1. CALL TO ORDER
A Special Meeting of the City Council of the City of National City was called to order at 4: 11 p. m. via teleconference and in the Council Chamber, located in City Hall, 1243 National City Boulevard, National City, California.
2. ROLL CALL
Councilmembers present: Bush, Rodriguez, Yamane, Molina, Morrison
3. PLEDGE OF ALLEGIANCE TO THE FLAG
Councilmember Bush led the Pledge of Allegiance.
4. PUBLIC COMMENT ( Public Comment will be restricted to Agenda Items Only) The Mayor allowed two ( 2) minutes for each public comment.

5. CLOSED SESSION
All members retired into Closed Session at 4: 26 p. m. and returned at 5: 51 p. m. with Bush, Rodriguez, Yamane, Morrison, Schulze, and Skinner present. Vice- Mayor Molina did not return to the Council Chamber.
Special Counsel Stacy Bicker was present in Closed Session from 4: 27 p. m. to 4: 37 p. m.

Mayor Morrison adjourned to the Regular Meeting of the City Council of the City of National City, Tuesday, August 18, 2026, 6:00 p.m. in the Council Chamber, located in City Hall, 1243 National City Boulevard, National City, California.
The Special Meeting was continued to the end of the August 18, 2026 Regular Meeting held at 6: 00 p. m. At the Closed Session Meeting the City Council determined they would return for a Special Meeting to hear Item 5. 5 to a date to be agreed to by all.
