I am sad to know that the Las Palmas pool again has a broken heater and the pool is again too cold to enjoy all the benefits of my and many other seniors only form of physical exercise. I would urge you to provide to the pool all the necessary parts and funds necessary to have this essential service of the City as soon as possible. Thank you for your attention. Donna Kidd Eledge

Subject: URGENT: Crosswalk Needed at E 24th St & I Ave—Student Safety/Bus Line Priority Date: Wednesday, November 5, 2025 11:12:51 AM

Dear Mayor, Council Members, and City Staff,
I am writing to formally and urgently request the installation of a high-visibility crosswalk at the intersection of E 24th Street and I Avenue.
This location is a critical link in our neighborhood's active transportation network and currently presents a significant safety hazard for numerous residents, including vulnerable road users.
Critical Need & Justification:
The area around E 24th Street and I Avenue is a classic example of a high-need location that should be prioritized for safety improvements:
1. Housing Density & Use: The location is surrounded by a diverse mix of housing, from single-family homes and townhomes to apartment complexes, resulting in high pedestrian traffic throughout the day.
2. Schools & Children: It is a vital walking route for students attending Olivewood Elementary School, as well as parents with young children (as demonstrated in the submitted photographs).
3. Public Transit & Commerce: The intersection is immediately adjacent to the MTS 929 Bus line stop and provides essential access to local shop , meaning residents rely on this crossing to access basic services and commute.
4. Existing Infrastructure: The presence of existing curb cuts and ADA ramps confirms that this location is already a designated crossing point; however, the lack of painted lines and signage creates dangerous ambiguity for both drivers and pedestrians.
Addressing the Disparity in Resource Allocation:
We initially submitted a request for sidewalk improvements years ago. It has come to my attention that improved crossings—complete with painted lines and pedestrian signage—were recently installed at E 24th Street and N Avenue and E 24th Street and L Avenue. These locations are in a significantly more suburban area consisting primarily of single-family homes.
The City’s prioritization seems to favor these lower-density, lower-traffic locations over the E 24th Street and I Avenue corridor, which serves a much higher volume of pedestrians, including children walking to school and residents accessing transit. This represents an unacceptable disparity in resource allocation that fails to address the greatest public safety need.
We must take proactive measures to prevent a serious accident. Installing a clearly marked, high-visibility crosswalk at E 24th Street and I Avenue is the simplest, most equitable, and most effective way to protect our community immediately.
I respectfully request that this matter be placed on an upcoming City Council agenda for discussion and allocation of immediate funding. I am available to provide further data or speak at the next Council meeting.
Thank you for your prompt attention to this critical public safety and equity issue.

Subject: Request for Continuance of the Development Impact Fee Update Dear Mayor and Councilmembers,
On behalf of the Building Industry Association of San Diego County, we would like to express our concern regarding the proposed increases to National City’s Development Impact Fees (DIFs). While we appreciate that this item was continued from the October 21 meeting to allow for additional discussion, the brief extension to November 4 has not provided sufficient time for meaningful collaboration between city staff, stakeholders, and the development community.
The short timeframe has limited our ability to meet with the appropriate city staff to review the details of the proposal, address the errors and omissions previously identified, and work toward balanced recommendations that ensure both fiscal responsibility and continued housing production in National City.
As you know, housing remains the most pressing issue in our region. Cities across San Diego County are struggling to meet their RHNA obligations, and significant fee increases only exacerbate the challenge. These costs inevitably ripple through the system—slowing development, increasing the price of new homes and rental units, and making it even more difficult for families to access attainable housing.
We respectfully request that the City Council continue this item for at least 30 days to allow for genuine collaboration among city staff, stakeholders, and the Building Industry Association.
With more time, we can work together to develop a fee schedule that appropriately addresses infrastructure needs associated with new development while also supporting the City’s housing goals and economic vitality.
Thank you for your consideration and your continued leadership in addressing National City’s housing and infrastructure needs. We look forward to the opportunity to engage further on this important issue.
Sincerely,
Lori Holt Pfeiler
