District Map Review Criteria
The four (4) districts must be drawn using the 2020 census data and in compliance with the FAIR MAPS Act (Act), which was adopted by the California Legislature as Assembly Bill 849 and took effect January 1, 2020.

Under the Act, the maps are drawn and adopt boundaries using the following criteria in the listed order of priority:

1. Comply with the federal requirements of equal population and the Voting Rights Act.

2. Geographically contiguous

3. Undivided neighborhoods and "communities of interest" (socio-economic geographic areas that should be kept together)

4. Easily identifiable boundaries

6. Shall not favor or discriminate against a political party.

Elections Codes Section 10010 outlines the required process to transition to district-based elections and requires at least four (4) public hearings. This will be the fourth required public hearing to consider moving to by-district elections. The City Council and public will receive a presentation by Matt Rexroad of Redistricting Insights, who has been hired by the City to assist with the demographic analysis. The presentation is a final review of the three final maps chosen by the City Council on Saturday, March 5 and any maps submitted following meeting up to the submittal deadline of Tuesday, March 8 at 4:00 p.m. All meetings will be held virtually and Public Comment will be received both written/verbal following the presentation.

Community Outreach
The City has partnered with a consultant, Redistricting Insights, to utilize 2020 Federal Census data to determine district options for consideration. The City is working collaboratively with Falcon Strategies to engage the community and distribute information in multiple languages to ensure participation from all segments of the community.

To date outreach has included:

1. City Social Media (Facebook, Instagram, Twitter) and the City website (District Elections) page.

2. The City website page and social media includes translations of all documents in Spanish, and Tagalog.

3. Legal Noticing (English, Spanish, Tagalog) in The Star News, El Latino, and the Filipino Press. Also available on the City Bulletin Boards at City Hall and the City website Districting page.

4. Interviews with the City Clerk on Telemundo TV, NBC and CBS

5. Kiosks set up at the Library to assist with online mapping tool

6. Assistance at Library with the paper map drawing process

7. Livestreaming of public meetings on the City website and videos posted for future viewing.

The public is requested to continue to provide input regarding communities of interest and other local factors that should be considered while drafting district maps. A community of interest under the relevant Elections Code for the City is "a population that shares common social or economic interests that should be included within a single district for purposes of its effective and fair representation."
Possible features defining communities of interest might include, but are not limited to:
• School districts;
• Natural and artificial boundaries dividing line such as major roads, hills, or highways' Area around parks and other neighborhood landmarks;
• Common issues, neighborhood activities, or legislative/election concerns; and • Shared demographic characteristics, such as:
> Similar levels of income, education, or linguistic insolation; > Languages spoken at home; and
• Single-Family and Multi-Family Housing Unit areas.

Features that are not included in defining communities of interest are relationships with political parties, incumbents, or political candidates.

Maps Presented for Final Consideration - March 15 Public Hearing As of March, 8, 2022 at 4:00 p.m. deadline maps presented for consideration are three (3) maps from the previous submittals reviewed at the March 5 City Council Meeting, and an additional five (5) maps submitted by Zachary Gomez.

At the March 15 Public Hearing, Redistricting Insights will provide a presentation of all eight (8) maps to City Council for consideration, outlining how each may meet required criteria. City Council can then receive public comment and provide further direction to staff regarding which map will move to final adoption. For discussion purposes, staff has requested Redistricting Insights number the districts sequence as 1-4 in a clockwise motion.

Page 3 of 12 ends

Next Steps
Due to the consolidated timeline, at that March 21 meeting, the City Council will introduce and adopt an Ordinance amending the National City Municipal Code to establish and implement by-district elections for City Councilmembers. The sequencing of the district elections in November 2022 and 2024 will also be discussed.

The new district boundary maps must be submitted to the County Registrar no later than April 17, 2022 due to the timelines associated with the November election.

Recommendation
It is recommended that the City Council review the maps submitted, and choose map for final adoption.

November 2022 Elections
If the City Council determines that the decision to hold by-district elections would be in the best interest of the City, the changes would be effective once an Ordinance is adopted and the National City Municipal Code changed to reflect the new process. Pursuant to California Government Code Section 34886, Councilmembers would be elected to represent a district, must reside in that district and be a registered voter in that district, as well as any future candidates. The Mayor would remain at-large representing the City as a whole.

The first by-district election would occur in November 2022 with the current terms of Mayor Sotelo-Solis, Councilmember Morrison, and Councilmember Rios ending. They may be considered for re-election depending on the final map adopted, which office they choose to pursue and the location of their residence.

For those Councilmembers currently in office at the time of the Ordinance codification, they shall continue in office until the expiration of the full term to which they were elected and until a successor is qualified. At the end of the term, each Councilmember thereafter, shall be elected on a by-district basis.
