1. CALL TO ORDER
A Special Meeting of the City Council of the City of National City was called to order at 1: 30 p. m. via teleconference and in the Council Chamber, located in City Hall, 1243 National City Boulevard, National City, California.
2. ROLL CALL
Councilmembers present: Yamane, Rodriguez, Bush, Molina, Morrison
3. PLEDGE OF ALLEGIANCE TO THE FLAG
Councilmember Bush led the Pledge of Allegiance.
4. PUBLIC COMMENT ( Public Comment will be restricted to Agenda Items Only) The Mayor allowed one- minute for each public comment.

5. CLOSED SESSION
Members retired into Closed Session at 1: 38 p. m. and returned at 2: 25 p. m. with all members present in attendance: Yamane, Rodriguez, Bush, Molina, Morrison, Skinner, and outside Counsel Matthew Silver.
Attorney Skinner reported out that the City Council provided next steps and that if action was taken to litigate, action and the particulars would be made available if action is formally commenced.
5. 1 CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION Initiation of litigation pursuant to paragraph (4) of subdivision ( d) of Section 54956.9 Cases: 1
6. ADJOURNMENT
Mayor Morrison adjourned to the Regular Meeting of the City Council of the City of National City, Tuesday, September 15, 2026, 6: 00 p. m. in the Council Chamber, located in City Hall, 1243 National City Boulevard, National City, California.
The meeting adjourned at 2: 27 p. m.
