The Lovejoy Mansion at 1516 Third St. in Napa is a large Victorian mansion that has been in service as an apartment building since 1986. I purchased the property at the end of 2025, and wish to revitalize it, both inside and out. The property is designated as a local landmark, and I would like to enter a Mills Act contract to ensure preservation and maintenance of this beautiful old building.
The plan would include the following:
● Repairing the outside of the home and repainting in a period-appropriate style. The property has a fair amount of deferred maintenance, and the current paint may be 40 years old.
● Redoing the landscaping and maintaining it going forward. The property previously had overgrown shrubs and trees that would completely block the view of the home from the street.
● Renovating the individual units in the property. The building has 8 apartments inside, and I would like to modernize them while preserving the period details around the windows and in the common areas.
Signing a Mills Act contract would allow us to invest in the historic character of this part of Downtown Napa. Approval of this application would support continued investment in the community.
