RESOLUTION R2026-__
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, AMENDING THE CITY’S BUDGET STAFFING PLAN AND AMENDING THE FY 2026/27 NONRECURRING GENERAL FUND BUDGET AS DOCUMENTED IN COUNCIL BUDGET AMENDMENT NO. 03P04.

WHEREAS, on June 17, 2025, the City Council adopted a Five-Year Budget Staffing Plan as a part of the Adopted Budget for Fiscal Years 2025/26 and 2026/27, and the City Council has regularly approved subsequent resolutions to amend the Staffing Plan; and WHEREAS, on June 3, 2026, the City Council amended the City’s Budget Staffing Plan as a part of the Mid-Cycle Budget Adjustments for Fiscal Year 2026/27; and WHEREAS, the annual cost of a System Administrator is currently $185,000. Should the proposed action be approved, the anticipated fill date would be November 2026. The addition of one Limited-Term System Administrator position will be funded from the Nonrecurring General Fund, which has adequate fund balance to support the position in the current and subsequent fiscal year. For FY 2026/27, 67 percent of the position cost would be appropriated whereas the full cost of the position will be budgeted in fiscal year 2027/28. Bringing the position in as limited-term is appropriate while the City evaluates reductions in contracted service costs resulting from adding this position and determines whether the ongoing need warrants establishing the position as a regular full-time position; and WHEREAS, the position will also be incorporated into a new Cost Allocation Plan for 911 and Dispatch services, providing an opportunity to recover a portion of the position's ongoing costs through additional pro rata revenue from other agencies utilizing the City's services; and WHEREAS, it is recommended by the Human Resources Department to amend the staffing plan to reflect current operational needs; and WHEREAS, the City Manager recommends, by adoption of this resolution, that the City Council add one (1) position allocation to Fiscal Year 2026/27 budget for a Limited-Term Systems Administrator in the Information Technology Division under the City Manager’s Office to be valid for two years from date of hire; and WHEREAS, the City Council finds that the modifications to the City’s Budget Staffing Plan set forth in this resolution are necessary in order to guarantee sufficient resources to provide essential municipal services; and WHEREAS, the City Council has considered all information related to this matter, as presented at the public meetings of the City Council identified herein, including any supporting reports by City Staff, and any information provided during public meetings.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:

The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.

The City Council hereby approves amending the City’ Budget Staffing Plan by adding one (1) position allocation for Systems Administrator in the Information Technology Division under the City Manager’s Office.

3. The City Council hereby approves amending the FY 2026/27 Nonrecurring General Fund Budget as documented in Council Budget Amendment No. 03P04 attached hereto as Exhibit “A.” This Resolution shall take effect immediately upon its adoption.
