Accept Change Order No. 1 (Final) with John Simmons Roofing for the installation of additional roofing material as part of' the City Hall Roofing project and Accept the Notice of Completion for the work.
The existing City Hall Building located at 817 third Street was built in the 1970's and acquired by the City in the 1990's. No major roof improvements had been made to the building since this time, only minor repairs. The roof had deteriorated over time and was experiencing leaks in vulnerable areas such as seams in the roofing material, around HVAC penetrations, etc.
On 12/21/2022, the City Hall Roof Improvements Project was advertised for bids with bids opened on 01/18/2023. On Feb. 14, 2023, John Simons Roofing was awarded the Bid Alternate to apply a Silicone Fluid Applied roofing system to the existing roof in the amount of $144,350.00 with a 10% contingency for a total project cost of $158,785.00.
By issuance of this Change Order, the total project cost is reduced by $9,185.00 for a final contract amount of $149,600.00.
Fiscal Impact: Change Order #1 (Final) results in a net decrease of $9,185.00 to the total project cost resulting in a final contract amount of $149,600.

TO:
FROM:
Patrick Martinez, Assistant City Manager
Michael Bracken, Managing Partner
RE: ECONOMIC DEVELOPMENT BUDGET/WORKPLAN (FY 22-23, FY 23-24, FY 24-25) Patrick,
Yesterday we discussed a couple items that you have asked me to memorialize. This pertains to completing FY 22-23 and looking at the next two (2) years (FY 23-24 and FY 24-25) FY 22-23
March Retainer: $2,500*
April Retainer: $2,500
May Retainer: $2,500
June Retainer: $2,500
Expense to Graphic Designer for Retail One Sheet: $1,500 Expense to Printer to Print Retail One Sheet: $500
Updated Banner Stands: $2,500**
Travel Expenses for ICSC: $800***
Post ICSC Follow-up (Postage): $100
Total to Complete FY 22-23: $15,400
* March retainer is the only one for which the current contract directly covers. As you indicated, the contract allows for the contract to continue with the consent of both sides.
**Current banner stands may be sufficient for ICSC in Las Vegas, this would save $2,500. ***DMG, Inc. owns furniture and decor that allows us to save at least $2,500 in furniture expenses at ICSC (versus having to rent from the Convention Center).
FY 23-24 and FY 24-25
It is respected the City of Needles has many options it can consider moving forward. If it is with DMG, Inc., we would be honored to assist. The ideas below provide you the input you requested, and I am always open to further discussion.
Option 1: Transition to In-House
We briefly discussed the concept of the City of Needles working to identify a person that can be on-staff and over time become your in-house economic development person. This Option contemplates that option:
41-625 Eclectic Street, Suite D-2 ■ Palm Desert, CA 92260 Office: {760) 346-8820 ■ Mobile: {760) 272-9136

City ofNeedles Economic Development Budget Considerations FY 22-23 through FY 24-25 March 14, 2023
DMG, Inc. would provide both economic development consulting services and assistance in training an economic development person through a full-year cycle (FY 23-24) at a rate of $5,000 per month and for FY 24-25 at a rate of $3,000 per month. The ultimate commitment to Economic Development for the next two (2) Fiscal Years would look like this:
FY 23-24
Staff Member (Salary Range of $50-$60k plus benefits at 30%):
Retainer for Consulting Services:
Marketing Expenses (Current Level: ICSCl1-SheetlBanners):
Additional Marketing (From "The Plan"):
Total Estimated for FY 23-24:
FY 24-25
Staff Member (Salary Range of $55k-$65k plus benefits at 30%):
Retainer for Consulting Services:
Marketing Expenses (Current Level: ICSCl1-Sheet/Banners):
Additional Marketing (From "The Plan"):
Total Estimated for FY 23-24:
Option 2: Continuation of DMG. Inc. (at FY 22-23 Levels/ Retainer for Consulting Services:
Marketing Expenses (Current Level: ICSCl1-Sheet/Banners):
Total Estimated for FY 23-24:
Option 3: Continuation of DMG. Inc. (FY 22-23 Plus Marketing Budget/ $65,000-$78,000
$60,000
$10,000
$25,000 - $100,000
$160,000 - $248,000
$70,000-$83,000
$36,000
$10,000
$25,000 - $100,000
$141,000 - $229,000
$60,000
$10,000
$70,000
The third option is a continuation of the work levels we have performed in last year but also calls for a marketing budget and implementation of said marketing. This would increase the workload to implement the budget (hence the higher retainer).
Retainer for Consulting Services:
Marketing Expenses (Current Level: ICSCl1-Sheet/Banners):
Additional Marketing (From "The Plan"):
Total Estimated for FY 23-24:
$72,000
$10,000
$25,000 - $100,000
$107,000- $182,000
The information provided provides you concepts and I am more than happy to discuss further so that we can talk through the resources available and how to best allocate them. Again, thank you for the opportunity to potentially continue our relationship with the City of Needles.
