I enjoy walking in our city's parks with my dog Smitty.

Which Boards would you like to apply for?

I am not applying for multiple bodies, and wish to continuing to serve only on the Parks, Recreation & Trees Advisory Commission.

Community Service Experience:

Since the time I was first appointed to the Commission in 2020, I have expanded my volunteer work in the community. Through the 2021 growing season, I continued to help the Napa County Resource Conservation District, by assisting the District's Vineyard Manager on vineyard irrigation and leaf stress issues. After that project ended, I helped the District out by monitoring the level and condition of several creeks on an ongoing basis. I have also become deeply involved in doing volunteer work for Jameson Humane. I have assisted them as a volunteer at a WineaPAWlooza fundraising event and have helped out with cat socialization. Until the end of 2025, I also continued to write a bi-monthly blog article for their website, covering a broad range of animal welfare and animal care topics. During the past year I have also volunteered with Molly's Angels, giving rides to seniors and others who need to get to medical appointments. And I have also been volunteering with Canine Guardians Assistance Dogs, helping out with drafting and organizing grant applications with private foundations and trusts.

Jeffrey M Richard
Other relevant experience or expertise:

My many years of experience as an attorney handling and use issues, public works issues, and the process of acquiring land for public projects continue to qualify me to serve on the Commission. As a public servant for many years before I retired from law practice in December 2019, and as an executive in two County Counsel offices for a total of 15 years, I developed a strong working understanding of the constraints and goals of public improvement programs and am especially well-acquainted with budgetary issues. With regard to my experience on parks issues in particular, among many other land use and real property matters that I took on, I handled litigation for the County of Orange in which the County fought to retain rights to a large portion of O'Neill Regional Park. In that context, I dealt with many issues relating to parks and the preservation of regional recreational opportunities. I developed a deep appreciation for the difficult task that staff and the Council have in balancing competing interests in preserving public resources and parklands. My service on the Commission for the past 6 years also gives me background necessary to fully understand the important issues facing the City, including full implementation of the Urban Forestry Master Plan and important public projects such as the repurposing of the Harvest Middle School property.

Additional Questions
What is your understanding of the role and responsibility of this board? Having served on the Commission for the past years, I am now well-acquainted with the role of the Commission. While there may be times when we may be asked to take action on issues involving trees, our role is largely advisory to the Council. We also serve as an important sounding-board for staff when they present reports on their latest projects and accomplishments. By asking questions of staff and voicing concerns on the issues presented, I think we serve an important purpose in preparing staff for their presentations to the City Council.

Have you ever attended a meeting of this board? If so, how many? Yes, I have attended most of the meetings during my tenure. I am one of the most consistent attendees.

What duties of this board are most interesting to you?
The work of the Commission in advising the City Council and providing input to staff on issues relating to development, improvement and preservation of parks and green spaces. In particular, I am proud of the role we have played in providing input to staff on the Urban Forestry Master Plan and Fuller Park playable art project.

What activities of this board are least interesting to you? In my work on the Commission, there has not been a single aspect of its activities that did not interest me.

What programs or projects would you like to see improved or implemented? The urban forestry master plan and recreational repurposing of Harvest Middle School.

How would you approach improving these project(s) or program(s)? I think staff is doing a fantastic job on the projects that most interest me as described above.

I would continue to lend my voice with construction suggestions and questions and in helping staff and the City Council implement the projects.

Jeffrey M Richard
Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? I know of no potential conflicts. I am now retired from the County Counsel's office so have no ongoing attorney-client relationship with any entity or person who might come before the Commission.

City Council Members Beth Painter and Bernie Narvaez
Commission Nomination Committee

Dear Hon. Council Members Painter and Narvaez:

For nearly six years, it has been my great privilege and pleasure to serve our community on the Napa Parks, Recreation and Trees Advisory Commission. I would dearly love to continue my participation there. I apologize for my absence from the interviews, but my wife Kit and I have been looking forward to a long-planned trip to St. Paul MN to visit our eldest daughter and her husband and will be there on the days of the interviews. And given our plans while there, I will be unable to participate online.

My legal career began in December 1982 after I received my JD from Berkeley Law at the University of California. I was in private practice for about 19 years with three law firms over the course of those years in Southern California. In 2001, I left private practice and began my 17 years of service in the public sector. Before retiring, I was Chief Deputy Napa County Counsel. From October 2017 through March 2018, I served as Acting Napa County Counsel while the Board of Supervisors and County Executive Officer recruited a new County Counsel who didn’t have retirement plans as I did. Before my time with Napa County, I worked for 13 years with the Orange County Counsel’s office where I served during the last few years as Senior Assistant County Counsel.

Since January 2020, I have done my best to be a responsible retiree, balancing recreation with a number of volunteer/charitable endeavors. For a number of years, I wrote a blog for Jameson Humane, an animal rescue and support organization. My articles can be found here:
https://www.jamesonanimalrescueranch.org/news-events/blog More recently, I have been doing volunteer grant application work for Canine Guardians Assistance Dogs, a small non-profit here in Napa that trains service dogs and pairs them with those in need, including veterans with PTSD and other disabilities. I also volunteer when I can with Molly’s Angels, giving rides to seniors and others for medical appointments.

But frankly, my most interesting volunteer work has been my service on the Commission.

I greatly enjoy our important role in providing input and constructive advice to the Council and to the Parks & Recreation Department’s amazing staff on projects that are so important to the quality of life here in Napa. I believe that I add value to the Commission’s work based on my 17 years of experience in advising and supporting Napa County and Orange County staff and leaders in their handling of significant public projects, my deep appreciation of often-competing public policies and interests and of financial realities and constraints, and in particular my familiarity with our key ongoing City of Napa projects such as the major Harvest Middle School project and long range implementation of the Urban Forestry Master Plan. 2 I appreciate your consideration of my application and respectfully request reappointment. If you have any questions at all or desire more information not provided in my application, I would be happy to speak on the phone or communicate by text or email.

Sincerely yours,
Jeffrey M. Richard

What is your understanding of the role and responsibility of this board? To advise the City Council on matters relating to the operation and management of recreational services in the City of Napa including the upgrading of facilities to accommodate public safety, providing well maintained dog walking and bike paths within existing city parks, providing accessible hiking paths in city parkland for all age groups, establish an ongoing program for the planting, maintenance and replacement of trees on city owned property and planning for future recrational services for all age groups in the City of Napa.

Mike Wallace
Have you ever attended a meeting of this board? If so, how many? no
What duties of this board are most interesting to you?
Providing input with the tree services; providing input in meeting the recreational interests of teenagers; providing input in the recreational intersts for seniors to include more activities that promote fitness and healthy life-style activities.

What activities of this board are least interesting to you? Budget planning and financial analysis
What programs or projects would you like to see improved or implemented? I would like to see the City of Napa as a major hub for state-wide youth sports competition. i.e. girls softball tournaments, boys and girls soccer tournaments, boys and girls flag football tournaments. Napa already has a natural draw for people to visit. Why not tap into that attraction to accommodate youth sports along with their families. Implementation of the program stated above would require cooperation with the NVUSD for the use of fields and other facilities.

How would you approach improving these project(s) or program(s)? I would approach the private sector here in the Napa Valley to help finance a large, multiplesports complex that would accommodate all team sports, including both youth and adult sports. The Napa Valley has more to offer than trendy wine tasting facilities. I feel the local private sector support for youth and adult recreational activities is underutilized.

Additional Questions
What is your understanding of the role and responsibility of this board? My understanding is that the Parks, Recreation and Trees Advisory Commission helps advise the City on parks, recreation, cultural activities, landscaping, and urban forestry while also serving as a decision-making body for certain tree-related matters. Its role is to help ensure these community assets continue to serve residents today and for years to come.

Have you ever attended a meeting of this board? If so, how many? 0 Megan Cassady
What duties of this board are most interesting to you?
The duties that interest me most are listening to community needs and helping make thoughtful recommendations that balance those needs with what is practical and achievable for the City. I enjoy bringing people together, understanding different perspectives, and finding solutions that create the greatest benefit for the community. I'm also particularly interested in the commission's work related to trees and urban forestry. Trees provide shade, beauty, habitat, and environmental benefits that enhance quality of life for everyone.

They help make parks and neighborhoods more welcoming and sustainable. The commission's responsibilities related to tree preservation and urban forestry are among the aspects that most appeal to me
What activities of this board are least interesting to you? While I find all aspects of the commission's work important, I would likely be less drawn to the formal permit and appeals processes related to individual tree removal or protected tree determinations. Those decisions are necessary responsibilities of the commission, but my greatest interest lies in the broader community-facing work: understanding resident needs, helping shape parks and recreation opportunities, supporting urban forestry efforts, and ensuring public spaces continue to enhance quality of life in Napa.

What programs or projects would you like to see improved or implemented? Napa's ongoing investments in playground replacements, park improvements, and facility upgrades are exciting projects that deserve continued attention. Maintaining safe, welcoming, and well-used parks across all neighborhoods can have a meaningful impact on quality of life for residents of all ages. The future recreation campus at the former Harvest Middle School site is another project of particular interest. Continued community engagement throughout the planning process will help ensure the space reflects the needs and priorities of Napa residents for years to come. Urban forestry and tree preservation are especially meaningful areas of focus. Trees bring shade, color, and life to our parks and neighborhoods while supporting environmental sustainability. Fuller Park is one of my favorite places to relax and unwind with my husband and our dog, and its mature trees are a big part of what makes that space so special. Continued investment in preserving and expanding Napa's tree canopy would be a valuable benefit for both current and future generations.

How would you approach improving these project(s) or program(s)? My approach would start with listening. As a Certified Coach and experienced facilitator, much of my professional work involves bringing people together, understanding different perspectives, and helping groups find common ground. Those same skills apply to community conversations about parks, recreation, and urban forestry. Whether discussing playground improvements, the future recreation campus, or tree preservation efforts, I would seek input from residents, understand what matters most to the community, and balance those needs with practical considerations such as budget, maintenance requirements, accessibility, and long-term sustainability Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No

Other relevant experience or expertise:

I have over 25 years of experience working as a professional land use planner for the County of Napa. Through this experience have developed a strong understanding of the roles and responsibilities of numerous boards, commissions and advisory groups, both in terms of procedural requirements and substance. Over my career I have advised the County Board of Supervisors, Planning Commission the Napa County Wildlife Conservation Commission, and several committees on matters related to land use planning, as well as served on technical advisory committees on matters pertaining to tree protection, erosion and water quality, and fire protection and recovery. Of particular relevance, for the past 10 years I have managed the County’s environmental review program for hillside vineyard development projects, which involves significant modifications to the natural environment requiring extensive environmental review. Many projects involve extensive tree and vegetation removal, which requires extensive expertise in the field of biology and arboriculture, among other disciplines. Since 2012 I have served as the secretary to Napa County’s Wildlife Conservation Commission, which is an eight-member commission that advises the Napa County Board of Supervisors on policy matters and funding proposals that preserved and enhance Napa County wildlife and their habitats. From an educational and training perspective, I have completed several courses germane to the Parks, Recreation and Trees Advisory Commission including Botany, Plant Taxonomy, Dendrology, Forestry Management, Ecosystems Management, Landscape Ecology and Planning, among others. And finally, I have had the pleasure of serving on the Parks, Recreations, and Trees Advisory Commission for the past 2 years during which time I have had made several positive contributions. in addition, during my two year tenure, I served on the three member by-laws sub-committee and the Joint Ad-Hoc Committee of the PRTAC and Senior advisory Commission that is currently in place. I am currently serving a vice chair on the Commission. I believe the combination of my recent experience on the Commission, professional experience and educational background provide significant experience and expertise would continue to serve the Commission and the public well if I were to be given the privilege to continue to serve on the Commission.

Additional Questions
What is your understanding of the role and responsibility of this board? The primary role of the Commission is to advise the Parks and Recreation Services Director and the City Council on matters related to development and use of landscaped areas. The commission can also be the decision making body on decisions related to the planting and removal of city trees.

Have you ever attended a meeting of this board? If so, how many? Yes. I have been on the Commission for the past four years.

What duties of this board are most interesting to you?
I am very interested in items such as the implementation of the Community Services, Parks and Recreation element (and related elements) of the City’s General Plan, particularly the urban forestry master plan and interrelationship with climate related goals. Duties involving research and problem-solving resulting in thoughtful recommendations are particularly interesting and fulfilling. Overall, I am very much excited to play a role in furthering the City’s goals and policies for the betterment of the community and its visitors.

What activities of this board are least interesting to you? After having served on the Commission for the past four years, I honestly cannot recall an activity or topic that was not interesting to me.

Brian D Bordona
What programs or projects would you like to see improved or implemented? The following are a few examples of projects that I would like to see improved and implemented. 1) Implementation of the Community Services, Parks and Recreation element (and related elements) of the City’s General Plan, particularly the urban forestry master plan and interrelationship with climate related goals. 2) Westwood Hills Park: I would like to build upon the recent improvements to Westwood Hills Park, focusing on trail maintenance and improvements to increase public safety and reduce erosion potential. As part of this effort, I would like to include vegetation management strategies aimed at reducing fire hazards through the removal of invasive plants (primarily Scotch broom) and replacement/restoration of native vegetation. 3) Urban Landscapes and Parks: I would like to explore opportunities to incorporate more of an ecology philosophy to the way in which we landscape our urban landscapes and parks. The primary intent would be to improve aesthetics and biodiversity within these landscapes though the use of native trees and plants that could attract a wider range of insects and pollinators, which in turn would result in greater populations of birds among other ecological benefits. Not only could these areas create a more aesthetically pleasing areas for residents to picnic and interact, they could also provide for public education opportunities and function as outdoor classrooms, educating students on the value of native flora and fauna. 4) Alston Park: I would like to enhance the tree planting and restoration efforts at Alston Park with particular focus on riparian areas and small drainages that have become gullies over the past several years.

How would you approach improving these project(s) or program(s)? I would approach these projects by first taking stock of existing plans, programs, policies and financial resources currently in place and determine if they could be enhanced or improved upon to further these projects. Second, I look to either build upon existing plans or develop new ones to carry out these projects. I would look to enhance or establish relationships with our schools and many existing outdoor education professionals as well as through organization such as the Resource Conservation District, Parks and Open Space District, Master Gardeners, Napa Audubon, California Native Plant Society, and other agencies for resources including technical expertise and volunteer coordination to further these efforts.

Are you involved in any organizations or activities that may result in a conflict of interest if you are appointed to this board? No
