RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, AMENDING THE CITY CLASSIFICATION PLAN BY ADOPTING THE REVISED CLASSIFICATION SPECIFICATION FOR FIRE MARSHAL, AND NEW CLASSIFICATIONS AND SALARY RANGES FOR SENIOR FIRE INSPECTOR AND FIRE INSPECTOR I/II; AND AMENDING THE BUDGET STAFFING PLAN BY ADDING ONE (1) SENIOR FIRE INSPECTOR POSITION, AND DELETING ONE (1) SENIOR FIRE PREVENTION INSPECTOR POSITION; AND ADDING THREE (3) FIRE INSPECTOR I/II POSITIONS AND DELETING THREE (3) FIRE PREVENTION INSPECTOR I/II POSITIONS IN THE FIRE DEPARTMENT WHEREAS, the Human Resources Department assessed the needs of the Fire Department, and determined it was necessary to update the classification specification for Fire Marshal and create new classification specifications for Senior Fire Inspector and Fire Inspector I/II based on the operational needs of the department; and WHEREAS, staff in the Human Resources Department reviewed the requirements of the Fire Marshal position and recommend amending the classification specifications to better reflect the duties performed and ensure consistency and staff in the Human Resources Department reviewed the Senior Fire Inspector and Fire Inspector I/II positions and the duties to be performed and recommend adopting the classification specification and salary range based on internal and external comparators; and WHEREAS, the Budget Staffing Plan for the Fire Department will require the following corresponding changes to reflect the addition of one (1) Senior Fire Inspector, and deletion of one (1) Senior Fire Prevention position; and the addition of three (3) Fire Inspector I/II positions and deletion of three (3) Fire Prevention Inspector I/II positions.
WHEREAS, the employee bargaining groups were provided an opportunity to review and provide input on the recommendations; and WHEREAS, the Civil Service Commission recommended the revised and new classification specifications as presented to the Council; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
1. The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
2. The City Council hereby approves amendments to the City Classification Plan by: (a) approving the revised classification specification for Fire Marshal and new classification specifications for Senior Fire Inspector and Fire Inspector I/II (as described on Exhibits “A”, “B”, and “C,” attached hereto, and incorporated herein by reference); and (b) approving the Senior Fire Inspector salary range of Step 1 - $115,807.64 to Step 5 - $139,908.24, Fire Inspector II salary range of Step 1 - $100,723.85 to Step 5 -$121,659.48, and Fire Inspector I salary range of Step 1 - $91,566.82 to Step 5 - $110,607.85; and (c) reclassifying the incumbent employee in the existing Fire Prevention Inspector II classification to the newly established Fire Inspector II classification. The effective date of the classification revisions, and new classifications and salary ranges shall be the first day of the pay period following City Council approval.
3. The City Council hereby amends the Budget Staffing Plan for the Fire Department to reflect the addition of one (1) Senior Fire Inspector, and deletion of one (1) Senior Fire Prevention position; and the addition of three (3) Fire Inspector I/II positions and deletion of three (3) Fire Prevention Inspector I/II positions. The effective date of the change to the Budget Staffing Plan shall be the first day of the pay period following City Council approval.
4. This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 1st day of September, 2026, by the following vote:
