The ARPA money process has been hijacked again. After the public weighed in on how to spend the money left over after staff overtime was paid, etc., the council made changes and then changes again and in the process disregarded the public's choices. Please tell the public the exact budget changes spoken about on this report's page 3, paragraph 3 "However, Eng/PW has identified previously programmed General Fund appropriations that will be shifted to ARPA funding."
