PROJECT LABOR AGREEMENT

PLA PURPOSES
• Help serve public agencies by providing
on-time, conflict-free completion of public
works projects
• Goal is to reduce overall construction costs
by ensuring work is completed efficiently,
cooperatively, economically and
interruption free, i.e. no strikes or picketing
• Include targeted hiring and apprenticeship
training opportunities
2 LOCAL PLAs
• City of La Mesa
• San Diego Unified School District
• Port of San Diego
• Airport Authority
3 NATIONAL CITY’S PLA
• 3-year term with optional 3-year extension
• Applies to public works projects over $1
million
• Exceptions to PLA include:
• Inefficiency or impracticability, upon a 4/5 vote
• Where the City receives less than 3 bids
• Where the bids exceed 10% of estimated cost
• The PLA may be amended in the future to
include favorable or beneficial provisions
from other PLAs
4 RECOMMENDATION
Approve the PLA subject to final review and
approval by City Manager and City Attorney
If approved, the PLA would be effective 30-
days after signing and would apply to projects
bid after that time
