RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NAPA, STATE OF CALIFORNIA, SUPPORTING HOUSE CONCURRENT RESOLUTION 46 AUTHORED BY CONGRESSMAN MIKE THOMPSON WHEREAS, there is broad scientific consensus that climate change caused by human activity represents a growing danger to human health, safety, and economic prosperity, and that the window of opportunity for long term climate preservation is rapidly closing; and
WHEREAS, on April 5, 2022, the City adopted resolution R2022-030 declaring a climate emergency; and WHEREAS, the City of Napa’s Climate Emergency Declaration Resolution acknowledged the following:

California, Napa County and their residents, economy, and environment have already experienced dramatic adverse effects from climate change including prolonged wildfire seasons, firestorms, rising temperatures, mudslides, severe droughts, property destruction, damage to infrastructure, and loss of life; and Climate breakdown, while endangering all people, disproportionally impacts the young and most vulnerable, exacerbating existing social justice and other inequities; and WHEREAS, City Council has named climate action as a City Council focus area since 2022 and is working with American Canyon, Calistoga, Napa County, St. Helena, and Yountville to develop a Regional Climate Action and Adaptation Plan which includes measures and actions to address climate change and adapt to changing climate conditions; and WHEREAS, Congressman Mike Thompson introduced House Resolution (H. Res.) 1563 on November 5, 2024, and House Congressional Resolution (H. Con. Res.) 46 on July 23, 2025, reflecting the nation's commitment to ensuring a safe and healthy climate for future generations by striving for climate restoration, specifically aiming to reduce atmospheric CO2 concentrations below 300 ppm by 2050—a level under which humans have primarily lived.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Napa, as follows:

The City Council hereby finds that the facts set forth in the recitals to this Resolution are true and correct, and establish the factual basis for the City Council’s adoption of this Resolution.
