Good evening, Mayor Morrison and Honorable City Councilmembers, It is appropriate for you to review the performance of the City Manager this evening, and to strongly consider his termination.
It seems that under his leadership, many of your policies and directives have languished, stalled, or simply been blocked by his inaction.
For example, more than one year ago, following the City Council's vote to negotiate a citywide project labor agreement with the San Diego and Imperial Counties Building and Construction Trades Council, that Council provided the City with the proposed PLA language.
Around that time, the Mayor at the time said it was in the hands of the City Manager. To my knowledge, no action has yet been taken.
When Mr. Raulston's contract was discussed by the Council last year, many community members, including local labor leaders representing city workers, publicly urged you to hold him accountable to their membership. Their voices were largely ignored. I urge you to heed them at this time.
I applaud the work the Mayor and this Council have done over the last few months to come to collaborative solutions for National City residents, but if the City Manager is blocking action and refuses to implement the policies and budget you approve in your official duties, your work becomes meaningless.
He has been long put on notice and has not changed, and it's time for him to go.
Thank you.
