CITY COUNCIL PLANNING COMMISSION Regular Special
MEETING DATE: January 13, 2026
TITLE: Resolution 2025-49 of the City Council of the City Of Needles, Approving a Conditional Use Permit for a Licensed Retail Cannabis Dispensary and Related Tenant Improvements at 1611 Needles Highway, APN 0185-062-26-0000, within the General Commercial (C-2) Zoning District APPLICANT: Norman Yousif, on behalf of Off The Charts (OTC) LOCATION: 1611 Needles Highway; APN 0185-062-26-0000
BACKGROUND: The applicant, Off The Charts (OTC), is requesting approval of a Conditional Use Permit to establish a licensed retail cannabis dispensary within an existing commercial building located at 1611 Needles Highway. The site is approximately 0.28 acres, zoned General Commercial (C-2), and has been vacant for several years. The proposed project includes tenant improvements, building upgrades, and site enhancements, representing a significant reinvestment that will activate an underutilized parcel and enhance the surrounding commercial corridor. The applicant proposes standard cannabis retail operations with customer check-in procedures, controlled access, secure product handling, inventory tracking, and adherence to all state and local regulations.

The subject property is located on Needles Highway within the General Commercial (C-2) zoning district and carries a General Plan land use designation of General Commercial. The existing building has remained vacant for an extended period, contributing to underutilization along this commercial corridor. Surrounding uses include commercial and residential development to the south and vacant commercial parcels to the north, east and west. Cannabis retail is a conditionally permitted use in the C-2 district under the Needles Municipal Code, requiring approval of a Conditional Use Permit to ensure operational compatibility and compliance with safety and design standards.

The applicant proposes to renovate the existing building to accommodate cannabis retail operations. Interior tenant improvements will include controlled customer access, secure check-in areas, retail display space, and compliance-based storage and security systems. Exterior improvements will include façade upgrades, new lighting, ADA access improvements, repainting, landscaping, and repairs or upgrades to the parking lot, pavement, and striping. Security enhancements will include surveillance cameras, controlled entry points, and perimeter safety improvements. The operation will prohibit on-site consumption, maintain strict odor control, and ensure that no cannabis product is visible from the exterior. Customers will enter through a secured lobby, undergo ID verification, and proceed into the retail area only after authorization. The project is expected to improve the site’s appearance, enhance public safety, and contribute positively to the commercial environment along Needles Highway.

The applicant proposes secure access controls, on-site security staffing, 24/7 surveillance monitoring, and comprehensive compliance procedures. The operation will prohibit loitering and on-site consumption and will implement odor-control measures to ensure no off-site impacts.

Redevelopment of the long-vacant site will provide economic investment, job creation, improved visual character, and potential increases in tax revenue. The project will strengthen commercial activity and contribute to corridor beautification.

On December 3, 2025, the Needles Planning Commission conducted a duly noticed public hearing to receive oral and written testimony regarding Conditional Use Permit Resolution No. 12-03-2025-PC. Following the hearing, the Planning Commission recommended approval of the request.

CONDITIONAL USE PERMIT (CUP) FINDINGS: In accordance with Section 94.06(c), the Planning Commission must make the following findings to recommend approval of a conditional use permit:

1. The requested permit is conditionally within its jurisdiction according to the table of permissible uses.

Agenda Item 3.
2 2. The application is complete

3. The use will not endanger public health or safety.

4. The development will be in conformity with the Needles General Plan.

PUBLIC NOTIFICATION: A public hearing notice was published in the Needles Desert Star on Wednesday, December 31, 2025, and posted in two conspicuous locations. Notices were sent to property owners within 300' of the proposed project site.

ENVIRONMENTAL: CEQA Compliance – Categorical Exemption (Section 15301, Class 1): The proposed project qualifies for a Categorical Exemption under Section 15301 (Class 1) of the California Environmental Quality Act (CEQA) Guidelines. This exemption applies to projects involving minor alterations to existing structures with negligible or no expansion of the existing use. The project involves commercial use within an existing structure and minor site improvements. The building footprint will remain unchanged, and no significant expansion of the existing structure or use is proposed.

RECOMMENDATION: Adopt Resolution 2025-49 Approving a Conditional Use Permit for a Licensed Retail Cannabis Dispensary and Related Tenant Improvements at 1611 Needles Highway, APN 0185-062-26- 0000, within the General Commercial (C-2) Zoning District SUBMITTED BY: Irene Romero, City Planner

RESOLUTION 2025-49

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEEDLES

APPROVING A CONDITIONAL USE PERMIT FOR A LICENSED RETAIL CANNABIS DISPENSARY AND RELATED TENANT IMPROVEMENTS AT 1611 NEEDLES HIGHWAY, APN 0185-062-26, WITHIN THE GENERAL COMMERCIAL (C-2) ZONING DISTRICT
WHEREAS, the City Council wishes to assist property owners in their efforts to build in the City in a reasonable manner that does not create a hazard to health, safety, and welfare or degrade property values or create incompatibility with surrounding uses; and
WHEREAS, Off The Charts (OTC) submitted an application for a Conditional Use Permit to establish and operate a licensed retail cannabis dispensary at 1611 Needles Highway; and WHEREAS, on December 13, 2022, City Council Ordinance No. 656-AC was approved allowing retail cannabis dispensary in zones C1, C2, C3, M1 and M2, with a Conditional Use Permit and Regulatory Permit; and WHEREAS, the parcel being considered for retail cannabis dispensary is currently zoned C-2 “General Commercial” for APN 0185-062-26-0000; and
WHEREAS, a public hearing notice for January 13, 2026, City Council meeting was published in the Needles Desert Star on December 31, 2025, at least 10 days prior to said meeting, and notices were sent to property owners within a 300-foot radius of the subject property specifying the date, time and location of the public hearing; and WHEREAS, on December 3, 2025, the Needles Planning Commission held a duly noticed and advertised public hearing to receive oral and written testimony relative to RESOLUTION NO. 12-03-2025-PC and was commended for approval unanimously; and
WHEREAS, Section 94.06(c) of the Needles City Code describes the findings required to approve a Conditional Use Permit; and
WHEREAS, the City Council finds that the project meets all required findings and is consistent with the General Plan and Municipal Code.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Needles as follows:

SECTION 1. The City Council HEREBY FINDS AND DETERMINES that this project is categorically exempt under the California Environmental Quality Act, under Section 15301 (Class 1) of the California Environmental Quality Act (CEQA) Guidelines. This exemption applies to projects involving minor alterations to existing structures with negligible or no expansion of the existing use. The project involves commercial use within an existing structure and minor site improvements. The building footprint will remain unchanged, and no significant expansion of the existing structure or use is proposed.

SECTION 2. The City Council HEREBY FINDS AND DETERMINES, with reports and findings, that facts do exist to approve RESOLUTION 2025-49, subject to conditions, according to the criteria specified in Section 94.06 of the Needles City Code:

A. That the requested permit is within its jurisdiction according to the table of permissible uses.

FINDING: The requested Conditional Use Permit is within the jurisdiction of the Planning Commission and City Council because retail cannabis uses are conditionally permitted within the General Commercial (C-2) zoning district pursuant to the Needles Municipal Code. Approval of a CUP is the appropriate mechanism for authorizing cannabis retail activities in this zoning designation, and the application falls squarely within the City’s established review and approval procedures for such uses.

B. The Application is Complete
FINDING: Staff has reviewed the application and determined that all required materials, forms, plans, and operational information have been submitted in accordance with the City’s CUP filing requirements. The application includes sufficient detail for staff and the Planning Commission to evaluate the project’s operational characteristics, site improvements, compliance measures, and compatibility with surrounding uses. Therefore, the application is deemed complete for the purposes of processing and consideration.

C. The development is in general conformity with the Needles General Plan.

FINDING: The proposed development is consistent with the goals and policies of the Needles General Plan, which encourage reinvestment in commercial areas, the reuse of vacant and underutilized buildings, and the expansion of economic opportunities within the city. The project supports General Plan objectives related to Agenda Item 3.

ATTACHMENT NO. 3
commercial revitalization, corridor enhancement, public safety, and economic development. By improving an existing commercial site along Needles Highway and providing a regulated commercial service, the development aligns with the General Plan’s vision for this corridor.

D. The development is in harmony with the area in which it is located.

FINDING: The development is in harmony with the surrounding area because it is located within an established commercial corridor composed of similar commercial and service-oriented uses. The proposed improvements, including façade enhancements, new lighting, landscaping, ADA access upgrades, and parking lot repairs will significantly improve the site’s appearance and complement nearby properties. The operational characteristics, including controlled access, security measures, and odor management, ensure that the use will function compatibly with surrounding development. The project activates a long-vacant parcel and contributes positively to the overall commercial environment along Needles Highway.

E. The development will not materially endanger the public health or safety.

FINDING: The development will not endanger public health or safety because the operation of a cannabis retail facility is subject to stringent state and local regulatory requirements. The applicant will implement extensive security measures, including surveillance cameras, access controls, alarm systems, and on-site security personnel. The operation prohibits on-site consumption and loitering, maintains strict odor-control measures, and complies with all applicable building, fire, and accessibility codes. These safeguards ensure that the facility operates in a safe, secure, and orderly manner that does not pose risks to the public.

F. The development will not substantially injure the value of adjoining or abutting properties.

FINDING: The development will not substantially injure the value of adjoining or abutting properties. Instead, the project is expected to enhance surrounding property values by improving a long-vacant and underutilized commercial building. Planned improvements, including renovations to the building exterior, enhancements to lighting, landscaping, accessibility, and parking will contribute positively to the visual and functional character of the area. The project's regulated operations, security protocols, and clean, updated appearance will reduce potential nuisances and may encourage further investment in surrounding properties.

SECTION 3. The City Council HEREBY FINDS AND DETERMINES that facts do exist to approve RESOLUTION 2025-49.

SECTION 4. The City Council HEREBY APPROVES RESOLUTION 2025-49, a Conditional Use Permit to establish and operate a licensed retail cannabis dispensary at 1611 Needles Highway within the General Commercial (C-2) zoning district also known as APN 0185-062-26-0000 subject to conditions stated herein below:

Title: Approve Change Order No. 2 to the Public Works Agreement with Pyramid Building and Engineering, Inc. for the Water Main and Manifold Improvements Project Background: On May 13, 2025, City Council Awarded a bid from Pyramid Building and Engineering, Inc. for construction of the Water Main and Manifold Improvements Project in the amount of $1,128,676 plus 10% contingency for a total project cost of $1,241,544. On September 23, 2025, City Council approved Change Order No. 1 to the contract with Pyramid increasing the total construction cost to $1,218,376.82 for changes that occurred during construction of the Monterey phase of the project.

During the water main replacement along River Road, additional changes were required due to the location of existing utilities and requirements to maintain adequate separation from other utilities. Additional valves were also required to properly shut down the residential areas in the future.

The proposed Change Order was received from the contractor and reviewed by the City Contract Engineer prior to submittal to the State Water Resources Control Board (SWRCB) for review. Approval was granted by the State to be funded by Phase 4B grant funds and contingency.

Therefore, Change Order No. 2 includes items already approved by the SWRCB increasing the contract with Pyramid Building and Engineering, Inc. by $84,333.60 for a new total contract amount of $1,302,710.42.

Fiscal Impact: The City received Grant Amendment #3 to the original Grant Agreement with the California State Water Resources Control Board in the amount of $14,315,640.00 for water system improvements. The Water Main and Manifold Improvements Project is identified as Phase 4B of the overall project budget in the amount of $1,828,730 with a $101,400 allowable contingency.

Change Order #2 in the amount of $84,333.60 is to be funded by $23,167.18 project contingency and $61,166.42 apportionment to the FY26 budget.

Recommended Action: Approve Change Order 2 to the Public Works Agreement with Pyramid Building and Engineering, Inc. for the Water Main and Manifold Improvements Project resulting in an increase to the contract in the amount of $84,333.60 for a new total contract amount of $1,302,710.42; and authorize staff to execute said Change Order

Agenda Item 5.

City of Needles, California
Request for City Council Action
Meeting Date: January 13, 2026
Title: Public Art Mural(s) to Be painted on Electrical Utility Boxes Background: City Councilmembers have previously discussed the opportunity to improve the appearance of electrical utility boxes located within public rights-of-way as part of broader efforts to enhance the City’s visual environment and improve the overall public realm. Public art treatments on utility infrastructure have been utilized by other jurisdictions as a practical streetscape enhancement and an effective vandalism deterrence strategy.

Staff has reviewed several potential approaches to implementing an electrical box art program. These approaches include volunteer-based efforts supported by City-provided materials as well as professionally commissioned artwork delivered by local or regional artists. Implementation models vary depending on project scope, artist engagement, and administrative oversight. By way of comparison, the City of Bullhead City recently partnered with the River Valley Artists Guild to complete artwork on 23 electrical utility boxes through a $25,000 donation, demonstrating a larger-scale implementation using an external artist organization.

In consideration of City Council goals related to community pride and place-making, preparation for the Route 66 Centennial, enhancement of the visitor experience, and improvements to key corridors and public spaces, staff has identified a limited pilot approach as an appropriate initial step. Broadway has been identified as a suitable location due to its visibility, pedestrian activity, and role as a primary Route 66 corridor. The year 2026 marks the kickoff of the Route 66 100th Anniversary, making targeted improvements along this corridor particularly timely. A pilot-scale effort would allow the City to evaluate durability, maintenance requirements, public response, and overall effectiveness prior to considering expansion to other areas of the City.

As part of this evaluation, staff has received an unsolicited proposal outlining one potential approach to implementing public art treatments on electrical utility boxes. The proposal is included with this report for City Council consideration as an option. The attached proposal outlines a pilot scope involving eight (8) electrical utility boxes and provides information related to project scope, schedule, and cost structure. The proposal is provided to support City Council discussion and to allow the City Council the ability to take action on this item, modify the proposed scope, or provide alternative direction as deemed appropriate.

The proposed pilot locations include eight electrical utility boxes situated along Broadway and nearby high-visibility corridors, including, but not limited to intersections at Highway 95, G Street, J Street, K Street, River Road, and Pashard Street. Photographs and location references for the proposed boxes are included in the supporting materials.

Fiscal Impact: The attached proposal identifies a total project cost of $7,900 for the painting of eight (8) electrical utility boxes, including artistic services, materials, travel, and mobilization. If approved, funding for this pilot effort would be appropriated from the Electric Department’s Annual Adopted Operations and Maintenance (O&M) Budget. Approval of this item would not require a budget amendment.

Title: Visitor Center Operating Hours
Background: At the prior City Council meeting, Council requested that the operating hours of the City of Needles Visitor Center be revisited. The Visitor Center is operated by the Needles Area Chamber of Commerce under an agreement originally approved in April 2021. The City Council established the Visitor Center Subcommittee in 2021 to provide ongoing oversight of Visitor Center operations and coordination with the Chamber of Commerce. The Subcommittee currently consists of Mayor Jernigan, Vice Mayor Campbell, and Councilmember Belt.

On October 10, 2023, the Visitor Center agreement was amended to establish operating hours of 10:00 a.m. to 3:00 p.m., Tuesday through Saturday, along with other operational changes. In May 2024, staffing changes at the Visitor Center resulted in an informal adjustment by the Chamber to 9:00 a.m. to 2:00 p.m.

During this period, Visitor Center staff observed that a significant number of visitors were arriving earlier in the morning. In response, operating hours were further adjusted to 8:00 a.m. to 1:00 p.m. to better align with visitor demand.

As part of its ongoing role, the Visitor Center Subcommittee met with the Chamber of Commerce to review Visitor Center operations and analyze Q4 2025 visitation data, including visitation trends by day of week and time of day (see attached Chamber data). The data indicates that the majority of visitor activity occurs before noon, with peak visitation between 8:00 a.m. and 12:00 p.m., while Tuesday and Wednesday experience the lowest visitation levels. Based on this information and operational considerations, the Subcommittee is proposing adjustments to the Visitor Center’s operating schedule to better align staffing resources with demonstrated visitor demand.

Fiscal Impact: No additional fiscal impact. The recommended operating hours can be accommodated within existing contractual and staffing resources.

Recommended Action: Provide Staff Direction

CITY COUNCIL NPUA HACN Regular Special
Meeting Date: January 13, 2026
Title: Resolution 2026-2 of the City Council of the City of Needles Approving the Off Highway Motor Vehicle (OHMV) Designated Routes Signage Plan Background: On August 26, 2022, Assembly Bill (AB) 2152 was approved, authorizing the City of Needles to establish a pilot project to designate combined-use highways within city limits. The intent of the legislation is to create connections between existing Bureau of Land Management (BLM) off-highway vehicle trails, recreational use areas, and necessary service and lodging facilities, while preserving traffic safety, reducing private land trespass, and minimizing impacts on residents.

On March 12, 2024, the City Council formed an Off-Highway Motor Vehicle (OHMV) Ad-Hoc Committee to research implementation of the pilot project. The committee consists of Vice Mayor Campbell and Councilmembers Belt and Longbrake. The committee engaged key stakeholders, including law enforcement and BLM representatives, and provided direction to staff to advance a comprehensive and enforceable implementation strategy.

Following this effort, the City contracted with Minagar & Associates, Inc. to conduct technical studies evaluating roadway conditions, safety requirements, and route connectivity. On September 9, 2025, the City Council approved the Off-Highway Motor Vehicle (OHMV) Plan and Routes – Pilot Project Technical Memorandum, which identified 9.20 miles of proposed OHMV routes throughout the city connecting local roadways with BLM trailheads, lodging facilities, and service areas.

Immediately following approval of the technical memorandum, Minagar & Associates, Inc. began working on the Designated Routes Signage Plan for the City of Needles Pilot Program. The signage plan includes CA MUTCD–compliant route signage and traffic control devices to clearly define authorized OHMV corridors and support consistent enforcement.

Additionally, two potential staging areas are identified at Park Drive & River Road and Clary Drive & Lillyhill Drive, providing centralized access points for residents and visitors.

Fiscal Impact: Implementation will require funding for signage, staging areas, and public outreach and is anticipated to be funded through the City’s General Fund. Staff will continue to pursue eligible grant opportunities, including the Off-Highway Vehicle Trust Fund, to offset costs where available.

Environmental Impact: The pilot program is subject to ongoing monitoring and reporting requirements established under AB 2152 and Vehicle Code §38026.2, including coordination with the California Highway Patrol, Department of Transportation, and Department of Parks and Recreation. Impacts to air quality, noise, and adjacent lands will be evaluated in the City’s 2027 legislative report Recommendation: Adopt Resolution 2026-2 approving the Off-Highway Motor Vehicle (OHMV) Designated Routes Signage Plan and authorize the City Manager, or designee, to make minor and nonsubstantive modifications to the plan as necessary for implementation, provided such modifications do not materially alter the intent or policy direction approved by the City Council.

2. Needles Pride Program – Public Works, Water & Community Art Progress This week, the City of Needles continued advancing the Needles Pride Program through targeted maintenance and beautification efforts that improve safety, functionality, and overall community appearance. Public Works crews completed pothole repairs on Lillyhill Drive between Bailey Avenue and Coronado Drive, improving drivability and extending the life of the roadway in a well-traveled residential area. The Water Department also continued its fire hydrant painting program, with crews working through the Vistas neighborhood and into the high school areas, enhancing emergency visibility and contributing to a cleaner streetscape. In addition, the Expression Wall at Duke Watkins Park was activated again this past weekend, with local artist Cycle George—assisted by former Councilmember Zachery Longacre—adding new artwork, including a bold character piece inviting community creativity. This continued activation reinforces Council goals related to beautification, recreation, and public engagement while encouraging repeat community participation. Collectively, these efforts reflect the City’s ongoing reinvestment in core infrastructure and public spaces through visible, community-driven improvements. Residents can report concerns by calling 760-326-5700 (press 9) or using the Needles Connect app on Google Play Store (Android) and Apple Store (iOS).

3. Downtown Revitalization Update – Red Dog Saloon
The City of Needles is pleased to share that the Red Dog Saloon is under new ownership, with Jay and Andy investing in the future of our downtown. The City welcomes their commitment to the community and their investment in

Page 3 of 5 ends

revitalizing one of Downtown Needles’ longstanding establishments. This transition follows a difficult period after the passing of former owner Ty Cavanaugh, whose contributions to Downtown Needles are recognized and appreciated. The continued reinvestment in downtown properties reflects steady progress toward revitalizing the corridor one business at a time. As improvements move forward, the City will work closely with the new owners to support a successful reopening. Attached images provide an early glimpse of the ongoing renovation and the positive changes already underway.

Additional details, including a ribbon-cutting event, will be shared as plans are finalized.

4. Discover Inland Empire – International Tourism Exposure for Needles The City of Needles continues to gain international visibility through its partnership with Discover Inland Empire, with recent global media coverage highlighting Needles as the eastern gateway to California on Historic Route 66.

A feature published in TTN Taiwan, a major international travel magazine, showcases Needles as the starting point of Route 66 in California, emphasizing its role as the transition from desert to coast and its historic significance along the Mother Road. This exposure places Needles on a global stage ahead of the 2026 Route 66 Centennial and directly supports City Council goals to strengthen tourism, expand global brand recognition, and attract new visitors by leveraging the City’s unique Route 66 identity and location.

5. City of Needles Finance Director Featured in PublicCEO The City of Needles was recently featured in PublicCEO, a statewide publication highlighting innovation and leadership in local government, recognizing the City’s successful recruitment of Finance Director Mark DeMay (December 22, 2025). The article highlights the City’s strategic, competitive nationwide search and the appointment of a seasoned municipal finance leader with more than 20 years of public-sector experience. This recognition directly supports City Council goals to strengthen fiscal stewardship, enhance organizational leadership, and maintain transparent, well-managed financial operations. Strengthened financial leadership positions the City to continue reinvesting in infrastructure, public services, and community priorities. Statewide recognition further reinforces confidence in the City’s direction and governance.

6. Christmas Community Partners Recognized for Holiday Food Efforts The City of Needles extends sincere appreciation to community partners and volunteers who ensured residents had access to food during the Christmas holiday through four major community efforts. Firehouse Ministries hosted a Christmas ham dinner distribution, providing 250 free holiday meals to residents. Tri-State Community Healthcare sponsored and coordinated the delivery of 100 individually prepared Christmas dinners to homebound Needles residents in partnership with the Needles Women’s Club and Needles Unified School District. In addition, Firehouse Ministries continued its weekly

Page 4 of 5 ends

Isabell’s Pantry produce distribution, and Tri-State Community Healthcare hosted a large-scale fresh fruit and vegetable distribution for the community.

Together, these efforts provided hundreds of meals and vital food resources to families and seniors. These collective actions reflect the strength of community partnerships and the compassion that defines Needles during the holiday season.

7. Society of St. Vincent de Paul – Open House & Pantry Dedication The City of Needles is pleased to share that the Society of St. Vincent de Paul is hosting an open house and dedication of its newly improved pantry, providing the community an opportunity to view recent facility upgrades and learn more about its services. The event will offer a behind-the-scenes look at improvements made to better serve residents, with refreshments provided. The open house will be held on January 12, 2026, from 5:00 – 6:00 p.m., at 839 Front Street. This event reflects continued investment in community-based services that support individuals and families in need. The City appreciates St.

Vincent de Paul’s ongoing commitment to serving Needles residents and strengthening the local social safety net. RSVP: [email protected] or (928) 299-9872.

8. Needles Sunday Market – Community Activation & Media Recognition The Needles Sunday Market at Santa Fe Park continues to gain momentum as a weekly destination that supports local entrepreneurs, activates public space, and encourages downtown activity. Vendor participation remains strong, with a growing mix of small-batch and specialty producers contributing to a vibrant market atmosphere. The Sunday Market was recently featured in the Needles Desert Star, highlighting the market’s role in supporting small businesses and fostering regular community engagement. The Needles Sunday Market is held every Sunday from 8:00 a.m. to 12:00 p.m. and will continue through March 31, 2026. Interested vendors may contact Market Manager Patrick Lauterio at (760) 848-8289 or [email protected]. To view the full feature and stay informed on community news, residents are encouraged to subscribe to the Needles Desert Star at www.needlesdesertstar.com/subscribe or by calling 928- 296-8455.

9. Sheriff’s Department – Holiday Toy Giveaways & Community Outreach This past weekend, the San Bernardino County Sheriff’s Department, Colorado River Station, delivered holiday cheer through the Angel Tree and Senior Angel Tree programs, ensuring seniors and residents in need were remembered and supported during the holiday season. In the weeks leading up to this weekend, the Sheriff’s Department also hosted Shop with a Cop and the Annual Christmas Cops and Kids Toy Delivery, providing children with gifts and meaningful oneon-one experiences with deputies. Together, these efforts brought Christmas joy to children, families, and seniors throughout the community. Deputies and staff dedicated their time to creating positive moments and lasting memories beyond traditional law enforcement duties. These initiatives strengthen community trust and reflect a deep commitment to service and compassion. The City of Needles extends its sincere appreciation to the San Bernardino County Sheriff’s

Page 5 of 5 ends

Department, Colorado River Station, for their continued partnership and dedication to our community.

10.Brenda Angulo Retirement
This week, the City of Needles recognized the retirement of Brenda Angulo after seven years of dedicated service to the organization. Since joining the City in 2018, Brenda consistently demonstrated professionalism, reliability, and a strong sense of responsibility in her work, helping the City navigate periods of change with steadiness and care. She was instrumental in the implementation of the City’s Advanced Metering Infrastructure (AMI) Project and played a critical role in strengthening the City’s utility billing operations. Brenda was known for handling her duties thoughtfully and thoroughly, taking pride in doing things the right way without seeking recognition. Her consistency and quiet commitment set a standard that colleagues could depend on and respect. Brenda’s contributions have had a lasting impact on the City’s operations and workplace culture. The City Council and staff extend their sincere appreciation for her service and wish her all the best in a well-earned retirement.

11.Needles Animal Shelter – Final Holiday Adoption Opportunity of the Year The City of Needles is reminding residents that this is the final opportunity of the year to adopt a pet during the holiday season and provide an animal with a loving home. The Needles Animal Shelter will be open Monday and Tuesday next week from 8:00 a.m. to 2:00 p.m., offering one last chance for families to adopt before the new year. The Shelter’s $10 adoption special remains in effect and will conclude the day after New Year’s, on January 2, 2026, along with a $3 City license discount for Needles residents. Several adoptable animals are still available, with additional details provided in the attached flyer or online. This is the final reminder for the year, and community participation can make a meaningful difference for local animals. For questions or to schedule an adoption appointment, residents may contact the Shelter at 760-326-4952.

12.City Hall Holiday Closure – New Year’s
City Hall will be closed on Wednesday, December 31, 2025, and Thursday, January 1, 2026, in observance of the New Year holiday. Regular operations will resume on Friday, January 2, 2026, beginning at 8:30 a.m. For emergencies, please contact City staff at (760) 326-5700; the after-hours answering service will promptly direct calls to the appropriate staff member. A closure notice has been posted on the front doors of City Hall for public awareness.

13.Community Events Calendar Now Live
The City’s new website now features a Community Events Calendar—a single source for community events, civic meetings, and community programs. Local organizations are invited to submit or update events through the City Clerk’s Office to keep the calendar current and inclusive. Contact Candace Clark at [email protected] to participate. Residents can subscribe and sync the calendar to mobile devices for real-time updates, making it easier to stay informed and engaged.

SUBJECT: WEEKLY MEMORANDUM
DATE: January 2, 2026

1. Route 66 Centennial – Celebrating a Century on the Mother Road 2026 marks the 100th anniversary of historic Route 66, and the City of Needles is actively positioning itself as a must-stop destination at the gateway to California. As part of the Centennial kickoff, the City placed a Route 66 Centennial advertisement in Memories from the Mother Road: Celebrating a Century of Route 66, directing travelers to the Needles Visitor Center and highlighting Needles as an original Route 66 town. This targeted outreach is intentionally designed to drive Centennial-year travel into the community and convert pass-through traffic into local visitation. To guide and coordinate these efforts, the City Council has established a Route 66 Centennial Committee consisting of Mayor Jernigan, Vice Mayor Campbell, and Councilmember McCorkle. Local programming is advancing, including the Route 66 Info Fair on February 14, 2026, from 9:00 a.m. to 2:00 p.m. at El Garces, hosted by Friends of El Garces, and Route 66-themed elements incorporated into Art in the Park scheduled for March 26–28. Both events will include Route 66–themed classic car shows on Saturday, extending Centennial visibility through community programming while supporting tourism, economic activity, and longterm community pride.

2. Route 66 Statewide & National Exposure – Tournament of Roses The City of Needles received significant statewide and national exposure through its inclusion in the Road to the Rose Parade video series, commissioned by the Tournament of Roses. The City was featured as part of the San Bernardino County Route 66 segment, which highlights iconic communities along the Mother Road in the lead-up to the Rose Parade.

Sponsored by Visit California and Discover Inland Empire, the segment features Mayor Janet Jernigan and reinforces Needles’ role as California’s eastern

gateway to Route 66. The video also showcases Fender’s Motel, underscoring the importance of historic lodging and authentic Route 66 experiences. Filming occurred in early December, with distribution through Tournament of Roses and Discover Inland Empire digital and social media channels. This exposure complements the City’s ongoing Route 66 Centennial advertising, events, and broader tourism strategy already underway. Click on this link to watch the video.

3. Railcam Installation and Tourism Visibility
This week, City crews installed a new PTZ rail camera generously donated by SouthWest RailCams, further expanding real-time visibility of Needles to a national and international audience. Needles continues to attract strong viewership due to its historic rail corridor and rich local history, with increasing interest from viewers seeking to learn more about the community. The PTZ camera is hosted by the City of Needles and is publicly accessible through SouthWest RailCams’ live platform. As of November 2025, the Needles East Camera recorded 33,513 views and 5,129 watch hours, while the Needles West Camera recorded 10,018 views and 1,376 watch hours, demonstrating sustained engagement. The installation supports City Council goals related to tourism promotion, historic awareness, and leveraging digital platforms to increase exposure and interest in Needles as a destination.

4. Assemblymember Gonzalez Mobile Office Hours
Assemblymember Jeff Gonzalez will host Mobile Office Hours at El Garces on Thursday, January 15, from 12:00 p.m. to 3:00 p.m., providing residents with convenient, local access to state legislative assistance and resources without the need to leave the community. This outreach allows constituents to meet directly with the Assemblymember’s office to receive support on state-related matters and services. The City of Needles appreciates Assemblymember Gonzalez’s continued engagement and responsiveness to the needs of rural communities. The City extends its gratitude to Assemblymember Gonzalez and his staff for their ongoing support and commitment to serving the residents of Needles.

5. Needles Pride Program – Lillyhill Roadway Repairs
This week, Public Works crews completed roadway repairs along Lillyhill Drive, addressing deteriorated pavement conditions to improve drivability and safety in a well-traveled residential corridor. The work reflects the City’s responsive, fielddriven approach to maintaining local streets and extending the life of existing infrastructure. Crews will continue targeted roadway maintenance throughout the community as conditions are identified and resources allow. These improvements support City Council goals by enhancing neighborhood quality of life, promoting safe and accessible streets, and demonstrating the City’s

continued commitment to visible, day-to-day maintenance. Residents can report concerns by calling 760-326-5700 (press 9) or using the Needles Connect app on Google Play Store (Android) and Apple Store (iOS). Together, we continue to make Needles a brighter and more vibrant place to live.

6. Storm Preparedness & Weather Response
The City of Needles began the new year with a winter storm that brought steady precipitation throughout the week. City crews proactively prepared ahead of the storm by inspecting equipment, fueling vehicles, and placing staff on standby to ensure a timely response. Throughout the event, departments closely monitored conditions to protect public safety and maintain essential services. The primary operational impact was the temporary closure of the J Street Underpass due to water accumulation, which was implemented as a precautionary safety measure. No major damage to City infrastructure was reported, and no injuries occurred. Crews remained engaged through the week to monitor drainage conditions and ensure the underpass could be safely reopened.

7. Community Partnership & Recreation Support – Elks Gratitude Grant The City of Needles and its Recreation Services Department received generous community support through a Gratitude Grant awarded by the Elks National Foundation, with local sponsorship from the Needles Elks Lodge #1608. Exalted Ruler Brian Dooley presented two grant checks totaling $2,000 to support City recreation facilities. The funding included $1,250 for the Recreation Center and $750 for the Aquatic Center, directly benefiting youth programming and community recreation services. The checks were formally received by Jennifer Valenzuela, Recreation Services Manager. This contribution reflects the Elks’ continued commitment to investing in local communities and supporting programs that serve families and youth. The City extends its sincere appreciation to the Needles Elks Lodge for their ongoing partnership and support of community recreation in Needles.

8. Needles Little League Home Run Derby Fundraiser
The Needles Little League is hosting a Home Run Derby on Saturday, January 24 at 12:00 p.m. at Ed Parry Field as its final fundraiser ahead of the regular season. The all-ages, family-friendly event is intended to encourage broad community participation while raising funds for the Little League Shade Structure Project. The derby will feature a structured format with participant awards, an open snack bar, and live music by DJ Loke. The City supports the event, which aligns with City Council goals to promote youth recreation, strengthen community partnerships, and enhance community amenities that improve quality of life.
