Item  D. 4.

DATE 09/26/2024
TO Honorable Mayor and City Council Members
FROM Ed Miranda, Information Technology Director/CIO
SUBJECT    Adopt a resolution approving the Contractual Services Agreement with Dell for the Virtual Server Infrastructure Lifecycle Replacement and amending the 2024-2026 Biennial Budget and Capital
Improvement Plan
SUMMARY AND RECOMMENDATION
The City's server infrastructure is scheduled to reach end-of-life status in January 2025, which will impact the essential services it provides for running key City applications. To ensure continuity of operations and address the critical need for reliable infrastructure, staff recommends that the City Council approve a resolution for a five-year Contractual Services Agreement with Dell in an amount not-to-exceed $280,000.

BACKGROUND
At the April 25, 2024 City Council meeting, staff presented the City's Technology Master Plan, an actionable multi-year roadmap for the City's Information Technology (IT) Department that supports internal customer needs to best provide City services. Its purpose is to enhance expenditure efficiency through strategic planning.

The IT Department is tasked with providing and maintaining data center systems, including server and storage services essential for the City’s operations. The City’s current virtual server infrastructure includes the Nutanix Hyperconverged System, which operates on a Nutanix AHV hypervisor. Findings and Observations from the Technology Master Plan highlight that the City’s hyperconverged system will reach end-of-life status in January 2025 and requires replacement. As the City relies on 24 x 7 operations to support its computing needs, it is crucial to transition to a new system that can sustain continuous operation. To address this, the IT Department followed the recommendation in the Technology Master Plan which was to conduct a best practices procurement to replace the existing hyperconverged server/disk infrastructure and consider utilizing VMware for virtualization and server management, used by most agencies.

DISCUSSION/ANALYSIS
Staff conducted a thorough evaluation of available solutions to ensure the best fit for Packet Page No. 31
Staff conducted a thorough evaluation of available solutions to ensure the best fit for the City's server and storage services requirements. The incumbent provider, Nutanix and The Redesign Group, a certified Dell partner, were engaged to provide detailed analysis and recommendations.

The evaluation process included:

Sizing and Inventory: a comprehensive assessment of the City's current and future needs was performed.

Hypervisor Evaluation: IT staff, who are already trained and familiar with the VMware hypervisor, compared it with the Nutanix AHV hypervisor. Both were found capable of meeting the required functions.

The proposed solutions were evaluated based on several factors including cost, growth potential, deployment assistance, and compliance with the Department of Justice requirements for public safety applications. The following proposals were considered:

Comparative Cost Analysis of Proposed Solutions
*Estimated costs excluding shipping and taxes

After careful evaluation, staff recommends option #2, Dell PowerEdge+PowerStore five-year proposal, as the Total Cost of Ownership (TCO) over the five-year period comprises an estimated $20,000 savings at current rates, and is more cost-effective than the three-year option #1.  The solution provides cost efficiency and ability to meet Packet Page No. 32
all computing requirements while providing room for growth. Adding estimated shipping and taxes, the total not-to-exceed amount for option #2 is $280,000.

FISCAL IMPACT
The total not-to-exceed cost of the recommended Dell PowerEdge + PowerStore solution is $280,000 over a 5-year period. This amount will cover hardware acquisition, VMware licensing, and necessary services. This option is considered the most cost-effective and provides a balance between performance and fiscal responsibility.To accommodate this expenditure, a budget adjustment to the 2024-2026 Biennial Budget and Capital Improvement Plan will be necessary. Funding for this request is available in the Technology Replacement Fund (702).

Impacting Factors:

NOTE: We have separated out the migration as Phase 2 due to inherent nuances that warrant an extended and often fragmented implementation timeline. Examples include:
• Business impact or strict change control
• Complexity of source to target configuration
• Size and variability of workload types
• Legacy tech debt and/or non-supported configurations
• Maintenance, patching, update, or version issues in environment • Lack of documentation or knowledge of environment
• Resource availability and/or capacity issues
Phase 2 – Migration
Redesign is committed to assisting with the migration of your workloads. Our Senior Engineers will architect and test the migration strategy and transition to a seasoned migration specialist to execute the migration with you on your timeline.

DATE 09/26/2024
TO Honorable Mayor and City Council Members
FROM Sheila Harrington, City Clerk
SUBJECT    Adopt a resolution amending the Conflict of Interest Code for nonelected officials and designated employees
The Political Reform Act of 1974 requires local government agencies to review its Conflict of Interest Code biennially.  The Conflict of Interest Code (Code) lists each employee position that makes or participates in the making of governmental decisions.

Employees in these positions are identified as “designated employees.”  Consultants that make or participate in making governmental decisions on behalf of the City must also file disclosure forms.

Department Heads were requested to review the Code and propose title changes to Appendix A. The review of the Code has been completed and there is a need to amend Appendix A, Designated Positions and Disclosure Categories, because of organizational changes that have occurred since the 2022 review. Appendix A to the Code shows the recommended changes with strikeout formatting for deletions and underscore formatting for additions.

Staff recommends that the City Council, by resolution, amend the City’s Conflict of Interest Code for Nonelected Officials and Designated Employees.
