NOTICE OF PUBLIC HEARING
30 DAY PUBLIC REVIEW AND COMMENT PERIOD AND PUBLIC HEARING FOR THE DRAFT HUD 2025-2029 CONSOLIDATED PLAN, 2025-2026 ANNUAL ACTION PLAN, AND CITIZEN AND
COMMUNITY PARTICIPATION PLAN
In accordance with the federal regulations at 24 CFR, Part 91, the City of National City (City) is required to prepare and submit a 2025-2029 Five Year Consolidated Plan (Con Plan), a 2025-2026 Annual Action Plan (AAP), and a Citizen and Community Participation Plan (CCPP) for its Housing and Community Development Entitlement Programs funded by the U.S. Department of Housing and Urban Development (HUD). The Con Plan outlines the City's housing and non-housing community development needs and priorities over the next five years. The AAP outlines how the City intends to spend an estimated $700,000 in federal Community Development Block Grant (CDBG) and $350,000 in federal HOME Investment Partnerships (HOME) Program entitlement funds in Program Year 2025- 2026. In addition to the funding sources noted above, the City anticipates allocating $130,666 in program income earned from the previous year's HOME activities to fund activities listed under the proposed AAP. The CCPP is a description of the City’s policies and procedures for public involvement in the development of the Con Plan and AAPs, amendments to these plans, and the public review process for the Consolidated Annual Performance and Evaluation Report (CAPER).
Notice is hereby given that the City Council of the City of National City will hold the second and final Public Hearing for the HUD Con Plan, AAP, and CCPP on Tuesday, June 17, 2025, at 6:00 p.m at City Hall located at 1243 National City Boulevard in National City and online www.nationalcityca.gov/webcast. The purpose of the Public Hearing is to provide the opportunity for public comment on the needs and priorities identified for the draft Con Plan, the CDBG and HOME funding recommendations for the 2025-2026 AAP, and on policies and procedures for public involvement in the draft CCPP.
A 30-day review of the draft Con Plan, 2025-2026 AAP, and CCPP will be available for public comment from May 16, 2025 to June 16, 2025 on the City’s website www.nationalcityca.gov/cdbg-home. A hardcopy of the Plans are available at the National City Housing Authority (140 E. 12th Street, National City). Public comment may be submitted prior to the meeting in writing by email at [email protected]; please provide the agenda item number or title of the item in the subject line of the email. Email comments received at least 4 hours prior to the City Council Meeting will allow time for distribution to the City Council.
