Dear Mayor and City Council Members,
I am writing to express our strong support for keeping National City Golf Course open and accessible to the community.
This golf course is more than just a recreational facility—it is a valuable community space that promotes outdoor activity especially for the kids, supports local residents, and provides an affordable place for families, seniors, and beginners to enjoy the game. It is one of the few accessible green spaces in our area and plays an important role in the well-being of our community.
Please continue to support and prioritize the future of National City Golf Course. Many residents, including us, value and appreciate this space and hope to see it remain open for years to come.
Thank you for your time and consideration.

Hi,
I am a resident of National City, and my 7-year-old daughter recently started playing golf for the first time. She has become truly fascinated with the sport—she asks to go play every day, and when we drive by the golf course, her eyes light up with excitement.
This means a great deal to our family. Opportunities like this are not always accessible to our kids, and having a local course makes a real difference. I also have a 3-year-old who already asks when she will be able to play.
As the cost of living continues to rise, having a community golf course within walking distance is incredibly valuable. I respectfully ask that you consider keeping it open so that children in our community can continue to discover and enjoy the game.
Thank you for your consideration.

Dear City Officials,
I am writing to express my strong support for preserving the National City Golf Course. This course is more than just a place to play golf—it is an important community space that brings people together, provides recreation for residents of all ages, and offers a valuable green space in our city.
The golf course serves as a place where families, seniors, youth, and community members can enjoy outdoor activity, build connections, and improve their physical and mental well-being. In a growing city, spaces like this are increasingly important and should be protected.
Beyond recreation, the course contributes to the character and history of National City. It is a place many residents have memories with and continue to enjoy today. Once community spaces like this are lost, they are difficult—if not impossible—to replace.
I respectfully ask the city to consider the long-term value the golf course provides to residents and future generations. Please prioritize preserving this important asset for our community.
Thank you for your time and consideration.
Sincerely,
A Concerned Resident

Councilors,
This contract is a good one for the City, American Golf, and the golfers who use the course. A "Shout Out”- a big Thank You- to Mr. Mike Pacheco and to Mr. Jose Gomez, General Manager for American Golf. All golfers look forward to the improvements planned so far.
I find it really interesting that it’s not really clear to some people what occurred at the beginning of this lengthy process. Yes, a contract expired. Staff here had changed many times.
There had been so many routine extensions that the two parties really weren’t attending to the overall conditions of the Community Asset known as NC Golf Course. The Golf Course contract has, simply, rarely been a priority at City Hall. Temporary department head, Mr.
Tracy Lamb, certainly understood my concerns.
This contract has language in the work schedule to address many of the improvements needed.
The Capital Reserve Fund allows for long term plans and work to be carried out. That is good, as I started. One last facility issue needs to be discussed tonight to make all parties clear about responsibilities. Maybe this has been discussed, but I don’t see it in writing. There is no language that spells out who is the responsible party for maintaining rainwater flow paths, removing the current and future debris, and clearing out the invasive plants, bushes, and trees in the drainage which is known as the Paradise Creek Diversion.
Tonight Council, please determine publicly, what NC will do and what work American Golf must do and when it will happen concerning this last issue so that there is no finger-pointing or lack of action down the road.
Lastly, a COMPREHENSIVE Annual Report on the Golf Course will help you better understand the city resource. You should require a public Annual Report similar to the one given by the Board of Trustees for the City Library. The Golf Course should follow that committee model. The Monthly meetings with a small committee called out in Section 26 will help if they are consistently held. With the problem that the city has been experiencing with turnover in staff and sometimes with elected officials, as well as the changes that can occur with the business partner, I volunteer to serve as your Resident Golfer Advisor on the Monthly meeting committee. I can help the parties KEEP YOU INFORMED regardless of turnover. I will provide not only the residents' and course users' perspectives, but I will bring the historical context and the continuity necessary to move forward with the Golf Course planning for the next 5-10-15 years. My experience at Paradise Creek Educational Park will prove technically sound and innovative.

Hi National City Golf Course faculty,
I hope this email finds you well. I was saddened to hear the news about this course potentially shutting down. I served as the Girls' Golf Captain at Morse High School (Class of 2017) and loved playing at National City when I lived in the area.
I've attached a letter to share with the community and the city council. Unfortunately, I cannot attend the city council meeting today, but I will be praying this course remains open for the benefit of the South Bay San Diego community. Thank you all for your hard work and dedication over the years. I hope there are many more to come! Sincerely,
Jenna
April 21, 2026
Dear Honorable Members of the City Council and beloved neighbors of National City, My name is Jenna, and I’m proud to have served as captain of the Morse Tigers Class of 2017 Girls’ Golf Team. To preface, I know that one letter could never fully express the memories and love I have for this course. Still, I want to try– because this course and its community deserve the recognition. I’m writing not only as a former student‑athlete, but as someone whose life was profoundly shaped by the National City Golf Course and the community that surrounds it.
For many of us growing up in South Bay San Diego, National City Golf Course was THE place to play. It was where golfers from all backgrounds were welcomed because green fees were affordable; you didn’t need private club connections or expensive memberships just to step onto the first tee box. In a sport often defined by exclusivity and status, National City offered something rare within this sport: true accessibility. I can confidently say that I would not be the same golfer I am today if I did not have National City Golf Course as a gateway to the sport.
As a local high school golfer, this course was our home. Morse High School had National City Golf Course as its practice facility for years. It was the place that gave us consistency, opportunity, and pride. Team practices, after-school matches, and weekend rounds with teammates—those moments built discipline, confidence, and a sense of belonging. When I was 16, I got my first and only hole-in-one on hole 9 at this beloved course. It took me so long to consistently shoot par on hole 2 during my competitive days. Hours of practice were put in at this course to achieve these ever so desired accomplishments, and the memories will last forever. I pray that future generations will have the opportunity to make memories at this golf course just as I did. For myself and my teammates, golf became a positive anchor that kept us focused, motivated, and connected to a sport that we never would have considered for ourselves with our economic and cultural backgrounds.
Beyond high school sports, the course has long been a cornerstone for the wider community.
Families, seniors, veterans, beginners, and lifelong golfers alike all share the same fairways for the love of the game. It’s one of the few spaces in our neighborhood where generations and cultures naturally intersect. It’s such a joy to see new golfers learning the game beside folks who have been playing there for decades; no matter the type of clothes you were wearing, or the type of clubs you were playing with. That kind of community is irreplaceable. Closing the National City Golf Course wouldn’t just remove a recreational option—it would erase a pathway. It would take away one of the only truly affordable golf opportunities in South Bay San Diego. For future Morse Tigers, students, and golfers across the area, it would mean fewer opportunities to compete, grow, and find their footing within this sport.
Golf teaches patience, integrity, accountability, and respect—values that our favorite coaches, Coach Calvin and Coach Chuy, instilled in our team throughout the years. The National City Golf Course has always been there for us. Trust me, I still have some scorecards from my best April 21, 2026
rounds at this course to happily reflect back on 10+ years later. I respectfully urge you to consider not just what this land could become, but what it already is to so many of us. National City Golf Course is a living reminder that public spaces matter, access matters, and that investing in youth and community pays dividends for generations.
Thank you for your time, your service, and for listening to voices like mine. I hope you’ll choose to preserve a place that means so much to South Bay San Diego—and to a proud Morse High School graduate who will always call this course home.
With sincere respect and gratitude,
Jenna Morris, Girls’ Golf Captain of Morse High School (Class of 2017) P.S. - Golf is life. Go Tigers!

Subject: Save our golf course_no to low income housing
Date: Monday, April 20, 2026 8:54:42 PM
CAUTION: This email originated from outside your organization. Exercise caution when opening attachments or clicking links, especially from unknown senders.
I am writing to express my opposition to the proposed redevelopment of the National City Golf Course into low-income housing.
While I understand the importance of addressing housing affordability, I believe this particular proposal raises serious concerns that warrant reconsideration.
The golf course currently serves as vital open space, supporting environmental health, stormwater absorption, and local wildlife. Converting this land into dense development would permanently reduce green space that benefits the entire community.
Additionally, the golf course is a valued recreational asset that contributes to residents’ quality of life. It provides accessible outdoor space for families, seniors, and youth, and its loss would be felt broadly across the community.
I am also concerned about infrastructure capacity. Increased density in this area could place significant strain on roads, parking, schools, and emergency services, which may not be adequately equipped to handle the added demand without major upgrades.
Importantly, there are safety concerns related to the site’s proximity to our local Little League parks. These fields are heavily used by children and families throughout the week. Introducing higher-density housing immediately adjacent to these spaces could increase traffic congestion, reduce visibility, and create additional safety risks for young players and pedestrians. Careful planning is essential to ensure that areas dedicated to children’s recreation remain safe and accessible.
For all of these reasons, I respectfully urge the city to reconsider this proposal and to explore alternative locations or solutions that balance the need for affordable housing with preservation of open space and community safety.
Sincerely,
James Konoske

Dear Counsel,
My name is Anjie, and I am a proud resident of National City. I am writing on behalf of the National City Golf Course, a deeply valued and important part of our community.
The golf course provides far more than just a place to play—it offers professional coaching, a strong youth development program, and after-school opportunities for older students. It also creates local employment, supports charitable efforts, and continues to build meaningful partnerships with nonprofit organizations. These contributions make it a vital community resource.
Having lived in National City for over 14 years, I have remained actively involved in giving back through animal rescue efforts, the redevelopment of Lincoln Acres Park, community cleanups, and other local initiatives. Through this experience, I’ve seen firsthand how essential safe, positive spaces are for our residents.
I strongly believe the National City Golf Course should always remain part of our community.
It serves as a place of peace and escape for many, and more importantly, as a constructive environment for young people—especially those who may otherwise be at risk of heading down the wrong path.
Preserving this space means preserving opportunity, connection, and community well-being.
Thank you for your time and consideration.

Dear Neighbors and Members of the City Council,
I am writing to you today regarding the future of the National City Golf Course. This facility is far more than just a piece of land waiting to be developed, it is a critical public health, economic, and safety asset that our community cannot afford to lose.
First, this course is a lifeline. For our local veterans, golf is a scientifically proven, VAendorsed therapy for PTSD and traumatic brain injuries. Taking away this green space strips our veterans of a clinical tool they rely on to heal and reintegrate. Furthermore, it is an essential, highly affordable sanctuary for our entire community. The facility actively supports our local youth programs, hosts inclusive sessions, and prioritizes local residents.
I also urge you to consider the hard reality of the financial and safety impacts. If you shut this course down for development, it will inevitably get tied up in years of bureaucratic red tape.
We aren't just guessing what happens to a neighborhood when a massive lot sits vacant; the science of environmental criminology guarantees it:
• Foundational research by criminologists Brantingham and Brantingham demonstrates that unmaintained, vacant areas act as "crime generators."
• Peer-reviewed studies by researchers like Branas and MacDonald prove that vacant, overgrown lots signal that an area is uncared for, directly increasing local crime rates. • A 2022 University of Edinburgh analysis shows that urban green spaces are a consistent, statistically significant predictor of reduced violent and property crime.
Who pays when a crime generator is dropped into our neighborhood? The taxpayers. Right now, it costs California taxpayers roughly $130,000 a year just to incarcerate one single person. If closing this facility leads to an increase in local crime, you are burdening our local law enforcement and our residents with massive, completely preventable costs.
Compare that taxpayer burden to the current reality: right now, the golf course operator covers all maintenance and operational expenditures, resulting in minimal financial burden to the city.
Instead of costing us money, this green space actively generates income for National City, bringing in $217,838 in revenue in FY 25 alone.
Why would we destroy an active community asset that pays us, only to replace it with a vacant dirt lot that will cost us?
Replacing this vibrant green space with years of construction will actively drive down the property values of the surrounding homeowners who rely on this course as a buffer.
Furthermore, peer-reviewed data shows that regular access to green spaces and golf extends life expectancy by up to five years.
This isn't just a game. It is about public safety, veteran health, and protecting our taxpayers' wallets. I ask that you look at the data, look at the science, and permanently protect the National City Golf Course.
Sincerely,
Joseph Michael Martinez

Dear Members of the City Council,
I’m writing to you as a concerned resident and regular at National City Golf Course regarding the proposed closure currently under consideration in San Diego.
For many of us, this course is far more than just a place to play golf. It is one of the few truly accessible recreational spaces where people from all walks of life can gather, connect, and find a sense of belonging. In a sport that is often associated with exclusivity and high costs, this course stands out as a rare and vital exception—an affordable, welcoming environment where beginners, seniors, families, and longtime players can all participate without financial strain.
Over the past few years, I’ve personally witnessed something special here. What starts as a simple round of golf often turns into conversations, friendships, and a shared sense of community. People know each other by name. Newcomers are welcomed without hesitation.
It’s not just a facility—it’s a place where people feel seen, included, and connected.
Closing this course would mean more than losing a recreational option. It would mean removing an important social outlet, particularly for those who rely on its affordability and accessibility. For many, this is one of the few places where they can regularly engage in outdoor activity, maintain their physical and mental health, and feel part of something positive.
I understand that difficult decisions must be made, and I respect the complexities involved.
However, I urge you to consider the human impact behind this proposal. Spaces like this are increasingly rare, and once they are gone, they are incredibly difficult to replace.
If there are challenges facing the course—financial, operational, or otherwise—I hope alternatives can be explored that preserve its presence in the community. Whether through partnerships, revised management strategies, or community-driven initiatives, I believe there are ways to sustain this valuable resource without losing what makes it so meaningful.
Please consider not just the land, but the lives it touches every day.
Thank you for your time, your service, and your thoughtful consideration.
Sincerely,
Gianfranco Pastrana

Far more than a recreational facility, the golf course serves as a hub for positive community impact. It provides professional coaching, robust youth development programs, and after-school opportunities for students. It generates local employment, supports charitable initiatives, and fosters meaningful partnerships with nonprofit organizations. Preserving this beloved green space means preserving opportunity, community wellbeing, and a longstanding tradition that defines National City. I urge you to support keeping the golf course as an integral part of our community for current and future generations.
Thank you for your time, leadership, and consideration of this important matter.

Dear City Officials,
I am writing to respectfully urge you to reject any proposal to redevelop the National City Golf Course into low-income housing and to preserve this vital community asset for current and future generations.
While I support the need for affordable housing and recognize its importance, this golf course is the wrong location for such development. Once this open space is lost, it cannot be replaced.
The National City Golf Course is far more than a golf course. It is an important part of the community’s identity and a valuable public resource that provides recreation, exercise, and connection for residents of all ages. It is one of the few remaining open spaces in the city, offering environmental benefits through wildlife habitat, and green space that contributes to the health and well-being of the children and community. It allows residents to touch grass and feel part of something bigger.
Redeveloping this land would also raise concerns with the proximity to the Little League fields, where increased traffic congestion and reduced pedestrian safety could create unnecessary risks for children and families.
I urge the City Council and planning officials to protect the National City Golf Course and explore alternative locations for affordable housing that do not sacrifice critical open space, public safety, and community resources. I also encourage you to listen to residents, prioritize preservation, and vote against any proposal that would convert this land into housing.
Please take action now to preserve this irreplaceable asset for the citizens, wildlife, and future of National City.
Thank you for your time and consideration.
Best,

RE: Notice Of Upcoming Hearing Set for April 21, 2026 Re Reasonableness Of Statement Of Costs Of Abatement
Located at 1508 E. 8th Street, National City, CA 91950, APN 557-180-07-00 Dear Ms. Brown:
1. Introduction
As you know, we represent the Candidos with respect to their ownership of 1508 East 8th Street, National City, California 91950 (the “Property”). This is the Candidos’ formal appeal of the abatement charge of $31,331.57, enclosed at Tab 1. As detailed below, the Candidos contend the charge is overstated and request the City of National City (“City”), reduce the charge. We will be present at the City’s Council meeting set for April 21, 2026 to discuss the appeal. Please review below and contact us with any questions.
2. Comparable Prices Confirm The Charge Is Overstated
The Candidos own a like-property located at 1516 East 8th Street, National City, California 91950 (the “Comparable Property”). The Comparable Property fell into similar states of disrepair and the City issued several violations on the same. The Candidos directly contracted with abatement contractors to clean up the Comparable Property. As of today, the Comparable Property has been abated and further punchlist work will be completed soon. The total costs to abate the Comparable Property are $6,700.00. Enclosed at Tab 2 are photos and receipts confirming the work and said costs.
The Comparable Property is similar in footprint, square footage, and volume of debris, trash, and other nuisances to the Property. However, the current charge for the Property is $31,331.57, almost five times the cost to abate the Comparable Property. For this reason alone, the City should reduce the abatement charge to $6,700.00.
3. The Invoices Attached To The
$31,331.57 Abatement Charge Contained Overpriced Labor Charges Enclosed at Tab 1 is a marked-up analysis of the abatement charge invoices. As detailed there, the invoices contain overpriced labor charges and charges for work unrelated to the abatement of the Property.
Item 10.2
Feerick Law & Realty, Inc. 5151 Shoreham Place, Suite 185, San Diego, California 92122 T 858.337.9564
First, page 2 of the invoice from Geosyntec contains charges work performed in the second half of September, October and November occurring well after the actual abatement was completed on September 19, 2025. Those charges total $2,915.75 and should be removed from the charge.
Second, the invoice from Geosyntec’s subcontractor, NRC Environmental Services, Inc. (“NRC”), contains inflated prevailing wage labor rates inapplicable to the class of laborers who performed the abatement from September 16-18, 2025. Specifically, NRC charged Geosyntec for four laborers for each day: (1) a driver; (2) an equipment operator; and (3) two hazmat technicians. NRC charged Geosyntec $98.00 per hour and $127.00 for overtime for each laborer citing an inapplicable prevailing wage code. In reality, the applicable prevailing wage rate for the driver and equipment operator (i.e. teamsters) is $70.88 with an overtime rate of $92.35. The prevailing wage rate for the hazmat technicians is $73.31 with an overtime rate of $96.08. Enclosed at Tabs 3 and 4 are the then current prevailing wage classifications for the driver/equipment operator and the technicians, respectively. NRC’s overbilling on the higher, inapplicable rates resulted in unallowable $3,272.92 overcharge.
Third, the NRC invoices purportedly show a total of 123 labor hours performed over three days (September 16-18, 2025). That labor quantity is unsupported and unreasonable. Notably, the Candidos’ abatement contractors on the Comparable Property completed their abatement over a two day stretch working six hours a day. There is simply no way NRC can support a total labor quantity of 123 hours for their abatement. For this reason, the charge is overstated.
Summarily, the Geosyntec and NRC invoices are overstated. Traditionally, companies like these who contract directly with government agencies inflate their prices knowing that the public fisc is guaranteed. This is evidenced by the $6,700.00 abatement charge the Candidos paid on the Comparable Property. For these reasons, the Candidos request the City modify the charge lowering it to the $6,700.00 comparable cost.
4. Conclusion
The above analysis and enclosures confirm the amount is overstated. The Candidos request the City modify the abatement charge to $6,700.00. At the very least, the City should lower the invoices to comport with applicable prevailing wage classifications and labor hours. Thank you for your attention and we look forward to discussing these matters at the April 21, 2026 meeting.
Very truly yours,
Thomas F. Feerick Jr., Esq.

Subject: Notice Of Upcoming Hearing Set for April 21, 2026 Re Reasonableness Of Statement Of Costs Of Abatement
Located at 1508 E. 8th Street, National City, CA 91950, APN 557-180-07-00 (“Subject Property”)
Dear Property Owner/Interested Parties:
As you are aware, City inspectors observed a large accumulation of combustible junk, trash, and debris in the side and back yard areas of the Subject Property in violation of Sections
7.12.020 (accumulation deemed public nuisance) and 7.12.040 (prohibited storage of junk) of the National City Municipal Code (“NCMC”). The accumulation served as a public nuisance and a fire hazard presenting imminent threats to life and safety.
As such, the City of National City under the authority in NCMC Chapters 7.12 (Accumulation of Junk) and 1.36 (Abatement of Public Nuisances), has abated nuisances on the Subject Property and has incurred abatement costs through such nuisance abatement efforts.
Thereafter, the City provided the enclosed statement of costs, which described the work performed, provided an itemized account of the total abatement costs, and further provided the underlying invoices or other proof of costs for the City’s abatement services and costs.
As indicated in the enclosed statement of costs, the total abatement costs equal $31,331.57.
Payment of the total costs of abatement remains outstanding and shall be remitted to the City. All administrative and actual costs incurred by the City in abating the public nuisances may be assessed and recovered. Failure to reimburse this amount will result in this statement of costs of abatement becoming a debt against the Subject Property as well as a debt in favor of the City.
A hearing before the City Council addressing the limited issue of the reasonableness and confirmation of the City’s abatement costs has been set by the city clerk to take place on April 21, 2026 at 6:00 P.M. at City Council Chambers located at 1243 National City Boulevard National City, CA. At the hearing, you or any interested party may present a written or oral protest or objection to the report and account. At the conclusion of the hearing, the City Council shall by resolution either approve the statement of costs as submitted, or as modified or corrected by the City Council. The amounts so approved shall be charged as a personal obligation of the responsible person, or collected by the recordation of a nuisance abatement lien against the Subject Property, or by placement of a special assessment against the Subject Property.
If you do not choose to participate in the hearing you can provide the City with written notice waiving the hearing requirement and the total cost of the abatement will become final and due and payable within thirty (30) calendar days or otherwise recorded on title via lien or special assessment. (NCMC Sections 1.36.080(E), 1.36.120(B).) We believe that you will find the statement of costs reasonable, and in turn waive such hearing requirement. If this is the case, please sign and return the attached waiver.
If you have any questions please contact the undersigned.
Sincerely,
Attorney for City of National City

Located at 1508 E. 8th Street, National City, CA 91950, APN 557-180-07-00 (“Subject Property”)
Dear Property Owner:
As you are aware, City inspectors observed a large accumulation of combustible junk, trash, and debris in the side and back yard areas of the Subject Property in violation of Sections
7.12.020 (accumulation deemed public nuisance) and 7.12.040 (prohibited storage of junk) of the National City Municipal Code (“NCMC”). The accumulation served as a public nuisance and an fire hazard presenting imminent threats to life and safety.
As such, the City of National City under the authority in NCMC Chapters 7.12 (Accumulation of Junk) and 1.36 (Abatement of Public Nuisances), has abated nuisances on the Subject Property and has incurred abatement costs through such nuisance abatement efforts. The City provides this statement of costs to describe the work performed and provide you with an itemized account of the total abatement costs.
Pursuant to NCMC section 1.36.010, abatement costs means any action the City may take on public or private property and any adjacent property as may be necessary to remove or alleviate a nuisance, including but not limited to demolition, removal, repair, boarding and securing or replacement of property. Here, several abatement efforts were taken to ensure that the dangers at the Subject Property were removed.

All administrative and actual costs incurred by the City in abating the public nuisances may be assessed and recovered. Failure to reimburse this amount will result in this statement of costs of abatement becoming a debt against the Subject Property as well as a debt in favor of the City.
A hearing before the City Council addressing the limited issue of the reasonableness and confirmation of these abatement costs will be set by the city clerk. At the hearing, you may present a written or oral protest or objection to the report and account.
