DESCRIPTION OF UNDERTAKING The City of Napa, in collaboration with Caltrans District 4, proposes to convert the existing intersection of Silverado Trail (State Route 121), Third Street, Coombsville Road, and East Avenue to two, single-lane roundabouts. The northern roundabout has four legs and includes SR 121, Third Street, and East Avenue. The southern roundabout has three legs and includes SR 121 and Coombsville Road. The Project would also include curb, gutter, ramps, sidewalk, streetlights, and storm drain improvements. Ground disturbing impacts will be up to 6 feet for utility relocations, lighting, landscaping and drainage facilities, placement of pipe, drainage structures, landscaping, irrigation, and backfill. A maximum excavation depth of 10 feet may be required to install foundations for retaining walls along the Coombsville Road and East Avenue legs. One residential property, 36 Coombsville Road will require major acquisition of an undeveloped area of the parcel in order to construct the new roundabouts; another, 801 Silverado Trail, will require full acquisition and will be demolished as part of the project. PROJECT DESCRIPTION The proposed scope of work for this project includes one build alternative. The Undertaking includes permanent right-of-way (ROW) acquisitions, including full acquisition of 801 Silverado Trail (APN-006-147-004) (Figure 1). The single-family house at 801 Silverado Trail, which is a contributing element to the identified East Napa Historic District, will be demolished as part of the Undertaking. Other acquisitions are required to accommodate the southerly roundabout, and minor frontage impacts to conform the roundabout(s) and/or shared use path, including driveway conforms or realignments. Temporary construction easements (TCEs) are required on eight parcels, which will be returned to their previous condition after completion of construction. The project elements are as follows: A double roundabout with four legs on the northern roundabout and three legs on the southern roundabout. Fill will be used to flatten the roadway grade on the eastern entry/exits. A 10-foot shared-use path throughout the new roundabout(s), buffered from the roadway by at least two feet of landscaping. Replacement of existing sidewalks as needed to follow the new roadway edge. Two retaining walls, including a short cut style retaining wall (4-6 feet tall and 100 feet long) along the northern side of Coombsville Road and a fill style retaining wall (12-14 feet high and 80 feet long) along the northern side of East Avenue. The retaining walls will support the new shared-use path and roundabout approach deflection, while minimizing impacts to adjacent parcels. Relocation of the water transmission line on Third Street. Adjustment of utility vaults to match the final pavement surface elevations.

EXHIBIT A

Relocation or undergrounding of up to six joint utility poles. A staging area on a City of Napa -owned surface parking lot at the north side of Third Street and Lawrence Street (APNs 006-132-001, -002, and 006). No structures are located on these parcels. Excavation for utility relocation, lighting, landscaping and drainage which require trenching, placement of pipe, drainage structures, landscaping, irrigation, and backfill will reach a maximum depth of six feet. An excavation depth of 10 feet may be required to install retaining walls foundations. No Build Alternative Under the No Build Alternative, there would be no action, and the improvements associated with the Build Alternative would not be constructed. This alternative does not satisfy the purpose and need of the project.
