of construction or events 5/26/2026 11:15 AM

59 More room to maneuver than in existing parking lots. They are very narrow. 5/25/2026 9:48 PM 60 keep sullivan lot as is, no parking structure. Respect the church and the outstanding view of it coming over 3rd street bridge.
5/25/2026 9:15 PM
61 Much prefer the smart tech to an app we have to download. Thank you! 5/25/2026 8:45 PM 62 Safe parking secure, free, 5/25/2026 8:26 PM
63 I hate parking garages. They are an eyesore and I don't feel safe using them! Don't block the beautiful church and don't loose the farmers market/car show space! 5/25/2026 5:58 PM
64 # 5 question is invalid measure design of the question asked...that is a terrible design and I was not able to understand what and how those arrows designated...and it would not let me choose what I thought. and now I"ve clicked on arrows and have NO IDEA what I rated. This should be a numbered rating scale. So my answer to the #5 question is Lot A and Napa Sanitation I would use. I would NOT use or lot K.

66 We don't need another parking garage 5/25/2026 11:12 AM 67 Whatever site is selected, it is imperative to me that the Napa Farmer's market have a conviently-located permanent home in downtown Napa and that the NFM to be incorporated into any future development plans. 1 Consider charging money for parking to cut car use and environmental impact, provide more public transit, perhaps free.

2 Evaluate how the garage will affect light in the downtown area. Examples- The hotels are casting shadows making the area feel dark, cramped, in appealing. 6/5/2026 3:24 PM
3 Clay St garage & 2nd St garages are way too tight. Make sure it is accessible by all types of vehicles.
6/5/2026 3:11 PM
4 Don’t over do it. They are parking garages!! 6/5/2026 3:04 PM 5 I think the need for a permanent farmers market/maker’s market space is important and a space for a potential food truck round up event night. In other cities I have seen parking structures that serve both purposes with higher ceilings and architecture that makes it look like more than just a parking structure. The best part is the event is on one floor and the parking is on another. Just something different to consider.
6/5/2026 2:56 PM
6 The garage on Second is challenging to navigate. I don't have a big car but I feel the turns are too tight. Hence I don't like parking in that garage.
6/5/2026 2:31 PM
7 Your survey assumes we want this parking garage. It's a terrible idea. It's ugly. Why should Napa taxpayers pay for parking for the monstrosity ugly hotel you allowed to be built? What a horror. Now you want to make it worse with another ugly garage. Keep the skatepark and the farmers market lot, for godssake.
6/5/2026 2:26 PM
8 Priority for local residents. I rarely visit downtown anymore since everything there is now geared for out of town visitors. Restaurants and shops have become too expensive for locals. 6/5/2026 2:18 PM
9 make it easier for locals 6/5/2026 1:53 PM
10 Would be great if we could have some trolleys (a dream would be a tram! But I realize that's not realistic) for hop on/hop off access for locals and tourists alike to access downtown without relying on vehicles.
6/5/2026 10:47 AM
11 Please do not make a negative impact to the farmers market - this is a gathering place for not only locals, but every week we meet visitors from out of town that come from all over to enjoy Napa. Having the current location of the market at such a pivotal location that touches the oxbow and downtown and brings in so much visitor foot traffic to display the diversity of Napa and the Central Valley, central coast, ect.

14 Hey, if yall have a second please read/take the survey. It’s for the cities new parking garage, but also for the farmers market. The City of Napa is conducting a “Downtown Parking Garage Feasibility Study" to evaluate sites for a building new parking garage. Please take this survey by Saturday, June 5: https://www.surveymonkey.com/r/NapaGarage Even if you don't live in Napa, as a vendor or partner at the Napa Farmers Market, your voice matters, so please take the survey! You'll notice Lot X and X West - which is the current location for the Napa Farmers Market - is a potential site for a new parking garage. You will be asked to rank the four potential sites in order, our recommendation is to rank Lot X and X West Ensure the location of the Napa Farmers Market remains in Downtown Napa and is prioritized and incorporated into any future development of Downtown Napa

disrespectful to all the vendors & farmers who’ve supported the city of Napa through the decades. That it is even being considered says so much about the priorities (definitely putting tourists first, NOT locals ❗ ) & values of the decision makers who’ve proposed it, very disappointing & sad!
16 Solar panels as top tier roof 6/4/2026 5:40 PM
17 Parking is not the issue. There are plenty of space. People should walk. They can park bit far, and enjoy a walk. But the city design is ugly, so walking is not so enjoyable. Art installation should be more interesting. Shops need to be more independent small businesses instead of chains/conglomerate. Public transportation needs to be stronger. 6/4/2026 5:28 PM
18 Please don’t put a parking garage at the Sullivan lot. The first thing visitors will see coming into our downtown is a parking garage instead of the Beautiful church!! 6/4/2026 5:24 PM
19 The Downtown area near the river, skate park, and Oxbow Commons are precious community gathering places - they should not be turned into parking. The Napa Farmer's market brings energy and focus downtown, which is good for locals, visitors, and businesses. Finding it a permanent, central home should be a top priority.
6/4/2026 4:59 PM
20 My biggest issue is there has to be a farmers market space. The rest is negotiable. 6/4/2026 4:41 PM 21 I would be happy if I did not have to drive around looking for a parking place. We BEED more parking! I have lived here 50 years and I continually complain about the lack of parking. We have enough hotels for sure. Now the citizens of Napa need some place to park so that we can enjoy our downtown as well as the tourists!
6/4/2026 4:37 PM
22 Save the parking lot where the Farmers Market is held! DON'T put a parking garage there! 6/4/2026 1:01 PM 23 Forget about Parking Lot X unless the City has an adequate alternative for the Napa Farmers Market. Update current parking garages. More inclusive art. Locals vibe. 6/4/2026 11:45 AM

32 Preserve and prioritize maintaining a space for the Napa Farmers Market in downtown 6/4/2026 10:11 AM 33 As 10-yr resident, the farmers market is a staple to my weekly routine. Its current location is what halos make it so accessible to the community. Downtown Napa is a food desert. There are no grocery stores (Hudson in oxbow), and thus makes it difficult for someone who lives downtown to access fresh food. The Tuesday and Saturday markets are a pillar of the community. Please continue to allow them to use that space/location as the city continues to implement improvements.

useful for other types of events. It is a large, flat surface with multiple egresses. There are better uses for such a space in Downtown Napa than only parking. 38 Don't use lot X and Cinedome lot X for a parking garage. What a waste of prime river front property.
6/2/2026 11:59 AM

42 If the farmer's market is displaced by a new parking garage, it is imperative that the city works to develop a permanent home for the market.
6/1/2026 2:05 PM
43 one of the site locations is that of the napa Farmers Market. This market is a integral part of small businesses and community outreach and it is so important to maintain this asset to the community. As a local small business owner, I would be devastated if I lost my most successful weekly sales outlet. All downtown development now and in the future should accommodate/consider the future of the Napa Farmers Market. That being said, I do strongly believe that removing the skate park and adding a parking lot in that location is a phenomenal idea. Not only would it provide parking for shoppers, but it would remove a location where vagrants regularly linger/relieve themselves, and it is also just visually unappealing. I do think that skate parks provide a wonderful outlet for children, but I do not think this location downtown is an appropriate location for something like this. I think the oxbow commons should be expanded to include more skate park type facilities, since it is close to downtown, easily accessible, and not located right off main streets
6/1/2026 8:58 AM
44 I like the idea of using automated parking systems that can accommodate more parking in a smaller footprint. I think that's the route overall that it should go, instead of taking up valuable land inside the downtown area. - A local Engineer

76 We don't need another huge vacant parking garage. 5/29/2026 10:01 AM 77 With all the new construction, it is important that the look and feel of new garages are not an eye sore, that it is as natural, green and 'pretty' looking as possible. Not everything should be contemporary in DT Napa.
5/29/2026 9:21 AM
78 Yes, there are existing garages that sit empty most the time. They are ugly, could be torn down, and rebuilt so that there is more parking if that is the issue you are trying to solve for.
Also, your question 3 was off. You asked in question 2 if I live downtown, and the answer is yes. I walk everywhere and I do not need to park ever (question 3 did not account for this). 5/29/2026 8:49 AM
79 The farmer's market site and the Sullivan Lot are highly visible, the addition of a garage in these locations would have a huge aesthetic impact. The farmer's market site is visible from the oxbow commons and the napa river, and the Sullivan site from Third Street. View of the First Presbyterian Church and the Uptown Theatre from Third Street are important to Napa's identity and are both buildings are important landmarks for visitors and locals. An ugly, highly visible garage would damage Downtown Napa's reputation as an attractive destination. As a result, Napa should take a cue from other cities that make parking garages as least-visible as 5/29/2026 8:27 AM
Community Survey: Napa Parking Structure Feasibility Study 21 / 33
possible like Walnut Creek, Santa Barbara, etc. In addition, tacking screens or Gordon Heuther artwork onto the building would do little to mitigate aesthetic impacts of the structure. The powers that be should be very weary of continuing to support Gordon Heuther's grift, the public is tired.
80 It would be terrible if the multistory parking is put next to the Oxbow Common (the old Cinedome site) where one expects an open air feel. It would also be terrible to put a multistory parking project in the middle of the homes on Yajome and Clinton Street. I and my neighbors love the tree lined Skatepark and Playground and the ambience of this old town are of Napa downtown.
5/29/2026 8:11 AM
81 It is imperative not to disrupt active community areas, making projected sites A and K the only viable options. If this project eliminates the only downtown space for the youth-skating community, it's a failed project. If you eliminate the space for the local Farmer's Market, that's a failed project. Looking for success? Then build this lot in a location like spots A or K, where there is no active community scene, culture, or identity. 5/29/2026 8:10 AM
82 If you build a new parking structure, compensate the community with a small green space where Workers could take their lunch and enjoy the outdoors on their lunch breaks. Maybe turn the Sullivan lot into a green space.
5/29/2026 7:21 AM
83 Prefer a new garage at the periphery of Downtown, not in the center. Ultimately attempt to remove 2nd street garage.
5/29/2026 6:30 AM
84 Prioritize a permanent downtown home for the Napa Farmers Market! This market significantly increases the quality of life and attractiveness of downtown for local residents and for tourists alike.
5/28/2026 8:46 PM
85 Facility for the Farmers Market 5/28/2026 8:19 PM
86 Yes, a service road to enter and exit the garage. 5/28/2026 8:17 PM 87 Please prioritize the Napa Farmers Market in its current location. It is a huge benefit to the health and economy of residents. It also provides an easy shopping experience for tourists and supports local agriculture. With the cost of food skyrocketing, the Farmers Market is a welcome oasis.
5/28/2026 4:58 PM
88 Need to ensure downtown space is available for the Farmers Market. It is a real asset. 5/28/2026 4:33 PM 89 East in/out, not on a Main Street, side street exit. Don't make the driving to each level sight you can damage your car.
5/28/2026 4:13 PM
90 Safe parking is very important for downtown. The Napa Farmers Market has been moved several times to very inconvenient locations. Visitors enjoy the market and it provides a unique experience for visitors to “Wine Country “.
5/28/2026 4:08 PM
91 I would like to request that the city prioritize the Napa Farmers Market location downtown and incorporate the location in any future development. This markets draws upward of 2,000 residents to its site weekly. This amount of pedestrian foot traffic is essential for a vibrant, thriving downtown. Don't stifle it's progress.
5/28/2026 3:52 PM
92 I have not had many problems finding parking places, but being local and knowing the smaller lots (i.e. the one at the curve of Clinton and Brown St) and that going a block or two deeper into the neighborhoods is a useful move are helpful in this regard. Making it obvious and easy for visitors to town to be able to park easily seems to be something very worthwhile so they enjoy their visit as it is starting as they park and also have good associations when they imagine coming to Napa again. Those secure bike lockers would also be neat and easy and economical availability might also encourage downtown workers to ride bikes as much as possible, as would very visible (deter theft) heavy duty bike rack areas for traditional lock-ups.
These racks and lockers would ideally be under some form of overhang to keep rain/sun off the bikes as much as practicable.
5/28/2026 3:51 PM
93 Make sure the Napa Farmers Market has appropriate space and is able to thrive in and around this project.

garage facility.
96 Consider sunshine and not blocking the sky. Keep to 3 stories or fewer. My out of town visitors enjoy Napa for it's safe, small town feel. PLEASE KEEP THIS. 5/28/2026 9:35 AM
97 The farmers market is a vital part of downtown Napa, supporting local businesses, drawing visitors, and generating important economic activity for the downtown core. Converting the X parking lot into a garage would be a significant loss to the character, function, and community value the market brings to downtown, and would be viewed by many as a great disservice to one of Napa’s most important community assets.

98 parking for employees? 5/28/2026 6:12 AM
99 It should integrate with the Oxbow flood plain area and downtown experience 5/28/2026 2:55 AM 100 Solar panels on top level to still shade cars 5/27/2026 11:25 PM 101 Dedicated employee spaces 5/27/2026 9:57 PM
102 Do not remove public use places like the farmers market cinedome lot for a parking structure, since pushing or eliminating things for locals has been a theme for the local government for years now.
5/27/2026 9:32 PM
103 It would be cool if the app or website or parking garage sent me a text to let me know my parking was about to expire, and I would know I need to go and move my car. I work downtown so I am constantly having to move my car. Maybe a permit for people that work downtown? 5/27/2026 9:07 PM
104 #10 should have parking as an option. 5/27/2026 8:43 PM 105 No 5/27/2026 8:40 PM
106 I'm relatively neutral on where the new garage goes so long as it does not go behind Cole's and displace the Farmers Market. I'd like to see that spot be dedicated as a permanent home for the Market. It is a vibrant community space and should remain so. 5/27/2026 7:55 PM
107 Keeping the Napa Farmers Market 5/27/2026 7:54 PM
108 The Napa Farmers Market needs a permanent home in downtown napa that provides some basic infrastucture - power, water, restrooms, wind/sun/rain protection. 5/27/2026 5:07 PM
109 No charging for parking, we pay enough for everything else. 5/27/2026 4:52 PM 110 Our concrete parking garages are antiquated (probably not very safe in a significant earthquake). The city is welcoming new large modern projects into Napa and should be doing the same with future parking management systems.
5/27/2026 4:22 PM
111 There is no bike parking, there are too many cars downtown already. 5/27/2026 11:32 AM 112 Many Napans feel downtown is all for tourists. Parking is needed, but best interspersed amongst current buildings and/or where parking is lacking. There is a big need for parking downtown for those working downtown that aren’t city employees …it is not easy to have to move cars between appointments and on breaks. PLEASE DO NOT build a lot across from the First Presbyterian church. The open view down Third st. Will be destroyed, and it’s a major link to the past and a beautiful symbol of Napa downtown. Ideally at least a section of that land across from the church should be a landscaped area for people to enjoy versus a big multi story parking lot. Thank you
5/27/2026 10:41 AM
113 Please have lots if handicap parking! 5/27/2026 4:36 AM 114 Dont forget about jury parking; dint forget that just because the county admi. Building may eventually move, the Historic and Criminal courthouses cannot, and there are many small businesses in the area that have employess that need safe, walkable parking 5/26/2026 9:29 PM
115 I would like the oxbow inside restaurant area expanded and more outdoor eating areas 5/26/2026 8:49 PM 116 When I work in downtown, I tend to either find no parking or parking very far away from my workplace. Especially right now with all of the construction going on, there is no where to park without getting a ticket for being in a “2 or 3 hour parking zone.” 5/26/2026 6:56 PM
117 Prioritize workers. Most of the parking close to the shops are a few hours and it’s very inconvenient.

120 Please build homes for people, our cars do not need shelters. people need homes, mixed income housing, accesible neighborhoods, instead build bike lanes, encourage walking 5/26/2026 2:35 PM
121 Many of the current structures are looking very tired. The previous era's Brutalistic architecture (incl city/county bldgs), make the town look unwelcoming. This town has a great history of architecture from the mid-1800s to the early 1900s. Take advantage of those characteristics even in the new architectural designs. (victorian, craftsman, art-deco). 5/26/2026 2:22 PM
122 We definitely need the new parking with the hotel that wasn’t required to have parking (grr). I personally don’t like parking in garages as a single woman — doesn’t feel safe. So important to keep parking that isn’t multi story.
5/26/2026 12:20 PM
123 If the farmers market space is chosen it should drive the creation of a permanent home for the farmers market and not drive it out of business because we have to provide parking for tourists.
5/26/2026 12:15 PM
124 Have the street level parking be ADA 5/26/2026 12:05 PM 125 You need to make space for workers we need parking for the people who keep downtown busy you need permits for these workers

129 Offer all day parking passes to employees 5/26/2026 7:50 AM 130 We don’t need more parking, there’s enough parking, these big hotels should build parking into their design and not take away public parks to serve cars, it’s a waste of space. Who’s getting paid push parking? Is it the same people who got pain out to push forward a vastly high rise hotel that took away a town square from the people of Napa? 5/26/2026 3:29 AM
131 It’s dangerous trying to cross 2nd Street now both as a vehicle and a pedestrian. You can’t see around parked cars and have to creep out into the street. Then people are going too fast to get across. Need some stop signs or traffic slowdown measures. 5/26/2026 1:13 AM
132 Avoid contemporary. People come for small town feel. Contemporary today will be dated in 5 years. Please keep Cinedome lot for us locals.
5/25/2026 10:43 PM
133 Free or low cost parking for employees working downtown 5/25/2026 9:02 PM 134 Please leave the old Cinedome lot for the Farmer's Market, or make it a City priority to arrange a permanent home for the market. It's important and a great community asset. 5/25/2026 8:49 PM
135 Honestly, as a native Napan, we certainly don't need another parking garage that can't even give enough space for a small compact car to park in. Also, they are NOT safe for us seniors to utilize in the evening hours. I now avoid them completely and if I can't find a street or parking lot spot, I don't shop downtown anymore. Also, Question #5 of this survey does not allow me to click on a choice...poor set-up on your part. Makes this "survey" totally useless. 5/25/2026 4:56 PM
136 Safety from crime. Car theft. Assault. Theft. Homeless urination or feces. 5/25/2026 4:20 PM 137 We need a permanent site for The Farmers Market! Central to our community and a great tourist stop.
5/25/2026 11:26 AM
138 We do not need another parking garage. We have plenty of already. The new hotel should of thought of parking ideas of their visitors. Napa is a small town and was is not ment for big buildings. Lets keep Napa how it is.
5/25/2026 11:16 AM
139 Keep it consistent with Napa design. Give the farmers market a permanent downtown home at the cinedome parking lot. No smart parking if it is expensive. No more gordon heuther art, please. If we go with art, let's hear from other artists. 5/25/2026 10:45 AM

140 Please don’t take away the skatepark or farmers market! 5/25/2026 10:20 AM 141 I'd rather keep farmer's market and the skate park. There is no other park for the St John's neighborhood that isn't part of a school (New Tech) and unless the city has a legit REAL plan for farmer's market to stay downtown then why force it out of the area AGAIN. 5/25/2026 9:47 AM
142 Our Farmers Market has proven itself over and over to be an important part of Napa culture but it remains vulnerable and seems to be a low priority to our local government. It needs a permanent home.
5/25/2026 7:54 AM
143 I can find a place to park within 1 to 2 blocks of my destination at all times. 5/24/2026 10:32 AM 144 Since one possible location for the new parking structure is the X lot where the Farmers Market sets up, if this lot is chosen then it should only be considered if the city can find a practical permanent location for the Farmers Market. The market is an integral part of downtown's weekly activities and has proven to be important for tourism as well as locals. It should be treated with some importance.
5/24/2026 8:43 AM
145 Greatly prefer that the downtown Farmers Market get a permanent location. The old cinedomw site is perfect for that and less central for a down town parking garage. 5/24/2026 6:53 AM
146 Would love for farmers market to have a permanent home downtown. The current locations seems great!
5/23/2026 5:18 AM
147 PLEASE keep the Napa Farmers Market space intact! 5/22/2026 2:03 PM 148 2nd street garage needs landscaping around the perimeter! Current look is a disgrace. 5/22/2026 1:31 PM 149 One of the site choices is the location of the farmers market. If that is chosen, what is the plan to relocate it market?
5/22/2026 1:04 PM
150 I would love a new parking structure to be eco-friendly. I would also want to keep the farmers market in its current location but with more up to date restrooms. 5/22/2026 11:44 AM
151 Safety and parking limit enforcement after 5 pm 5/22/2026 6:30 AM 152 The Napa Farmers market is a wonderful resource for our community. With both the wine industry and the school age population of Napa on a downward trajectory I hope additional parking doesn’t put a community green at risk.
5/21/2026 11:51 PM
153 We need a permanent home for the Napa Farmer's Market - best in the state! 5/21/2026 10:23 PM 154 I lot that incorporates a permanent location for the farmers market. 5/21/2026 9:57 PM 155 Permanent home for the farmer’s market, please! 5/21/2026 6:59 PM 156 The Farmer's Market is in a prime area for both locals and tourists and needs to stay there. 5/21/2026 6:12 PM 157 Please don't ruin the Farmers Market lot. That is an ideal place and would better kept flat and possibly upgraded with additional green spaces, enhanced river frontage, and by turning Yajome St. stub and area into a park to replace park lost at the pump station. 5/21/2026 5:55 PM
158 Napa farmers market needs a permanent home downtown 5/21/2026 5:00 PM 159 A permanent home for the Napa Farmers Market would be great 5/21/2026 4:58 PM 160 In light of the proposed future oxbow district developments, there should be additional consideration for parking needs. That being said, land use specific to only parking is a terrible use of resources. I cannot express the importance of multi-purpose usage - be it retail or attractive public space.
5/21/2026 3:53 PM
161 Only ever have challenges with parking during events. Maybe better Park and Ride would be more advantageous than an ugly parking garage. Please don’t take away the Farmers Market! 5/21/2026 3:48 PM
162 Napa needs a permanent location for the Farmer’s Market. This should be an integral part of the planning for a new parking garage location.
5/21/2026 3:15 PM
163 I do drive sometimes and I've never had a problem parking within a few blocks of my destination. I'm always surprised to hear that it's been an issue for people. Maybe we need a lot more street spaces for disabled individuals.
5/21/2026 3:11 PM
164 I believe the most efficient solution would be to tear down the second street garage and/or the 5/21/2026 1:58 PM Community Survey: Napa Parking Structure Feasibility Study 25 / 33
one on Pearl street and replace them with a 4 or 5 story garage that utilizes the space much more efficiently than to have 3 or 4 2 story garages that have a poor inefficient design. 165 Needs a community space for the Napa Farmers Market 5/21/2026 1:44 PM 166 Please don’t take away Farmers Market at old Cinedome parking lot by River off of Pearl and Soscol!!! The community highlight of the week and keeps river area viewable and lively to walk around. I have friends from Marin, American Canyon who look forward to our Farmers Market and a huge part of the local feel. One the only remaining places where locals routinely gather at and tourists love it! This current location should be permanent for our incredible Farmers Market!! Please !!!!
5/21/2026 1:07 PM
167 Avoid downtown and stay away from river open space feeling!!! 5/21/2026 12:56 PM 168 Like that it still has some old town charm. Dislike the newer buildings as it feels like any other metro area. Love the older historic buildings. Detest the new hotels that have taken over the skyline. Napa is less and less about charm and beauty. It’s trees and previousmore open space is why we chose to move 30 years ago! Lots of garage potential by car dealers and need to add charming trolley shuttles that do frequent peak times. 5/21/2026 12:48 PM
169 We are Napa residents and love to go to downtown for dinner, drinks, shopping; what makes it so attractive is that you can typically find parking easily and it is stress free. I think it makes Napa special.
5/21/2026 12:29 PM
170 I'm not a fan of the parking garages because they are very tight and it's not always easy to get in and out of a space.
5/21/2026 12:19 PM
171 Parking garages should be for parking cars no added features, businesses etc. 5/21/2026 12:14 PM 172 We need a permanent home for the Napa Framers Market. The skatepark location for parking would be an asset if the city would continue the market at the old Cinedome lot. 5/21/2026 11:56 AM
173 Keep the farmers market 5/21/2026 11:39 AM
174 Priorities for Napa residents using public parking. Napa used to have permit spaces that locals could use to help ensure there are often spaces available for locals. Does every new amenity have to be focused on tourists?
5/21/2026 11:28 AM
175 There needs to be a permanent location for the Farmers Market. This would be a benefit for local residents and not the tourists.
5/21/2026 11:15 AM
176 Again, lower level should be designed for the farmers market if near parking lot x! 5/21/2026 11:03 AM 177 Secured bike parking is critical to help ease traffic congestion and encourage active transportation. I'd like to suggest that, if there is a fee for parking, the first hour is free. This would allow for quick trips to support all retail. Please create a permanent downtown space for the farmers market. This brings us downtown once or twice a week, year round. I'm told, but I don't know if this is accurate or not, that the new building on Main and First does not have dedicated parking. If not, how will current and future parking not get monopolized by the new tenants, workers, and visitors?
5/21/2026 10:57 AM
178 Please don’t ignore the city’s need for a permanent farmers market site. It is a crucial part of the community and deserves a voice in this conversation. 5/21/2026 10:47 AM
179 I would like a permanent spot for the Farmers Market. I’ve lived in Napa 14 years and the market has bounced around 5 times. It would be nice to have a permanent home. 5/21/2026 10:40 AM
180 Having quick pay options would be great - a website and a code for the area that makes it easy. Public art is a close second to retail/cafe options. 5/21/2026 10:39 AM
181 It would be a shame to put a parking garage where the Napa Farmer's Market currently is located. Please consider putting a parking lot at the furthest corners of downtown. 5/21/2026 10:31 AM
182 Security cameras. Sufficient turning space so you don’t scrape walls. Sufficient stall size so people aren’t banging into the car next to them. Lighting for security. 5/21/2026 10:27 AM
183 My favorite aspect of Napa parking is that it is free (with time rules/constraints). If I had to stress about where to park and how much it would cost, I would bring my family downtown less often.
5/21/2026 3:08 AM
184 I understand the Council direction but do we really need a new parking deck? Are the current 5/20/2026 11:30 PM Community Survey: Napa Parking Structure Feasibility Study 26 / 33
ones fully occupied during peak hours? If not then a new deck isn't necessary. 185 I live downtown so I’ve never had a problem parking. In fact, I don’t know anyone who comes to town who complains about parking. If a garage must be built, put it on the perimeter of downtown - Napa Sanitation skate board park would also benefit the Farmers Market and provide an easy walk to Oxbow. Please do not create a new parking garage downtown. Why do you want to create spaces for 300 cars that will be driving into Napa, clogging intersections, backing up traffic lights, etc. It makes no sense to me. If it’s been under study for 20 years, but this on ice and come back to this in 2046. Let’s see if it’s still a problem. 5/20/2026 7:35 PM
186 More public community gathering spaces. 5/20/2026 6:10 PM 187 Contemporary and modern aren't the same. Unless there is a combined effort to sell every other lot in downtown, there is no reason to build a new parking structure. None of the selected lots make any sense. If there is no other choice but to build a garage, it would be best to put it on the lot beside the community services building.
5/20/2026 5:23 PM
188 The parking supply should be managed to better optimize its use. Eliminate parklets that are taking away on-street parking (those are premium spaces that should be available to support all businesses, not just the restaurant that is using the parklet; some of them are rarely used). 5/20/2026 9:24 AM
189 Incorporate zones for convenient rideshare pickup/dropoff that does not block traffic 5/19/2026 11:47 AM 190 If parking is built where the skate park/Napa Sanitation Pump Station exists, a neighborhood park should be built on an alternate site in that area (perhaps former Cinedome/Lot X) since there are no other neighborhood-serving parks in that area. 5/18/2026 12:48 PM
191 FREE PARKING or preferred parking for locals. 5/18/2026 12:35 PM 192 Effort put in to make sure vehicles entering/exiting parking structure dont constantly block traffic, including pedestrian traffic. often cars pulling out need to block the sidewalk to see... if this can be avoided thats ideal!
5/18/2026 7:58 AM
193 As far as estimated parking spaces needed: Think high, then double it. 5/16/2026 2:36 PM 194 We have plenty of retail space. We don't need more! 5/15/2026 12:32 PM 195 Keep it free. 5/15/2026 6:35 AM
196 I think we could look at updating existing garages. They are underutilized. Need more lighting. 5/14/2026 5:44 PM 197 interior design not so tight as current garages go big for future needs 5/14/2026 5:22 PM 198 please no more gordon heuther art! It’s not good! 5/14/2026 3:53 PM 199 Have sufficient handicap parking, that is enforced! 5/14/2026 2:40 PM 200 I usually try to find street parking 1st, and 2nd the garages. 5th Street garage is the nicest, the other garages are small and awkward to park.
5/14/2026 2:38 PM
201 I do not believe parking should be eliminated to support development. There are plenty of sites that can be developed without the removal of parking.
5/14/2026 2:22 PM
202 When there is construction..construction workers park elsewhere and carpool to site-do not use spaces meant for downtown use
5/14/2026 1:58 PM
203 police double parking 5/14/2026 1:26 PM
204 Current 2nd St garage feels dark, dingy and too tight. Look for ways to make it more beautiful.
Possibilities might be lighted art on interior walls, rope style lights on ceiling that create a path overhead, some interior murals with protective or similar transparent material to protect them. 5/14/2026 1:02 PM
205 PLENTY OF GREENERY….TREES AND SHRUBS……ARTISTICALLY DONE……..DESPISE BUILDING DESIGN LIKE THE JAIL AND COUNTY BUILDING AT 3RD AND MAIN!! AWFUL!!!!!!!!!!! TERRIBLE MINDLESS EYESORE!

208 Get the drug addicts out of down town is the highest requirement for me and friends to feel 5/14/2026 11:54 AM Community Survey: Napa Parking Structure Feasibility Study 27 / 33
safe while going downtown.
209 Do t forget spaces for business owners 5/14/2026 11:28 AM 210 We need something to deter the homeless because they are currently using the garages as housing
5/14/2026 11:21 AM
211 Please make sure any parking is well lit for women walking back to cars at night. Also that turning radius for transition from one level to another is actually enough for larger cars so they don’t scrape the walls or damage side Mirrors
5/14/2026 11:01 AM
212 Close to everything. Easy to get into and exit. 5/14/2026 10:57 AM 213 Turn lanes into the garage, visibility of cars turning into and coming out of garage. There are too many low visibility intersections areas in downtown Napa leading to excessive honking and speeding.
5/14/2026 10:50 AM
214 Not garage related, but parking permits for those who work downtown to avoid hourly parking citations, especially when not able to step away from work every 2-3 hours (hospitality workers). This is urgently needed since construction workers take up most of the all-day spots before hospitality workers arrive downtown.
5/14/2026 10:38 AM
215 Please don't move the Farmer's Market. It's so successful because people can walk to it and there is parking in the neighborhood.
5/14/2026 10:34 AM
216 Make sure the farmers market has a permanent space in downtown Napa as the city continues to develop parking and other construction
5/14/2026 10:30 AM
217 Function should be first priority (adding the spots where we need it most), followed by design next. Don't focus on things that aren't the main goal (i.e., electric charging, bike parking, etc.).
The main goal is adding more park safely and efficiency. An app would be great, as would be in-garage guidance to open spaces. It would increase safety and efficiency. 5/14/2026 10:27 AM
218 Visitation has declined significantly with no uptick in sight. The existing hotels have not been able to fill up so where are all of these new people going to be coming from? It is sad that the city is considering taking away the farmer's market area and a park to accommodate more parking. I don't have a problem finding parking downtown. The existing parking lots aren't even cared for so how are the new ones going to be? I would rather see tax dollars going to upkeep of parking lots and parks. The public lot on Clinton and Main is embarrassing. It's filthy, dark, has overgrown weeds, and is too dark at night. A local patron fell in the lot because it was too dark and couldn't see the tire stop and had to be taken by ambulance to the hospital with a severely broken leg. How about take care of what we have first. 5/14/2026 10:26 AM
219 I prefer to park on the street due to the easy access. 5/14/2026 10:25 AM 220 affordable, easy access in and out 5/14/2026 10:22 AM 221 The lights directing which spaces are available help alleviate stress and traffic within the garage.
5/14/2026 9:14 AM
222 I don’t go downtown as often as I used to because finding parking is so difficult. 5/12/2026 8:30 AM 223 The skate park old sanitation would be better suited to a community park opposite the farmers market
5/10/2026 11:50 AM
224 Need a place for the Farmers Market - it is part of Napa’s charm for locals and for visitors 5/7/2026 2:47 PM 225 Please consider parking for those who live downtown. All current parking structures require no overnight parking.
5/7/2026 9:19 AM
226 Better parking and traffic enforcement. Daylight parking regulations need spots marked and enforced. Crossing many intersections is difficult, both walking or driving due to visibility and drivers turning while pedestrians trying to cross.
5/7/2026 8:41 AM
227 Do not take away the spot for the farmers market!!! 5/6/2026 3:18 PM 228 The most important factor to me is the usability of the garage. Is it easy to navigate, well lit, and feels safe? Two of the current garages I refuse to use because of the narrow parking spaces and tight turn radius. The 5th street garage is usually well lit, somewhat clean, and feels fairly safe so I use it most often.
