Good evening to the city council,
I am writing to express my disgust and disbelief that this city council some years ago honored the late Gordon Burke (1920-2010) as a so-called pillar of the community. Gordon Burke is known to have beaten his wife Evelyn and raped his daughters Monica and Nancy. He was one of the worst human beings who has ever resided in the State of California. The city council must formally rescind the honor they accorded him and offer a public apology immediately.
Shame on all of you.
Ronald Finlay

Hold on. With a budget deficit and looming crisis, some "Leaders" have claimed that "freezing" open staff job positions is required. You call that the low-hanging fruit, because it is easy to implement. With all respect to those on tonight's list, they may have been in the employment pipeline for awhile, but do you not have to start a hiring freeze sometime? Are you really serious about the city's budget problems?

Comment for Item 10.2 for Council Meeting of 8/18/26 from Mr. Ted Godshalk Councilors,
The City Council and City Manager Schulze have seen Tyler Technology software proposals before. In 2022, many people on the Council dias approved a consultancy with Tyler for the “MUNIS" program for $361,498 with annual payments of $125,172. Over $10,000 is on a Warrant Register tonight to pay Tyler Technologies. Buying more software, like the earlier City manager outreach consultant, looks like another impulse buy.
It is a big oversight, or an outright disservice, to present tonight’s proposal to the Council and to the public without backup materials in the agenda packet. Is tonight’s proposal any different from the 2022 proposal which had a comprehensive work plan handout? Wasn't MUNIS supposed to help the city work out the money flowing through the budget process? It is reported that staff has had much difficulty working with financial tracking, leading to delayed annual Comprehensive Audits and absent Quarterly Budget Updates. Turnover in city managers, of all levels, has hurt the budget analysis. And the most simple advice has been ignored: Limit discretionary spending and moderate long term wage commitments.
Ask the important questions. Have there been written reports about the efficacy of the earlier software usage? Are there written reports that you will share with the public that show how you use the current software? How long will it take to train NC staff so that this software “pays off?” Will this all actually pay for itself or will it just add another layer to the machine of city government?
With tonight’s proposal, I think it a waste of money and time. You don’t have time to implement another software program to solve your budget problems. It is not a matter a having priority- based software. It is all about having solid arguments for the priorities in the first place. Any mid-level manager can check an expense against the agreed upon priorities. That could lead to some progress.
Mr. Paul Valadez is a well-qualified financial analyst who you have on your staff. Give him the important task of keeping you all on track towards a balanced budget.
Do not overspend when there are simple workarounds.
Ted Godshalk
