2024-25 Master Fee Schedule Update
• Based upon a cost study performed by Wildan Financial Services • Costs used included expense and operational data from FY 2024 • Adopted June 3, 2025, amended January 20, 2026
• The study included a model that allows Staff to update to account for cost changes
Increased Cost Factors
Fees and fully burdened hourly rates were adjusted to account for the following:
• 2.6% CPI, January 2025 – January 20261
• Updated Salary Schedules
Exceptions include Parks & Recreation fees, Parking Citations, Development Impact Fees, Sewer Capacity Fees, and fees established by contract or legislation. 1: United States Bureau of Labor Statistics Western Information Office, Consumer Price Index, San Diego Area – January 2026. • Police Department Live Scan Service fee - $52.00
• Cannabis Permit Renewal Fees:
• CBP Renewal Fee - $1,011.00
• Annual CBP Fee - $1,500.00
• Compliance Inspection Fee - $2,400.00
• Financial Audit Fee – $6,500.00
