CITY OF NAPA

PROCLAMATION
“Imagine a Day Without Water” ~ October 15, 2026
WHEREAS, “Imagine a Day Without Water” is a National Day of Action on October 15, 2026, that invites people across the country to recognize the essential role of water in our lives and communities; and WHEREAS, water powers people. It is a shared resource that powers our homes, schools, businesses, and community well-being, and a day without water would bring life to a halt, disrupting public health services, emergency response, and the foundational functions of society; and WHEREAS, people power water. A team of 68 dedicated City of Napa employees works around the clock to keep clean, safe drinking water flowing to 85,000 people, while maintaining 2 local watersheds, dams, and reservoirs, 3 water treatment plants, 10 pump stations, 15 storage tanks, and 360 miles of pipeline; and WHEREAS, all water customers are encouraged to attend the annual Tap Water Day Open House in May 2027 for an inside look at the processes and people that power our state-of-the-art Edward Barwick Jamieson Canyon Water Treatment Plant; and WHEREAS, the nation’s water infrastructure is aging. Approximately 140 miles of the City’s water mains are over 60 years old, critical transmission mains are subject to catastrophic failure, and the Hennessey Water Treatment Plant is 45 years old, all of which will require a prudent investment of capital funds to address; and our new Water Master Plan has identified $300 million in capital improvements needed over the next 30 years to continue providing reliable drinking water service at some of the lowest rates in the Bay Area; and WHEREAS, the 2026 Value of Water Index shows bipartisan voter support for prioritizing reliable water access has reached 92%. Water is the lifeblood of our communities, and it takes all of us to protect it. Our water infrastructure faces great challenges, and investing in our drinking water systems will help secure a more prosperous future for generations to come; and WHEREAS, the message is simple: Water can’t be taken for granted. Let’s make sure no one has to experience a day without it.

NOW, THEREFORE, BE IT RESOLVED that I, Scott Sedgley, Mayor of the City of Napa, along with the Napa City Council do hereby proclaim October 15, 2026, as “Imagine a Day Without Water” in support of educating the public about the value of reliable access to clean drinking water as essential to our quality of life.
