AGENDA REPORT

Prepared by: Derek Aydelotte, Captain
Meeting Date: Tuesday, September 29, 2026
Approved by: Douglas J. Schulze, City Manager
SUBJECT:

Extending Agreements for Towing and Impound Services
RECOMMENDATION:

Adopt the Resolution Entitled, “Resolution of the City Council of the City of National City, California, Authorizing the Mayor to Execute Fourth Amendments to the Agreements with A to Z Enterprises, Inc. dba RoadOne and Alexandra Investments, Inc. dba Angelo’s Towing & Recovery to Extend the Agreements to November 30, 2026.”
BOARD/COMMISSION/COMMITTEE PRIOR ACTION:

Not Applicable.

EXPLANATION:

The City’s current towing contracts with RoadOne Towing and Angelo’s Towing & Recovery expire on September 30, 2026. In January of 2026, a working group comprised of representatives from the City Manager and City Attorney’s Offices and the Finance, Police, and Neighborhood Services Departments convened to facilitate a timely process for a seamless continuation of services beyond September 30, 2026. Consistent with the City’s practice of seeking proposals for contractual services, the working group drafted the Request for Proposals (“RFP”) for towing and impound services. On May 5, 2026, the City Council approved the issuance of a Request for Proposals for towing and impound services. Members of the working group evaluated the proposals, conducted site inspections and negotiated conditional tow contract(s) to be executed and effective by October 1, 2026.

On September 22, 2026, City staff presented their evaluations and recommendations to the City Council. After reviewing all responses to the RFP and conducting the site inspections, the working group completed a thorough evaluation of all proposals and established technical rankings of proposals and evaluated those in conjunction with price rankings to determine final rankings, as follows:

1. Cortes Towing Enterprises Inc.

2. Tony’s Auto Center Inc.

3. Quality Towing

4. RoadOne Towing

5. ASAP Towing
Consistent with the objectives of the City Council-approved RFP, the tow contract working group recommended that the City enter into contracts with two (2) towing and impound contractors.

Based on the comprehensive RFP and evaluation process, with consideration of overall best value to the City, staff recommended awarding and entering into tow contracts with the two topPage 3 of 7 ranked tow providers: Cortes Towing Enterprises Inc. and Tony’s Auto Center Inc. dba Tony’s Auto Center.

Upon receipt of staff’s presentation and comments from the public and tow operators, the City Council desired additional time to consider the recommendations and requested additional information prior to award. Because the agreements with the two current tow operators expire on September 30, 2026, extensions to the agreements are necessary to ensure the City continues to receive towing and impound services prior to award of new agreements.

City staff recommend approval of Fourth Amendments to the current agreements with both current tow operators on the same terms and conditions as the existing agreements, except that the quarterly Towing Program Fee will be prorated to account for the extension only being for a partial quarter.

FINANCIAL STATEMENT:

The prorated quarterly Towing Program Fee revenue shall be $36,481.34, paid in equal shares by the two designated contractors. Revenues are recorded in account no. 100-70-21-21100-3558- .
