Traffic Operations
• Silverado Trail – State Highway• Caltrans & City partnership• Crucial Corridor• Third Street, CoombsvilleRoad, East Avenue are key local roads• 1989 General Plan• Currently operating at a poor level of service Project Need

Traffic Operations

Safety
• Collisions higher than statewide average• Corridor on High Injury Network• Lack of connected pedestrian and bicycle facilities• Local flooding and drainage issues Project Need

Options Developed

Draft Study Concepts (2017)Option 5F: dual roundabout Third Street north Option 8: dual roundabout Third Street south
Option 6: Five-leg roundabout
Draft Study Concepts (2017)
• Promote slower speeds and traffic calming• Fewer conflict points• No left turns• No rush to “beat the light” Vehicle Safety

Multi-Modal Safety
Refuge Islands:Pedestrians only cross one direction of traffic at a timeControlled Speeds:Slower vehicle movement through roundabouts Shared Path:Bikes can use the roundabout or use ramps to mount the shared use path Option 5F – Double Roundabout Third Street north
• Reduces delay at all intersections• Improves operations– LOS to A-B• Has fewest property impacts, although major Option 5F – Property Impacts

Option 6 – Single Roundabout
• Reduces delay• Improves LOS in near term• Significant property and business impacts Option 6 – Property Impacts

Option 8 – Double RoundaboutThird Street south
• Reduces delay in near term• Improves LOS in near term; unacceptable LOS in future • Significant property and business impacts Option 8 – Property Impacts

• 2017 Council recommended 5F for further study– Allows this option to be further studied – moved forward into environmental review• Caltrans approved Project Initiation Document (PID), allowing project to take next steps• Detailed environmental review of Option 5F 2017 Council Recommendation

ENVIRONMENTAL IMPACT REPORT5-Way Intersection Improvements Project EIR Process
• Initial Study – Caltrans Project Initiation Document• Notice of Preparation (NOP)• Scoping and Draft EIR Preparation• Public Review (Notice of Availability)• Final EIR (FEIR)• Findings and Certification• Notice of Determination (NOD) EIR Process
• Aesthetics• Air Quality• Biological Resources• Cultural Resources• Geology and Soils• Greenhouse Gas Emissions• Hazards and Hazardous Materials• Hydrology and Water Quality • Land Use Planning• Noise & Vibration• Population and Housing• Public Services• Transportation• Tribal Cultural Resources• Utilities and Service Systems• Wildfire Areas of Environmental Review
Noise:• The project would not result in a substantial increase in permanent ambient noise levels. • Construction noise levels would not be expected to exceed the quantitative noise limits established by CaltransVibration• The project would not result in the generation of excessive vibration during operation.• Project construction would result in vibration levels that could cause damage to existing buildings Noise and Vibration Impacts
Noise – less than significant• Construction Equipment to conform to Caltrans noise control specifications• Restrict noise generating activities to acceptable time periods• Locate noise generating equipment as far as practicable from sensitive noise receptorsVibration – less than significant with mitigation• Use "quiet" equipment technology• Avoid vibratory rollers within 25-feet of structures• Avoid dropping heavy objects within 25-feet of structures• Avoid hoe rams, large bulldozers, and caisson drilling equipment within 15-feet of structures Noise and Vibration Mitigation
• The Project would need to negotiate to acquire the property at 801 Silverado Trail and demolish the structure to construct the proposed project• The property is listed on the City’s Historic Resource Inventory (HRI) and impacting the integrity of the East Napa Historic District by removing one of its contributing properties• The impacts to 801 Silverado Trail are considered to be significant under CEQA Cultural Resources Impacts
• The East Napa Historic District will be re-evaluated for listing on the National Register of Historic Places• Recordation of 801 Silverado Trail consistent with Historic American Building Survey (HABS) standards• Napa County Landmarks will assist in salvaging materials from 801 Silverado Trail• New wayfinding signage will identify the East Napa Historic District• The City of Napa, working with Napa County Landmarks, will develop a professional oral history documenting the neighborhood• New interpretive displays will tell the story of the East Napa Historic District Cultural Resources Mitigation

• Significant and Unavoidable Impact• Overriding Considerations• Project Benefits Statement of Overriding Considerations

Socio-Economic Impacts of Alternatives
•File Notice of Determination (NOD) •Advance final design to 65% Complete•Right-of-Way• Execute a Cooperative Agreement with Caltrans• Map needs• Appraise property acquisitions• Make offers and negotiate • Provide relocation assistance• Utility agreements• Cultural resource mitigation•Apply for construction funding•Finalize design•Advertise, Award, and Approve (AAA) construction contract•Construction Next Steps
