Staff utilized the City Government procurement contract Sourcewell to obtain the following quotes for approval.
Crafco Inc. provided a quote for a new EZ 1500 double pumper with an autoloader function, squeegees, and three pallets of tar blocks for $154,583, including tax and shipping. Upon delivery of the unit, Crafco Inc. will provide a full day of training for operations, including maintenance of the unit, at no additional cost.

City of Needles, California
Request for City Council Action
CITY COUNCIL NPUA Regular Special
Meeting Date: March 11, 2025
Title: Additional Funding Authorization for 100 G Street Demolition & Asbestos Removal
Background: The City Council allocated $10,000 in the FY 25 mid-year budget for the demolition of the old Chamber of Commerce building located at 100 G Street. The contract for the building's demolition, required permits, and asbestos/lead survey was awarded to Phillips Construction. Phillips Construction subcontracted PSR Environmental Consulting to conduct the asbestos and lead survey. The summary report provided by PSR Environmental Consulting determined that the building’s roof mastic, penetration mastic, drywall, and floor under carpet all contain asbestos.
Phillips Construction obtained a quote from Najera Environmental Inc. for the proper and safe removal of all asbestos-containing materials identified by PSR Environmental Consulting. The additional cost for this work is $9,500. All asbestos-containing materials must be removed by an abatement contractor before the building can be demolished. This additional cost was not included in the mid-year budget.
Fiscal Impact: The total project cost is $19,500. Of this amount, $10,000 is allocated within the existing budget appropriation for FY 2025-2026, and the additional $9,500 will be funded through general fund reserves.
Environmental Impact: Current applicable Federal, State, and local statutes specify work practice requirements for demolition and/or renovation activities involving asbestos-containing materials. Proper notification, removal techniques, cleanup procedures, and waste storage/disposal are mandated for any renovation or demolition involving asbestos-containing materials.
Recommended Action: Authorize an additional $9,500 to the FY 25 budget for the demolition of the building at 100 G Street, utilizing general fund reserves for a total project cost not to exceed $19,500.

Each bulk sample was analyzed for Asbestos content by Polarized Light Microscopy (PLM). ATEL Lab is the accredited laboratory that performed the analysis for Asbestos. A total of 28 asbestos bulk samples were obtained during the survey.
Asbestos-containing building materials not identified in this report may be present within hidden and/or concealed areas of the property.

3 All findings and analytical data presented in this report are based on the information (assessment and sampling data) obtained by the inspector during the survey.
3.0 BULK SAMPLING PROCEDURES FOR ASBESTOS
Each suspect ACBM identified was sampled in accordance with sampling guidelines established by the USEPA. The following summarizes the sampling procedures utilized:
1. Building materials were categorized into homogeneous materials. A homogeneous material is defined as being uniform in texture, color, and date of application.
2. A sampling scheme was developed based upon the location and quantities of the various homogeneous materials.
3. Bulk samples were collected by extracting a representative section of the selected material, placing it in a sampling container and assigning a unique sample number. The samples were placed into a sealed shipping container for delivery to an accredited laboratory for analysis by PLM.
The personnel performed proper decontamination procedures to prevent the spread of secondary contamination.
Each bulk sample was recorded on a bulk sample log and possession of the samples was tracked by a chain of custody record.
The reported laboratory results in this report are a visual estimate by area of Asbestos concentration. Results for heterogeneous samples examined by component are reported as a composite. The lower limit of reliable detection for this method is 1%. Samples which contain Asbestos in a concentration lower than the limit of reliable detection (<1%) are considered “Trace.”
All bulk samples were analyzed by PLM in accordance with the “Interim Method for the Determination of Asbestos in Bulk Insulation Samples EPA – 600/M4-82-020” dated December 1982 and adopted by the National Voluntary Laboratory Accreditation Program (NVLAP) Title 15, part 7 of the Code of Federal Register as affiliated with the National Institute for Standards and Testing (NIST).
28 bulk samples were obtained at the property and analyzed for Asbestos content by ATEL Lab in California. ATEL Lab is accredited by the American Industrial Hygiene Association (AIHA), National Voluntary Laboratory Accreditation Program (NVLAP), National Institute of Standards and Testing (NIST), and is a successful participant in the Proficiency Analytical Testing Program (PAT).

7.0 RECOMMENDATIONS
Asbestos Materials
It is PSR’s professional opinion that the asbestos-containing material(s) must be removed by an abatement contractor if it will be impacted by the planned demolition project.
Agenda Item 5.
5 Construction personnel should be made aware of the presence of ACBM and instructed not to disturb or damage the ACBM. Current federal and state regulations require that any demolition of asbestos containing building materials be conducted only by workers and contractors who have been properly trained in the correct handling of asbestos.
Current applicable Federal, State, and local statutes specify work practice requirements for demolition and/or renovation activities, and the associated disturbance of ACMs/ACCMs, as well as the storage and disposal of asbestos-containing waste material. Proper notification, removal techniques, clean-up procedures, and waste storage and disposal requirements are mandated in connection with renovation or demolition activities. A mandatory 10 day (for nonemergency asbestos removal) notification is required by the US EPA and most local air quality pollution districts prior to the planned removal of 100 square feet or more ACM (greater than 1% asbestos).
Current Federal Occupational Safety and Health Administration (OSHA), State (DOSH or Cal/OSHA), and additional local regulatory agencies mandate that ACM/ACCM (manufactured material containing greater than 1/10 of 1% asbestos), regardless of quantity, shall be handled during removal, repair, etcetera by asbestos trained and qualified individuals or contractors. Identified ACMs/ACCMs must also be removed by State licensed Asbestos Abatement Contractors prior to any demolition or construction activities if more than 100 square feet of ACMs/ACCMs will be disturbed or impacted.
All asbestos work should proceed under the guidance or direction of an independent State Certified Asbestos Consultant with oversight performed by a State Certified Site Surveillance Technician.
At the end of the abatement, PSR highly recommends an air clearance inspection be conducted to show that air levels are safe for reentry.
8.0 LIMITATIONS
PSR warrants that our services are performed within the limits prescribed by our client with the usual thoroughness and competence of the environmental profession.
Any recommendations in this report are professional opinions solely based on visual observations and analytical analyses, as described in this report.
Opinions and recommendations presented herein apply to site conditions existing at the time of our investigation and those reasonably foreseeable, cannot necessarily apply to site changes of which this office is not aware and has not had the opportunity to evaluate.

PSR Environmental Consulting Services (PSR) conducted a lead survey at the above referenced facility. PSR’s representative Mr. Paul Legerski, who is a California Certified Department of Public Health (DPH) Lead Inspector/Assessor No. 20, conducted the survey. The purpose of the sampling was to determine the lead content of suspect materials that may be impacted by a planned remodeling project.
Lead Sampling and Analytical Methodology
PSR has utilized the testing and sampling procedures identified in the EPA/HUD funded Methodology for XRF Performance Characteristic Sheets, Document EPA 747-R-95-008, September 1997, which shows 0.0%* (in standard mode) Inconclusive Rate for the Niton XL Spectrum Analyzer, K-shell Spectrum analyzer as the representative testing methodology. As part of this testing procedure, X-Ray Fluorescence (XRF) testing instruments must be utilized according to the procedures of the manufacturer-specific Performance Characteristic Sheet (PCS).
This document, included as an attachment, and identifies the proper use of the XRF instrument, calibration procedures using the NIST Lead Paint Film standards, and the classifications of “positive”, “inconclusive”, and “negative” XRF readings.
The Niton, Model XLp 300A, XRF Analyzer
The Niton XL Lead Paint Analyzer is a complete lead paint analysis system which quickly, accurately, and non-destructively measures the concentration of Lead-Based Paint (LBP) on surfaces. The Niton XL relies on the measurement of the K-shell X-rays to determine the amount of lead present in the painted surface. K-shell X-rays can penetrate many layers of paint and allow a good measurement of the lead content of paint to be made without being significantly affected by the thickness or number of layers of paint on the surface of the sample.
The Niton XL has the ability to analyze and compute corrections for the differences in the energy spectrums relating to different substrates. This analysis of the energy spectrum means that the lead paint reading displayed on the instrument already accounts for any substrate effects and no correction is required by the operator. The Niton XL's field of view is limited to a depth of 3/8", deep enough to handle virtually all painted surfaces, but not prone to detect lead objects located behind the surface.
Lead Testing Results
In the EPA/HUD and State of California Regulations, painted materials containing equal or greater than 1.0 milligrams per cubic centimeter (> 1.0 mg/cm3) of lead content (as determined by XRF Analysis) are regulated and considered a lead based paint containing material in this report. The State of California, Department of Public Health (DPH) considers Agenda Item 5.
materials containing equal or greater than 600 parts per million (ppm) lead containing materials.
Therefore, Federal and State regulatory agencies consider these components tested NOT to be lead-based paint containing
LIMITATIONS
Although reasonable effort is made by PSR personnel to locate and sample suspect materials. For any facility the existence of unique or concealed lead-containing materials and lead-based paint is a possibility. In addition, sampling constraints could typically hinder the investigation. PSR does not warrant, guarantee or profess to have the ability to locate or identify all lead-containing materials and lead-based paint in a facility. This report is intended to be used in planning for renovation or demolition. This report is not intended to be a construction document.

City of Needles, California
Request for City Council Action
CITY COUNCIL NPUA Regular Special
Meeting Date: March 11, 2025
Title: Authorize the City Manager to proceed with GPS Trackit for Fleet Management Services at an annual cost of $9,600 under a three-year contract.
Background: The City of Needles/NPUA owns and operates a fleet of 34 vehicles.
Currently, the city does not have a fleet management tracking system in place. The absence of a tracking system limits the city’s ability to monitor vehicle usage, enhance driver safety, optimize fleet operations, and reduce costs.
Implementing GPS Trackit will provide a comprehensive GPS-enabled vehicle tracking system that allows real-time fleet monitoring, improves driver accountability, enhances safety, and increases operational efficiency. The system offers:
• Real-time tracking of vehicle location, speed, and route history. • Driver behavior reports, including speeding, hard braking, rapid acceleration, and idling alerts. • Geofencing alerts to notify management when vehicles enter or leave designated areas. • Mileage tracking and fuel efficiency monitoring to reduce operational costs. • Security and loss prevention features, including stolen vehicle tracking and unauthorized use notifications.
• Vehicle diagnostic monitoring, which helps detect engine issues early to improve maintenance scheduling.
The plug-and-play vehicle tracking equipment is provided by GPS Trackit and will be installed by the Fleet Department. The proposed contract includes a three-year discounted rate for the service.
Fiscal Impact: The monthly cost for 34 fleet units is $800 plus tax, totaling an annual cost of $9,600. These costs will be divided among departments and funded through the adopted fiscal year budget.
Environmental Impact: N/A
Recommended Action: Authorize the City Manager to proceed with GPS Trackit for Fleet Management Services at an annual cost of $9,600 under a three-year contract.

City of Needles, California
Request for City Council Action
CITY COUNCIL NPUA Regular Special
Meeting Date: March 11, 2025
Title: Resolution No. 2025-14 A Resolution of the City Council of the City of Needles, Adopting Naloxone Policy and Procedures for the City of Needles Background: The City of Needles prioritizes the safety and well-being of its employees and community members. With the rise of opioid-related emergencies, it is essential to equip City personnel with the necessary tools and training to respond effectively. Naloxone, an opioid antagonist, has been proven to reverse the effects of opioid overdoses and can be lifesaving when administered promptly.
The proposed policy establishes clear procedures for City employees to safely administer Naloxone while ensuring their protection. Training will be provided to authorized personnel to recognize the signs of an overdose, safely administer Naloxone, and follow necessary post-administration protocols. The policy aligns with California Department of Public Health regulations and California Civil Code section 1714.22, which provides liability protection for individuals administering Naloxone in good faith.
Additionally, secure storage and tracking of Naloxone kits will be implemented to ensure accessibility and accountability.
The City of Needles worked closely with the City Attorney and the California Joint Powers Insurance Authority (CJPIA) to develop this comprehensive policy. Their guidance helped ensure that the policy includes best practices for risk mitigation, employee safety, and legal compliance, providing a sustainable framework for addressing opioid-related emergencies within the City.
Fiscal Impact: Minimal costs associated with the procurement of Naloxone kits and training for authorized personnel. The City may seek funding or grants to offset costs.
Environmental Impact: None
Recommended Action: Adopt Resolution No. 2025-14 of the City Council of the City of Needles, Approving the City of Needles Naloxone Policy and Procedures and authorize staff to proceed with implementation of the policy and procedures.

Agenda Item 7.
1 CITY OF NEEDLES
NALOXONE POLICY AND PROCEDURES
I. POLICY
According to the Centers for Disease Control and Prevention (CDC), “The United States is experiencing an epidemic of drug overdose (poisoning) deaths. Since 2000, the rate of deaths from drug overdoses has increased 137 percent, including a 200 percent increase in the rate of overdose deaths involving opioids.” Naloxone hydrochloride (“Naloxone”) is an opioid antagonist designed to reverse the respiratory depression caused by an overdose of opioids.
In 2017, in an effort to reduce morbidity and mortality associated with opioid overdose, the California Department of Public Health (CDPH) issued a statewide standing order permitting, through an application process, community organizations and other entities that are not currently working with a physician to obtain and distribute Naloxone to a person at risk of an opioid-related overdose. According to the CDPH standing order, “Naloxone has very few negative effects, no effect if opioids are not in a person’s system, and no potential for abuse. Naloxone requires a prescription but is not a controlled substance.” California Civil Code 1714.22 (f) states:
Notwithstanding any other law, a person who possesses or distributes an opioid antagonist pursuant to a prescription or standing order shall not be subject to professional review, be liable in a civil action, or be subject to criminal prosecution for this possession or distribution. Notwithstanding any other law, a person not otherwise licensed to administer an opioid antagonist, but trained as required under paragraph (1) of subdivision (d), who acts with reasonable care in administering an opioid antagonist, in good faith and not for compensation, to a person who is experiencing or is suspected of experiencing an overdose shall not be subject to professional review, be liable in a civil action, or be subject to criminal prosecution for this administration.
Health and Safety Code 1799.113 provides qualified immunity and states:
(a) (1) A person who, in good faith and not for compensation, renders emergency treatment at the scene of an opioid overdose or suspected opioid overdose by administering an opioid antagonist shall not be liable for civil damages resulting from an act or omission related to the rendering of the emergency treatment. (2) A person who, in good faith and not for compensation, furnishes an opioid antagonist to a person for use at the scene of an opioid overdose or suspected opioid overdose shall not be liable for civil damages resulting from an act or omission related to the furnishing of the opioid antagonist.
(b) This section does not apply to an act or omission related to the rendering of emergency treatment at the scene of an opioid overdose or suspected opioid overdose by means of an opioid antagonist that constitutes gross negligence or willful or wanton misconduct.
The City of Needles (“City”) prioritizes the safety and welfare of our community and personnel.
The City will designate a coordinator responsible for administering established procedures to support this policy and will provide supplies and training on the administration and use of Naloxone.
Agenda Item 7.
2 The City supports the overall objective to reduce the number of fatal opioid overdoses in the community and increase employee safety.
II. DEFINITIONS
A. Opioid Overdose. An Opioid Overdose is an acute, life-threatening medical condition caused by the excessive intake of opioids (e.g., heroin, morphine, fentanyl, tramadol, oxycodone). This serious medical condition causes the victim to suffer from symptoms including but not necessarily limited to an altered level of consciousness, pinpoint pupils, respiratory arrest, unresponsiveness to stimuli, shallow or stopped breathing, blue or gray skin color around lips and fingernails, and can lead to death.
B. Naloxone Hydrochloride. A medication used for the treatment of a known or suspected Opioid Overdose; a narcotic antagonist which works by affecting opiate receptor sites within the brain. Naloxone is commonly referred to by the brand name Narcan.
C. Authorized Employee. An individual employed by the City who has received training on Opioid Overdose prevention and the proper use and administration of Naloxone.
Authorized Employees are permitted to administer Naloxone without additional approval in cases where an Opioid Overdose is suspected.
D. Intranasal. Administered through the nose. The nasal cavity is covered by a thin mucosa, which is extremely vascular and provides a direct route into the bloodstream of the victim. Therefore, when Naloxone is administered via spray into the victim’s nose, it can be quickly effective.
E. Secure Storage Area. A climate-controlled location where access to Naloxone is restricted and controlled.
F. Naloxone Kit. A Naloxone Kit includes two nasal spray doses of Naloxone and may also include a zipper plastic bag, face mask, mouth shield/breathing mask, and medical-grade latex gloves.
G. Opioid Antagonist. Naloxone hydrochloride or any other opioid antagonist that is approved by the United States Food and Drug Administration for the treatment of an opioid overdose.
III. PROCEDURES
A. Coordinator.
The City Manager or his designee will act as the City’s coordinator with the following responsibilities:
1. Completing training in Opioid Overdose prevention and the use and administration of Naloxone as approved by CDPH and in satisfaction of the prerequisite for submission of the Naloxone Standing Order Application required by CDPH.
2. Completing and submitting the Naloxone Standing Order Application as required by CDPH on behalf of the City.
3. Ensuring that the Standing Order issued to the City if current as the Standing Order automatically expires every two (2) from the date it is signed.
4. Identifying employees permitted to carry and administer Naloxone.
2. Maintaining a roster of employees trained in Opioid Overdose prevention and Naloxone administration. Training shall include techniques for recognizing symptoms of an opioid overdose, standards and procedures for the storage, restocking and emergency use of Naloxone, basic emergency follow-up procedures, and recommendations on the necessity of instruction and certification in cardiopulmonary resuscitation.
Agenda Item 7.
3 3. Maintaining records of Naloxone issuance and administration.
4. Establishing a Secure Storage Area and restricting and controlling access.
5. Maintaining Naloxone Kits and obtaining new kits prior to their expiration.
6. Coordinating new and continued training for Authorized Employees.
7. Retaining completed reports on Naloxone use.
B. Administration.
1. Only employees who have completed training in Opioid Overdose prevention and the use and administration of Naloxone are permitted to carry and administer it.
2. Authorized Employees should obtain Naloxone from the Secure Storage Area.
Upon collection and return, each employee should complete an inventory log (Appendix A), which includes the kit number, date, and time the medication is logged out and returned.
3. Upon receipt of a kit, Authorized Employees should conduct an inspection to confirm it is in good condition and unexpired. This should include an inspection of the kit’s exterior to ensure it is clean and undamaged. Expired or damaged kits should be immediately returned to the coordinator.
4. Authorized Employees should keep kits in a location easily accessible for use when needed, but out of direct sunlight. Lost kits must be reported immediately to the coordinator.
5. Naloxone should only be administered to adults and children older than one year.
The dose is the same for both adults and children. Naloxone should not be administered to infants under one year of age.
6. At least two unexpired doses of Naloxone hydrochloride or another FDA-approved opioid antagonist should be maintained on the premises at all times. There should always be at least one staff member present who knows the specific location of the Naloxone and has been trained in its administration. Proof of this training must be documented in the staff member’s personnel file.
C. Training.
Before being permitted to carry and administer Naloxone, Authorized Employees are required to complete Opioid Overdose prevention training.
Training should include the following:
1. How to prevent an overdose.
2. How to recognize an opioid overdose, including how to check responsiveness.
3. How to store Naloxone, including standards and procedures for restocking Naloxone.
4. How to administer Naloxone.
5. How to alert emergency medical services.
6. How to administer rescue breathing and the necessity of instruction and certification on cardiopulmonary resuscitation.
7. How to place the subject in the recovery position.
8. How to provide post-overdose care and basic emergency follow-up procedures.
This training may be completed virtually or in person.
For Authorized Employees who may be out in the field (e.g., code enforcement or animal control officers), a reminder about verifying scene safety is appropriate. This Agenda Item 7.
4 includes reviewing the surrounding area to confirm the scene is safe to prevent the employee from becoming a victim themselves. This step aligns with the American Heart Association’s basic life support training. Local law enforcement is recommended as a source to discuss verifying scene safety.
Training shall include training videos or programs approved by the City that trains Authorized Employees on bloodborne pathogens and CPR/First-Aid training.
Authorized Employees shall undergo continued education at least once every two years.
CDPH Administering Naloxone Training Video (You Tube)
D. Steps.
1. Assess the victim for lack of breathing, pulse, and unresponsiveness prior to administering Naloxone. If unresponsive, check the victim’s airway to ensure it is unobstructed. Ask bystanders if it is known if the victim is an opioid user. Conduct a brief visual survey of the victim and the immediate vicinity for any obvious evidence of drug use or exposure.
Characteristics that may indicate an Opioid Overdose include, but are not limited to:
Falling asleep or loss of consciousness
Constricted (pinpoint) pupils
Unresponsive to verbal or physical stimulus
Awake, but unable to speak
Pulse (heartbeat) is slow, irregular, or not present
Breathing is very slow and shallow, irregular, or has stopped Choking sounds, or a snore-like gurgling noise
Vomiting
Body is very limp
Face is very pale or clammy
Fingernails and lips turn blue or purplish black
2. If another person is available, direct that person to call 911
3. Administer Naloxone intranasally in accordance with the mandatory training provided:
a. Gently tilt the victim’s head back and ensure the nasal cavity is clear b. Hold the nasal spray by placing your thumb on the bottom of the plunger and your first and middle fingers on either side of the nozzle c. Insert the nasal spray nozzle into one (1) nostril until your fingers, on either side of the nozzle, are against the bottom of the victim’s nose d. Press the plunger firmly to administer the full dose into the nostril e. Remove the nasal spray from the victim’s nostril after administering the dose
4. If 911 has not been called, call 911 and notify emergency medical services (EMS)/first responders
5. While waiting for EMS, initiate rescue breathing as needed until the victim can adequately breathe on their own. If the Authorized Employee is trained in CPR, this technique can also be used.
Agenda Item 7.
5 6. Once the victim is breathing on their own, place them on their side in the recovery position to avoid aspiration.
7. Continue constant observation until first responders arrive Administration may result in immediate withdrawal symptoms in victims who are opioid dependent. Symptoms of withdrawal may include but are not limited to nausea/vomiting, cardiac arrest, nosebleeds, or in rare cases, aggressive behavior.
8. If the victim does not respond after 2 minutes, a second dose may be required. A second dose may also be required if the lifesaving effects wear off before EMS/first responders arrive and should be administered in the alternate nostril. Do not attempt to reuse the nasal spray. Each nasal spray contains a single dose and cannot be reused.
If the victim is unresponsive, do not try to shock them awake by exposing them to extreme temperatures (such as an ice bath). The bodies of individuals experiencing an Opioid Overdose are more susceptible to conditions such as hypothermia as their bodies are much weaker than normal.
9. Prior to administering a second dose, using a new nasal spray, confirm that first responders are en route to the location.
10. Defer to the authority of first responders once they arrive on the scene.
E. Disposal.
Ensure the used nasal spray device(s) is/are properly disposed of by surrendering it/them to on-scene first responders or by placing it/them into a hazardous materials disposal container. Hazardous materials shall be maintained in a manner to restrict access by unauthorized personnel. Any suspected or confirmed tampering of, unauthorized access to, or loss of this waste shall be reported to the appropriate authority.
F. Documentation and Reporting.
1. Verbally advise first responders of the approximate time Naloxone was administered and any change in the victim’s condition.
2. Complete a Naloxone Use Report (Appendix B), which should include all pertinent information related to the administration of Naloxone, including the location of the incident.
3. Complete additional reports that may be required, such as an City’s internal incident report, detailing all pertinent information, including observations and actions at the scene.
4. Upon completion, immediately submit all reports to the coordinator. All documentation should be securely filed and retained indefinitely Agenda Item 7.

MEMORANDUM
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: PATRICK J. MARTINEZ, CITY MANAGER
SUBJECT: WEEKLY MEMORANDUM
DATE: February 21, 2025
1. Today, City staff met with the District Director and Deputy District Director – Design for Caltrans District 8 to discuss infrastructure projects, grant funding, and strategic partnerships. The meeting focused on Caltrans’ ongoing investments in Needles, which include:
• $5 million+ for off-ramp improvements (California Sign Project) • $2.17 million from the Clean California Grant Program (APWA Award) • $245,000 from the Sustainable Communities Planning Grant • $758,000 in federal funding for the Olbernolte Street Project • $2 million+ for the Active Transportation Plan
Discussions covered the City’s Off-Highway Motor Vehicle (OHMV) Pilot Program and its implementation. Additionally, the City highlighted Needles’ role as a BNSF railway hub and explored the potential for developing a vehicle charging hub to advance renewable energy and electric vehicle (EV) infrastructure. Safety and traffic flow improvements were key topics, particularly enhancements to Highway 95 and the need for improved lighting on the D Street Bridge. The meeting strengthened collaboration between the City and Caltrans, reinforcing the importance of state and federal investments in transportation infrastructure to support economic growth, mobility, and community development in Needles.
2. The Needles Pride Program is thriving, inspiring residents to take an active role in improving their neighborhoods, fostering community pride, maintaining properties, and ensuring compliance with city codes. One of the program’s greatest successes has been its ongoing community clean-up efforts, and the next event is set for tomorrow, February 22, 2025, at 9 AM. Councilmember Zachery Longacre will lead the charge to clean up J Street Hill, and all community members are invited to join. Volunteers should meet near Dollar General (Corner of J Street and Hospitality), where bags, gloves, and pickers will be provided—bring your enthusiasm and dedication to keeping Needles beautiful! At the same time, fire prevention remains a top priority for the city.
Many property owners have already stepped up to clear and maintain their lots,
and our Public Works crew is actively trimming trees throughout the city this week to enhance safety and aesthetics. As we gear up for the season, take a sneak peek at the attached photo of our team hard at work at Jack Smith Park. Additionally, the swim area at Jack Smith park is now ready for the summer season. This work is being performed annually to ensure a better experience for everyone at our beaches. Let’s keep the momentum going and continue positively impacting our community! Refer to the attached flyer for more information.
3. The City of Needles is taking another significant step in improving essential infrastructure with the upcoming Water Service Lateral Replacement Project.
Phillips Excavating will begin work next week, launching a $500,000 investment to upgrade water service laterals across several key neighborhoods. The project will start on El Monte Street and extend to Carty Way, Carty Circle, Carty Place, Desoto Street, I Street, H Street, G Street, and Crestview Drive. Now entering the second half of its fourth year, the City has committed $3.6 million this fiscal year toward comprehensive waterline and street upgrades, ensuring residents receive reliable, modernized infrastructure. In addition, the city is preparing to go out to bid for the paving portion of the project, ensuring that once underground improvements are complete, the affected streets will be repaved for enhanced durability and safety. This initiative aligns with the City Council’s goal to enhance infrastructure and public spaces, reinforcing Needles’ dedication to creating a sustainable, functional, and attractive environment for residents and visitors. Investments like these improve essential services, increase long-term sustainability, and support economic growth by making Needles a more resilient and connected community. Refer to the attached exhibit for additional details on the Phase 4B project plan. We appreciate the community’s patience and support as we continue making Needles an even better place to live, work, and visit!
4. The Billet Health team comprises of professionals specializing in mobile physicians, remote patient monitoring, home health, hospice, and primary care. The City of Needles collaborates with Billet Health to support our Veterans Housing Program, ensuring that local veterans receive the necessary care and resources. Today, Billet Health launched its "Donuts and Coffee for Veterans" initiative to honor and thank our veterans for their service. This event will now be held monthly at the Sage Motel (1624 W Broadway Street, Needles, CA 92363), providing a welcoming space for veterans to connect and receive support. The next "Donuts and Coffee for Veterans" event will occur on March 21, 2025, at 9:00 AM. Please see the attached flyer for the full schedule and refer to the attached images for highlights from today's event. This initiative strengthens our ongoing commitment to supporting veterans in our community, and we appreciate Billet Health’s dedication to this effort.
5. City officials, business owners, community members, and the San Bernardino County Sheriff’s Department - Colorado River Station came together on
Tuesday for the Coffee with a Cop event. This initiative provided a valuable opportunity for residents to engage in open conversations with local law enforcement, fostering stronger relationships and reinforcing our shared commitment to public safety. As part of our ongoing efforts to protect the community, the City of Needles recently formed a multi-agency task force in partnership with SBCSD, Caltrans, and the Needles Unified School District to combat vandalism and graffiti. These acts will not be tolerated, and I want to personally commend SBCSD for their dedication to keeping our city safe. On Monday, February 17, 2025, at 6:44 p.m., Needles deputies responded to a report of a juvenile brandishing a firearm near Flip Mendez Parkway. When approached, two juveniles fled on foot but were quickly detained after a pursuit.
Deputies recovered a semi-automatic handgun in the area. A 16-year-old on probation was arrested and remains in custody without bail, while the second juvenile was released to a guardian, with a report submitted to the Juvenile District Attorney for review. Our commitment to public safety remains unwavering. Through continued collaboration with law enforcement, local agencies, and engaged community members, we will ensure that Needles remains a safe and welcoming place for all. For more details, please see the attached press release.
6. This week, City officials attended Pacific Clinics' SPIKES Clubhouse Member Appreciation Day, recognizing the vital services the center provides to the community. Since opening in November 2024, Pacific Clinics has served residents 18 and older, focusing on behavioral health recovery, peer support, and essential resources. Beyond mental health services, the center offers assistance for families, individuals affected by domestic violence, those facing food insecurity, and support for healthy living and community engagement. Pacific Clinics, a California non-profit public benefit corporation, operates under contract with the San Bernardino County Department of Behavioral Health to provide mental health services statewide.

8. 9. The City continues working with the Bureau of Land Management (BLM) to develop a coordinated plan to relocate the four burros roaming Rivers Edge Golf Course safely. The Burro Extraction Team remains actively engaged, and a designated feeding area has been established— a critical first step in preparing a humane trapping method for relocation. BLM is still awaiting authorization from Washington, D.C., to proceed safely. This effort has been ongoing, and City staff continue to meet regularly with BLM to advance the process. With boating season approaching and the Jack Smith Boat Launch reopening for weekend use next month, public safety remains a top priority. The City will continue monitoring the situation to mitigate potential hazards for drivers and visitors. We appreciate BLM's collaboration and will provide updates as they become available.
10. Get ready for an action-packed week as Needles High School Spring sports kick off with two major tournaments, reinforcing the City's commitment to sports tourism and community engagement. The Needles High School Baseball and Softball Colorado River Invitational Tournament will run from February 27 through March 1, 2025, with games hosted at Needles High School Field and Nikki Bunch/Franz Flowers Ball Fields (refer to the attached brackets for more information). Rounding out the week, the 18th Annual Needles Spring Classic Basketball Tournament will occur on March 1-2, 2025, featuring 27 teams competing at the Needles Recreation Center.
These tournaments align with the City Council's goals to enhance public spaces, foster economic growth, and position Needles as a premier sports tourism destination. By hosting regional sporting events, the City attracts

MEMORANDUM
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: PATRICK J. MARTINEZ, CITY MANAGER
SUBJECT: WEEKLY MEMORANDUM
DATE: February 28, 2025
1. The City of Needles continues to enhance its reputation as a premier destination for sports tourism by hosting multiple high-profile tournaments this week. These events align with the City Council’s strategic goals to enhance public spaces, drive economic development, and solidify Needles as the Gateway to California on Route 66 and the Colorado River.
• Colorado River Invitational Baseball & Softball Tournament • Dates: February 27 – March 1, 2025
• Venues: Needles High School Field & Nikki Bunch/Franz Flowers Ball Fields
• Details: This tournament will welcome teams from across the region, bringing increased visitor activity and economic benefits to the community.
• 18th Annual Needles Spring Classic Basketball Tournament • Dates: March 1 – 2, 2025
• Venue: Needles Recreation Center
• Details: Featuring 24 teams, this event provides a competitive platform for young athletes and increases visitor engagement within the city.
These tournaments are expected to generate significant tourism activity, support local businesses, and enhance community involvement, reinforcing Needles’ commitment to sports and recreation. For complete tournament schedules, refer to the attached brackets.
2. Tomorrow, March 1, 2025, the City of Needles, in partnership with the San Bernardino County Board of Supervisors and the San Bernardino County Fire Protection District, will host a Household Hazardous Waste Collection Event from 7:00 AM to 11:00 AM at the Needles City Yard (112 Robuffa Street, Needles, CA 92363). This event provides residents with a safe and responsible way to dispose of household hazardous waste, including used motor oil, batteries, paint products, medications, and electronic waste. Proper disposal helps protect our community and environment from harmful contaminants. For
more details, contact the San Bernardino County Fire Protection District’s Household Hazardous Waste Program at 909-382-5401 or 1-800-OILY-CAT (1- 800-645-9228) or visit SBCfire.org/hhw. Refer to the attached flyer for full details on accepted and prohibited items.
3. The Needles Pride Program continues to thrive, empowering residents to take an active role in maintaining their neighborhoods, fostering community pride, and ensuring compliance with city codes. As our residents contribute to these efforts, the City of Needles remains committed to investing in critical infrastructure improvements that enhance service reliability and improve the overall quality of life.
This past weekend, our community came together for another neighborhood cleanup event, with a dozen dedicated volunteers participating. Organized by Councilmember Zachery Longacre, the effort focused on J Street (around Duke Watkins Park) and the I-40 J Street On and Off Ramps in preparation for an upcoming sports tourism weekend at the Jo Jo Garcia Memorial Sports Complex and the Needles Recreation Center. Volunteers removed over 20 bags of trash, cleared overgrown bushes, and eliminated sidewalk debris. This collective effort is a testament to the power of community engagement and civic pride. See the attached image for a glimpse of the incredible work accomplished.
Meanwhile, the City’s Wastewater Department began replacing two pumps at the Bazoobuth Lift Station, significantly improving system efficiency, extending its lifespan, and ensuring long-term reliability. See the attached image for a look at the new pumps. Additionally, the Electric Department assisted in unloading a new chemical storage tank that will be used at the Duke Watkins Splash Pad—the final component needed to complete the project and make the splash pad operational before it warms up. Our Public Works crews remained focused on roadway maintenance this week, making improvements along Parkway, Balboa, Peru, and Verde Shores, while also completing road striping on River Road. Their ongoing efforts are essential to ensuring our streets remain safe and functional, and we deeply appreciate their dedication to maintaining our city’s infrastructure.
Recognizing the need for long-term solutions, the City Council has allocated $3.6 million for street improvements this fiscal year. The second phase of these improvements began last week with the Water Service Lateral Replacement Project, which is currently underway on El Monte Street, Carty Way, Carty Circle, Carty Place, Desoto Street, I Street, H Street, G Street, and Crestview Drive. Now in the second half of its fourth year, the City’s comprehensive infrastructure investment initiative continues, modernizing streets and waterlines to enhance reliability and safety. The City is also preparing to bid on the paving portion of the project—once underground improvements are complete, repaving will follow to improve durability and road conditions for all residents.
We encourage the community to stay engaged and report any road issues by contacting the City of Needles Billing Office at 760-326-2115 (press #9) or by downloading the Needles Connect app from the Google Play Store for Android or the Apple Store (iOS). Your input helps us build a stronger, safer, and more vibrant Needles—together.

This past week, the college hosted a Metropolitan Water District Apprenticeship Workshop at the Needles Educational Center, where 30 attendees learned about hands-on training and career pathways in mechanical and electrical trades.
Upcoming events include the CTE Advisory Meeting on March 26, 2025, from 12:00 PM to 5:00 PM at Palo Verde College Theater in Blythe, CA. Local businesses are encouraged to participate and discuss workforce needs in fields like Automotive, Business, Construction, Nursing, and Welding, ensuring education aligns with regional job demands.
On April 12, 2025, the Palo Verde College Foundation 5K Color Run & Walk will occur at the Needles Center, starting at 9:00 AM (check-in at 7:30 AM).
The $25 entry fee includes a T-shirt and meal, with proceeds benefiting Needles Center students. Register as a runner, walker, or volunteer (free) by clicking here. As a cornerstone of local education and workforce development, Palo Verde College continues to provide essential programs that strengthen the community. For event details, contact Shivam Bhakta at [email protected] or (760) 326-5056. Refer to the attached flyers for additional information.
6. The City of Needles sincerely thanks the Bureau of Land Management (BLM) Needles office for their dedication and coordination in successfully relocating the burros from Rivers Edge Golf Course. Following final approval from Washington, D.C., the burros have been safely relocated to Ridgecrest, California, where they will be available for adoption. We also want to
acknowledge the efforts of our City staff, particularly Animal Control and the staff at Rivers Edge Golf Course, who assisted in ensuring the safety and well-being of the burros throughout the process. This successful operation highlights the strong partnership between the City and BLM in managing local wildlife responsibly.
7. The City of Needles is pleased to introduce Raymond Bernasconi as the newest Code Enforcement Officer within our Development Services Department. Mr. Bernasconi brings 36 years of law enforcement experience with the Los Angeles County Sheriff’s Department, which will be invaluable in strengthening our Code Enforcement operations. His extensive background will ensure a smooth transition and enhance the department’s ability to serve our community effectively. He will be sworn in at our next City Council meeting on March 11, 2025. Please join me in congratulating him on his new role.
8. The Rivers Edge Golf Course remains the top destination for tournaments and community golf events. The Harvest Bible Church Golf Tournament will kick off March 8, 2025, featuring a 3-person scramble with a $75 per player / $225 per team entry fee. All proceeds benefit Harvest Bible Church. 9. On Monday, February 24, 2025, city staff attended the Rural Area Support Collaborative (RASC) meeting at the Hampton Inn, engaging with key stakeholders on health and wellness initiatives. Participants included Dan Gomez, VP of Provider Experience; Jannette Zito, Program Manager for Health Equity; representatives from the San Bernardino County Department of Public Health; Jaclyn Randall from Palo Verde College; and City Manager Patrick Martinez. Discussions focused on expanding provider networks, enhancing telehealth access, improving transportation solutions, and addressing social determinants of health. The latest Membership Profile Report shows IEHP enrollment in Needles at 1,775 members, reflecting steady healthcare coverage. IEHP remains a critical regional provider, offering essential services such as Medi-Cal enrollment assistance, primary and specialty care access, telehealth options, and transportation solutions to medical appointments. To maintain coverage, IEHP can help residents renew their Medi-Cal benefits, and they are encouraged to do so online, by mail, or in person. City staff continues to advocate for expanded healthcare resources to ensure Needles residents have access to necessary medical services.
IEHP’s efforts to enhance provider availability and improve access to affordable healthcare are vital to the community's well-being. IEHP’s Healthcare Scholarship Fund will cover tuition costs for Needles medical students pursuing careers as Primary Care Physicians (PCPs) and specialty physicians, further strengthening the region’s healthcare workforce.

10.The City is thrilled to welcome Patrick McCaffery as the newest member of the Housing Commission. The commission oversees the Needles Housing Authority and ensures ongoing compliance with all state and federal laws, rules, and regulations. Additionally, it reviews and recommends new grant funding opportunities for housing programs and projects, advises the City Council on affordable housing issues, and serves as a forum for resolving tenant concerns at existing facilities. The commission meets on the fourth Wednesday of each month at 4 PM at El Garces. We are excited to have Patrick join the team and look forward to his contributions. Welcome aboard, Patrick!
11.On behalf of the City of Needles, I extend our heartfelt congratulations to the Needles Lady Stangs, the 2025 NIAA 2A State Champions, for their remarkable achievement in defending their title. Their dedication, teamwork, and perseverance exemplify the highest standards of excellence in athletics. We commend the Mustangs, this year’s state runner-up, for an outstanding season of hard-fought competition and commendable sportsmanship. Their commitment and resilience have brought great pride to our community. A victory parade welcomed both teams back home to celebrate their accomplishments, recognizing their hard work and dedication. Please refer to the attached photo for a glimpse of this special celebration honoring their achievements.
12.The City of Needles is committed to fostering a connected and engaged community through open communication and active public participation. Through Needles Connect, residents have direct access to real-time city news, events, and important updates—empowering residents to stay informed and engaged.
