RESOLUTION R2026-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, AMENDING THE FISCAL YEAR 2026/27 CAPITAL IMPROVEMENT PLAN; and REALLOCATING A PORTION OF THE CITY’S AMERICAN RESCUE PLAN ACT FUNDs AS DOCUMENTED IN COUNCIL BUDGET AMENDMENT NO. 2P4; and determining that the actions authorized by this resolution are exempt from ceqa.
WHEREAS, the FY2026/27 Operating and Capital Improvement Budget was adopted on June 17, 2025, and amended by the FY2026/27 Mid-Cycle Budget on June 2, 2026; and WHEREAS Council action is needed for project funding revisions from previously approved Capital Improvement Program (CIP) budget; and WHEREAS, Council adopted the initial American Rescue Plan Act (ARPA) spending plan on March 15, 2022, and the remaining ARPA funds were included in the FY 2022/23 Budget adoption; and WHEREAS, Council approved amendments to the American Rescue Plan Act (ARPA) funding on October 3, 2023, November 7, 2023, and October 1, 2024; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:
The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
The City Council hereby approves the following changes to existing CIP projects:
Obligate $5,000 of CIP Facilities Reserve to the Generator for Facilities – Corporation Yard (33FC23PW05) Project De-obligate $8,799.42 of American Rescue Plan Act (ARPA) funds from the Generator for Facilities – Corporation Yard 33FC23PW05) Project The City Council hereby approves the following changes to the American Rescue Plan Act (ARPA) Fund Budget:
Obligate $8,799.42 of ARPA funds to the Public Works Lucity and GIS Improvements (30ARPA06) Project.
The City Council hereby approves the following changes to the City’s ARPA spending plan, De-obligate $8,799.42 of American Rescue Plan Act (ARPA) funds from the Generator for Facilities – Corporation Yard (33FC23PW05) Project Obligate $8,799.42 of ARPA funds to Public Works Lucity and GIS Improvements (30ARPA06) Project The City Council hereby approves the budget adjustment to the Fiscal Year 2026/27 Budget as documented in Council Budget Amendment 2P4 (attached hereto as Exhibit A and incorporated herein by reference).
The City Council hereby determines that the actions authorized by this resolution are exempt from CEQA pursuant to CEQA Guidelines Section 15378(b)(4) (fiscal activities that do not commit to a direct physical change in the environment).
This Resolution shall take effect immediately upon its adoption.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the City Council of the City of Napa at a public meeting of said City Council held on the 6th day of October, 2026, by the following vote:
