Meetings: Regular City Council Meetings are held on the first and third Tuesday of the month at 6:00 p.m. Special Closed Session Meetings and Workshops may be same day, the start time is based on needs. Check Special Agendas for times.

Location: Regular City Council Meetings are held in the Council Chamber located at City Hall, 1243 National City Boulevard, National City, CA 91950, the meetings are open to the public.

Agendas and Material: Agendas and Agenda Packet for items listed are available on the City website, and distributed to the City Council no less than 72 hours before the City Council Meeting.

Public Participation: Encouraged in a number of ways as described below. Members of the public may attend the City Council Meeting in person, watch the City Council Meeting via live web stream, or participate remotely via Zoom. Recording of Meetings are archived and available for viewing on the City’s website.

To listen to the live stream in Spanish, you must register for Zoom prior to the meeting for access.

All Zoom registration must be completed two (2) hours prior to the City Council Meeting for access.

Public Comment: Persons wishing to address the City Council on matters not on the agenda may do so under Public Comments. Those wishing to speak on items on the agenda may do so when the item is being considered. Please submit a Speaker’s Slip to the City Clerk before the meeting or immediately following the announcement of the item. All comments will be limited up to three (3) minutes. The Presiding Officer shall have the authority to reduce the time allotted to accommodate for a large number of speakers. (City Council Policy 104) All written comment must be submitted no later than four (4) hours prior to the start of the meeting to allow time for distribution to the City Council.

EFFECTIVE JANUARY 1, 2023
All Contributions to Candidates and Current Elected Officials are required to self-report a Declaration of Campaign Contribution to a Councilmember of more than $250 within the past year (effective Jan 1, 2023). This report may be included on the Public Comment Speaker Slip to be completed prior to the City Council Meeting.

Spanish Interpretation Services: Spanish Interpretation Services are available; please contact the City Clerk before the start of the meeting for assistance.

EXPLANATION:

The Beverage Container Recycling City/County Payment Program with the California Department of Resources Recycling and Recovery (CalRecycle) awards funds to eligible California cities and counties specifically for beverage container recycling and litter cleanup activities. The goal of the program is to reach and maintain an 80 percent recycling rate for all California Refund Value beverage containers - aluminum, glass, plastic, and bi-metal. Projects implemented by cities and counties will assist in reaching and maintaining this goal.

The City of National City has received funding from this program since FY 2005-06. For the FY24 and FY25 funding cycles, the City was awarded $15,591 and $14,915, respectively, to implement recycling projects and programs and has already received the awarded amounts. In the past, staff has used these funds to purchase beverage recycling containers for our local community parks, purchase reusable tote bags specifically designed to educate and promote beverage container recycling, develop public educational flyers and brochures promoting beverage container recycling, and launch public education campaigns to promote beverage container recycling. FY24 and FY 25 funds will be used similarly with priority given to procuring and installing containers in areas where replacement or additional coverage is needed, and providing public education on recycling.

Jurisdictions have 24 months to expend funds and meet reporting requirements, which include submitting back-up documentation, such as proof of purchases, for all expenditures. Failure to meet expenditure and reporting requirements within the timeframe may result in denial of future funding and/or collection of unspent/unreported funds.

Staff is seeking City Council authorization to establish Refuse Enterprise Fund appropriations based on the FY24 and FY25 awards to be used for future implementation of recycling projects and programs. The combined funding available from the two awards is $30,506.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, 1)

AUTHORIZING THE CITY MANAGER OR DESIGNEE TO ACCEPT GRANT FUNDS FROM SAN DIEGO SENIORS COMMUNITY FOUNDATION FOR THE “NO SENIOR ALONE” PROGRAM IN THE AMOUNT OF $2,000 AND 2) AUTHORIZING THE ESTABLISHMENT OF A CORRESPONDING APPROPRIATION AND REVENUE BUDGET.

WHEREAS, San Diego Seniors Community Foundation is a 501(c)(3) nonprofit organization, that directly supports Senior Center programs and activities in under-resourced communities throughout San Diego County, providing resources and support for seniors at high risk of isolation; and
WHEREAS, The City of National City’s, Fifty and Better (FAB) Senior Programs provide essential services for seniors in National City such as socialization, community engagement, fitness, health and recreation programs; and
WHEREAS, FAB senior participants contributed to a community event by hand-knitting over eighty-five scarves and creating holiday-themed cards for homebound seniors, aiming to reduce isolation and foster a sense of community among older adults; and WHEREAS, City Staff recommends acceptance of the $2,000 grant from the San Diego Seniors Community Foundation to continue supporting FAB programming, including projects such as the hand-knitted scarves and holiday cards initiative.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:

THIS FIRST AMENDMENT TO THE AGREEMENT is entered into this ____ day of June, 2025, by and between the CITY OF NATIONAL CITY, a municipal corporation (“CITY”), and Liebert Cassidy Whitmore, (the “FIRM”).

RECITALS
WHEREAS, the CITY and the FIRM entered into an Agreement in August 6, 2024 (“the Agreement”), wherein the FIRM agreed to provide advice and counsel the CITY in connection with Labor Negotiations effective August 6, 2024 through July 31, 2025; and WHEREAS, the parties desire to amend the Agreement by extending the Agreement to December 31, 2025.

AGREEMENT
NOW, THEREFORE, the parties hereto agree that:

1. The August 2024 Agreement is hereby amended to extending the Agreement to December 31, 2025.

EXPLANATION:

Four (4) Ford Explorer Police Interceptors have been in service for almost ten (10) years and have exceeded their useful and optimum life cycle of six (6) years and are scheduled to be replaced. All four vehicles are currently being used by National City Police Department Patrol.

Through adoption of the FY24 and FY25 annual budgets, City Council approved the purchase and buildout of thirteen (13) National City Police Department Vehicles. Due to limited stock and availability issues, staff was only able to acquire nine (9) vehicles and is now returning to City Council to purchase the remaining four (4) vehicles including buildouts (one vehicle budgeted in FY24 and three vehicles budgeted in FY25).

Staff is requesting approval for the purchase and buildouts of four (4) 2025 Ford Police Interceptor Utility B/W AWD 3.3 Hybrid for the National City Police Department for not-to-exceed amounts of $228,000 and $127,000, respectively, and authorization for the City Manager to approve adjustments to the not-to-exceed amount for the purchase of up to $35,500 as a 10% contingency for unforeseen fluctuations in pricing, for the National City Police Department. All four (4) vehicles will be built-out to support Patrol.

Pursuant to National City Municipal Code (NCMC) Section 2.60.260 - Cooperative Purchasing, there is an opportunity to take advantage of competitive pricing by piggyback onto County of San Diego Contract # 570454 to purchase the vehicles. NCMC Section 2.60.260 provides authority to the purchasing agent to join with other public jurisdictions to take advantage of cooperative purchasing opportunities, including but not limited to any federal, state or local agency pricing program or structure that is determined by the purchasing agent to allow a procurement that is in the best interest of the City. The purchasing agent may buy directly from a vendor at a price established through competitive bidding by another public agency whose procedures have been determined by the purchasing agent to be in substantial compliance with the City's procurement procedures, irrespective of the contracting limits of that jurisdiction or agency, even if the City had not initially joined with that public agency in the cooperative purchase.

National City’s Purchasing staff has confirmed the County of San Diego Contract # 570454 was competitively bid through a Request for Proposals process, and that the County of San Diego procurement procedures are in substantial compliance with those of National City.

National City Municipal Code Section 2.60.110(B) - Formal bidding procedure--Generally, provides authority for the City Council to waive formal competitive bidding where, among other reasons, competitive bidding is or would be impractical or impossible or the circumstances are such that no obvious, ascertainable advantage to the City could result. Due to the need to complete the buildouts for the new police vehicles in a timely manner, coupled with American Emergency Products’ (“AEP”) development of a proprietary plug-and-play wire harness system customized for and used on other NCPD patrol vehicles (as well as Fire Department vehicles), staff is requesting authorization from the City Council to waive the formal bid process pursuant to NCMC Section 2.60.110(B).

FINANCIAL STATEMENT:

The budgeted cost for the four vehicles, including the buildouts was $318,750. The actual cost of the vehicles with buildouts is $355,000. Therefore, a FY25 budget adjustment in the amount of $36,250 is necessary.
