I have been trying for over 30 minutes to register for public comment, and it keeps failing and giving me errors. I am not sure why.
Here is what I want to say at tonight's meeting:
Good Evening,
As a parent of youth and young adults and as a public health advocate providing presentations at local schools on tobacco prevention in different cities of San Diego County, I am concerned about the high rates of illegal sales to youth and young adults' (children). The Young Tobacco Purchase Survey results conducted by SAY San Diego in National City, Imperial Beach and the city of San Diego, average 25% of illegal sales. This is unacceptable.
National City needs a strong tobacco retail license because in California, it is illegal for retailers to sell tobacco products to anyone under the age of 21. A TRL can significantly reduce the number of illegal sales to youth, it can generate revenue to fund programs to protect youth from illegal sales and can include hefty fines and penalties for stores that violate the law, including suspension or revocation of the license.
Having retailers be held responsible for what they are selling to our youth and holding them accountable when they break the law seems like the right thing for National City to do to help support our youth from becoming addicted to nicotine and having an entire new generation of smokers and vapers. Kudos to the majority of tobacco retailers who respect the community and youth and who follow the law.
Thank you,
Mary Badiner

Re: Agenda Item 9-2. Support Reappointment of Dr. Gil Ungab to the Port Commission for a Four-Year Term
Dear Honorable Mayor Morrison and City Councilmembers,
My name is Debbie Discar-Espe, and I am the Chairwoman of the Board for Sharp Chula Vista Medical Center and the South County Economic Development Council. Additionally, I serve as a member of the executive board of the Asian Business Association of San Diego and oversee Retina World Congress, a not-for-profit organization dedicated to providing global education and advancing the field of retina care. However, today I am writing on behalf of myself – a native San Diegan raised in the South County, and where my husband and I chose to raise our now-adult children.
I wholeheartedly support Dr. Gil Ungab's reappointment as National City's representative to the San Diego Port Commission. Dr. Ungab has consistently demonstrated his unwavering commitment to the well-being of National City and its underserved communities. His efforts to establish a trauma and burn unit in the South County are a testament to his dedication to improving healthcare access and outcomes for all residents. This is particularly crucial as no such facility exists south of downtown San Diego, making it essential for our communities to have access to these vital services. Dr. Ungab's leadership and vision have been instrumental in advocating for the needs of our communities, and ensuring that National City receives its fair share of resources and attention.
Recently, a battery energy storage site was granted funding in National City and the Environmental process was initiated. With recent fires in Chula Vista and Escondido related to the storage of these batteries, the importance of having knowledgeable and proactive leaders like Dr. Ungab cannot be overstated. His expertise and experience in both the medical and community advocacy fields make him uniquely qualified to address such issues and work towards preventing future incidents. Dr. Ungab's reappointment will ensure that National City continues to have a strong and effective voice on the San Diego Port Commission, championing the interests of our residents and fostering a safer, healthier community.
Sincerely,
Debbie Discar-Espe

RE: Support for re-appointment of Dr. Gilanthony Ungab as Port Commissioner Dear Mayor Morrison and Councilmembers,
I am writing to express my enthusiastic support for Dr. Gilanthony in his reappointment for Port Commissioner of National City. Having known Dr. Ungab for nine years, I can attest to his unwavering dedication and genuine passion for National City and its residents.
I work closely with Dr. Ungab in my role as the manager of Sharp HealthCare Foundation at Sharp Chula Vista Medical Center. I have witnessed firsthand Dr. Ungab’s efforts to better our community through his work as a physician, entrepreneur, and community advocate. His commitment to service and deep understanding makes him an exceptional Port Commissioner in National City – my childhood hometown!
Dr. Ungab’s experience as an entrepreneur and thought-leader has equipped him with the foresight and business acumen that has already proven invaluable in the commissioner role.
Additionally, Dr. Ungab is providing leadership at Sharp Chula Vista Medical Center’s investigation towards opening a trauma/burn unit in response to the recent fires.
I and my colleagues were thrilled at the first appointment of Dr. Ungab as Port Commissioner and I trust that he has been an asset so far. Please consider my endorsement for Dr. Ungab’s for reappointment of Port Commissioner. His leadership qualities, combined with a generous heart for National City, make him an ideal leader in our community.
Thank you for your time and consideration.
Sincerely,
Dr. Beverly Codallos

RE: Reappointment of Dr. Gil Ungab
Dear Mayor and City Council,
I strongly support the City Council re-appointing Dr. Gil Ungab as the City’s representative on the Port Commission. The City spent a significant amount of time earlier this year engaging in a process that brought forward numerous candidates. It is commonly known fact that the search even began as early as late last year, as certain City Council members scrambled to find candidates behind the scenes to their liking. This then culminated in a last-minute special session (on short notice) to finally appoint the candidates, with Dr. Ungab emerging as the appointee.
The notion that the City would now, yet again, consider changing course is simply a ridiculous proposition that would make the City Council members appear indecisive and incompetent. But we know that to not be entirely true. Instead, it would simply be a political move to appease special interests.
As it has already demonstrated with its prior Commissioner, the City Council can take steps to remove its Commissioner at any time if it is not pleased. So far, Dr. Ungab has done an excellent job acting in the best interests of the City. He has acted independent of the other Commissioners, making his position all the more powerful. There is no reason to replace him now. In fact, it would make his services already rendered moot and place him in a lame duck status, compromising the City’s own interests and its image.
Please re-appoint him.
Sincerely,
/s/ Audie J. De Castro

CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or clicking links, especially from unknown senders.
Public Comments for 111/19/2024 from Mr. Ted Godshalk:
Mayor and Councilors,
When I participate in the business of the City of National City, I work under the assumption that the people on the dias and in the staff chairs are operating with integrity. There are some items on tonight’s agenda that bring me to question that assumption.
First, I would like to express my support for Dr. Gil Ungab to continue as the City’s representative to the Port Commission (item 9.2). Dr. Ungab has been committing time to learn the job and apparently wishes to continue in the role. The appointment of another person to this position at this time would not help the community understand the Port issues any better, would not move beneficial projects any faster, and would not defend the community against any proposals that could hurt the community. Resist any “outside” pressure to change at this time. Please keep Dr. Ungab with a full reappointment.
Second, tonight’s agenda is very “full" and complex. There is a natural completion to some of the ARPA process and this requires careful review on your part to guarantee that the public is getting the projects it needs at this time. We will watch as the projects are built out.
As you know, I am against the use of time limits on speakers. I am for everyone being given enough time to participate meaningfully. I have some comments for several items tonight; some are on the Consent Calendar and should have answers before you vote to accept.
For Consent Item #10.2, I am very surprised to see that there are two modifications to the list of projects on the final ARPA appropriations. At no time was the Police Department Upgrades brought up. We did not see this project on any list, nor was it discussed in 2021, 2022, or 2023 at the 11 public meetings held. It was discussed as recently as April 16th. Earlier the public, in fact, was persuaded to accept taking out the bathrooms at PCEP and to give up other requests for improvements while Las Palmas Pool and Park improvements sucked up most of the funding. Now $1.4 million is requested by staff for the Police Department (Item 10.16). I am not going to argue against the basic assumption that the police force should be ready for any emergency, especially after the calamity of the winter floods. Preparedness for disasters has always needed your attention. I am going to argue that there is an assumption of a missing level of integrity in this process that requires an adherence to earlier commitments.
The Las Palmas/ARPA items are seen in items 10.2, 10.12,10.14, and 10.28. You should have a complete accounting for how much this project will cost through contracts and how much staff time has been charged to this, as well.
I support the items 10.4 and 10.30 that will hopefully aid in better storm water management at Ted Godshalk - Items 9.2, 10.2, 10.4, 10.12, 10.14, 10.27, 10.28, 10.30, 11.2, 12.1, 14.1 the top end of Paradise Creek. There have been many contracts for drainage pipes and I think you need to ask for an agenda item that summarizes all work done in response to last winter’s floods.
I partially support item 10.27, that will use a grant from the Office of Traffic Safety to put officers on the street for specialized enforcement of DUI and speeding. To fully support this item, I first would like information. Who is the OTS? Is it a state department? How much more can they help us? The NCPD propose to pay overtime for this program, but we need a much higher degree of full-time traffic enforcement in our city. You have a report submitted that details this and I have spoken publicly to you several times about the issue. Do not rely on a grant. Make a COMMITMENT in the NCPD budget.
COULD YOU PLEASE ASK THE CITY ENGINEER: When will the Speed Indicator signs work again? They were paid for with a State grant with the condition that they WORK and they HELP SLOW DOWN traffic. Some have not worked well since they were installed and some are in the wrong locations and do not show in an printed speed sign the speed limit they purport to support.
Ask the CITY MANAGER and POLICE CHIEF: When will you add more traffic (Motorcycle) cops to patrol our streets during rush hours? Lastly, could you please look at your record and action for the last four years to see if YOU have made our streets safer?
For ITEM 11.2, tonight you are asked to adopt an ordinance to allow certain uses in the Mixed Use Zone of Old Town National City. There was an error by a staff member who did not include the details you are voting on tonight, yet you should not adopt this item with asking for a list of all uses allowed by this change. Do you and the public know what to expect in the neighborhood? Do not take any action without this list of uses in front of us.
FOR ITEM 12.1- The Financial Audit: This document is late. Why is it so late? Where is the Single Financial Audit Report from the Pun Group? Where are the Actuals, the current spending accounting? When will the public see a Quarterly Report? Why is this process so different, so less, than it was under Molly Brennan and Brad Raulston? Finally, I get to Item 14.1. For you and us this item is very serious. I have always been under the impression that the Mayor and Council positions in National City are nonpartisan. We may all be Democrats, I doubt it, but the local offices have been nonpartisan. We may have positions that reflect our party affiliation, but here, in this chamber, we must have views that express our local needs and solutions. With some of you, it was clear when you voted with the previous mayor that you did not want to limit the amount of campaign money from organizations. Politicians here have coveted endorsements and contributions from the political party, labor organizations, and businesses without limit. This gives some incumbents an advantage. We have seen campaigning for you by these groups also. Yet still, these offices are nonpartisan.
You all need to show integrity here when you are doing the public’s business. It is recognized when you do and when you don’t. You need to not spread lies, make behind the scene deals, or use slush funds to reward associates.
Good evening,
Ted Godshalk
