1. Introduction and Request
This application is submitted to request approval of a Mills Act Property Historic Preservation Agreement between the City of Napa and the property owners for the historic residence located at 1031 Vallejo Street.
The purpose of this agreement is to facilitate the ongoing preservation, restoration, and structural maintenance of this valuable historic resource. The property tax savings realized through the Mills Act contract will be fully reinvested directly into the home, ensuring its architectural integrity is preserved for future generations in strict accordance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties.
2. Historical & Architectural Significance
The property at 1031 Vallejo Street is a contributing historic resource listed on the City of Napa’s Historic Resources Inventory.
• Architectural Style: The residence is an excellent, highly intact example of Craftsman Bungalow architecture, which is highly characteristic of Napa’s early residential development. • Key Historic Features: Notable exterior character-defining features of the home include:
o The prominent covered front porch with tapered square wood columns supporting a lowpitched roof line. o Original style wood double-hung and casement windows with distinct multi-lite patterns. o The decorative wooden front door and original style hardware.
3. Proposed Project Scope & Alignment with the 10-Year Plan The overall objective of this project is to execute a systematic, 10-year preservation program that addresses immediate deferred maintenance, stabilizes structural components, and meticulously restores original historic features.
The previously submitted 10-Year Rehabilitation/Restoration Plan details the exact timeline, but the primary phases of the project description include:

• Exterior Architectural Preservation: Hand-scraping, repairing, and repainting the original wood siding utilizing historically appropriate color palettes. Care will be taken to preserve and protect the original wood trim and decorative architectural elements. • Window and Door Restoration: Rehabilitating the wood windows as needed. This includes scraping, re-glazing, replacing worn sash cords, and ensuring they are fully functional and draftsealed without altering their historic profiles. • Structural and Systems Maintenance: Ensuring the building envelope remains fully weathertight and seismically sound. This includes scheduled roof inspections/repairs, foundation stabilization, and updating critical utilities to prevent future damage to the historic structure. • Landscape and Site Context: Maintenance of the site to complement the historic streetscape of Vallejo Street, ensuring that any modifications (including fencing or pathways) remain historically sensitive.
4. Statement of Support and Justification
The granting of a Mills Act contract is essential for the long-term stewardship of 1031 Vallejo Street.
Historic homes require specialized, high-cost craftsmanship and materials—such as custom milled lumber, specialized paint preparation, and artisan window rehabilitation—that far exceed standard modern home maintenance costs.
The property tax relief provided by this contract acts as a direct, dedicated funding source. This guarantee of financial reinvestment ensures that all work will be done to the highest preservation standards, safeguarding a piece of Napa's rich residential history and encouraging neighborhood-wide preservation efforts along Vallejo Street.
Respectfully Submitted,
