Public Comment for City Council meeting of April 4, 2023 from Mr. Ted Godshalk Council and Mayor,
I think it was very important that the Councilperson from District 1, Ms. Luz Molina, publicly recognized the many women employees of the City of National City during your last meeting, as part of her comments for Women’s History Month in March of 2023.

I believe it is also important to recognize the significant contributions by the many women who serve as volunteers on city boards, commissions, and committees. There are many involved people, but to name a few who have contributed to the Library Trustees and The Friends of the Library, the following volunteers deserve recognition, as well:

Monica O’ Hara
Marie Bartlett
Shirley Ferrill
Miki Head
Margaret Godshalk
Nancy Castro Nieto
Anzueth Zambrano
Coyote Moon
and
Barbara Rydberg
There are certainly many more women from the other committees deserving of your recognition. With the support of these women volunteers, the Library has served our community during good and bad times, through the pandemic, and as we emerge from that public health emergency. I recognize them for their volunteer work and so should you.

Item 7.3 - Ted Godshalk
April 4, 2023
To: Council members of National City
On behalf of the California Lowrider Alliance in full support of United Lowrider Coalition.

The CLA supports the repeal of the NO Cruising Ordinance in its entirety.

The No Cruising ordinance was enacted as a means to control cruising. The ordinance, targets minority individuals who own low-profile vehicles, known as “low riders.” The ordinance profiles and stigmatizes low riders as criminals for owning and driving their vehicles. If the county’s concern is traffic control, there are several existing, non-race preferential and more practical state vehicle codes to address traffic control. Such as Section California Vehicle Code 22526(a) prohibits blocking of an intersection because a vehicle did not make it through before a light changed to red.

Lowriders are not “sideshows.” We do not spin out, violently perform donuts, burn-out our tires and endanger the sightseeing public. We are low and slow! Lowriders have publicized the No Cruising ordinance as an application of the inequities and racial profiling of a car culture that is family oriented and in itself an expression of the vehicle owner’s art canvas on wheels.

The No Cruising ordinance only relevance is to openly and publicly support racial profiling of the car owner and car culture that is family friendly and civic minded. The low rider community voluntarily contributes to the civil duties and economic recovery of the County as we organize food, toy, water, clothing, and school supply drives. Lowriders contribute to feed the unhoused, bring prosperity to businesses and contribute to existing non-profit organizations through fundraisers and participating in parades and social service organizations.

Moving forward, stop the oppression on cruising and repeal the No Cruising ordinance. Embrace lowriders for what they are -- Art on wheels.

Cruising is not a crime.

To: National City, Mayor, and City Council Members
Re: Support The Repeal of the - No Cruising Ordinance in National City, California.

On behalf of the Sacramento Lowrider Commission (SLC), advocating for over 40 lowrider car clubs with hundreds of members and solo riders, we are expressing our support to repeal the no cruising ordinance statewide and most notably to repeal the No Cruising Ordinance in National City, California.

As noted on the City Council Agenda for April 4, 2023, Agenda item 7.4, is the request to approve the letter in support of Assembly Bill 436 – Cruising Is Not A Crime legislation.

National City does not have to wait for Governor Newsome to sign AB 436 . Today, National City own City Council can make a motion to repeal the City’s ordinance on No Cruising. Why wait? The SLC advocates the lawful activities associated with cruising in lowriders and illuminating on the many charitable and philanthropic efforts in which car clubs and solo riders participate in.

The SLC was instrumental in advocating for the repeal of the ordinance that prohibited cruising for 34 years in the City and County of Sacramento. The City repeal occurred on May 31, 2022, and the County repeal occurred on March 14, 2023, both government decisions were by unanimous vote.

We are certain the car clubs and solo riders in National City will collaborate with local law enforcement and city officials to give assurances that cruising is a cultural event and lifestyle that promotes family gatherings and economic prosperity.

Please contact me at or at should you
have any questions.

Sincerely,
For

I am in complete support of repealing the no cruising ban. The outdated ordinance is racist in nature and criminalizes a culture. I am in favor of Assembly Bill 436 that calls on all cities/counties to repeal the anti-cruising ordinances. As a member of the California Lowrider Alliance, we stand in solidarity with all those who recognize the value and culture of cruising, Lowriding, and the "Low and Slow" lifestyle.
